California Governor Gavin Newsom did away Wednesday with a law that made it a crime to refuse to help a police officer.The law dates back nearly 150 years to California's Wild West days, when cowboys and outlaws roamed the state.The California Posse Comitatus Act of 1872 made it a misdemeanor for "an able-bodied person 18 years of age or older" to refuse a request for assistance from a police officer "in making an arrest, retaking into custody a person who has escaped from arrest or imprisonment, or preventing a breach of the peace or the commission of any criminal offense."It was widely used by authorities to legally form posses to hunt outlaws.State Senate Bill 192, which repeals the law, was first introduced on January 30, and it was sponsored by Senator Bob Hertzberg. Hertzberg originally tasked his interns with identifying outdated laws when they discovered it."Thank you to my interns for finding a law that belongs in the history books, not the law books," Senator Hertzberg said.Cory M. Salzillo, legislative director or the California State Sheriffs' Association, told CNN that the bill sends a message that discourages cooperation or giving assistance to law enforcement, and that it creates this notion that you shouldn't help law enforcement."We are unfamiliar with concerns with this statute other than it was enacted many years ago and carries a fine for a person who disobeys it," the CSSA said in a statement in June. "There are situations in which a peace officer might look to private persons for assistance in matters of emergency or risks to public safety and we are unconvinced that this statute should be repealed." 1661

At least 10 cars caught fire on a single Baltimore street early Friday morning.The fires took place in the Mount Vernon neighborhood of the city at about 3 a.m. local time.According to Scripps station WMAR in Baltimore, the gas caps from a number of cars were deliberately removed in order to set the vehicles ablaze.Video taken from the scene and shared on social media shows some of the burning vehicles exploding.Police are currently searching for suspects and motive in the case. 495

An armed white man in his twenties was arrested Thursday afternoon at a Missouri Walmart, Springfield police said.Officers responded to a call of an active shooter at the Walmart Neighborhood Market, Police Lt. Mike Lucas said.But no shots were fired and no one was injured, police said."All we know is the fact that he walked in here heavily armed with body armor on, in military fatigues and caused a great amount of panic inside the store. Canadian Prime Minister Justin Trudeau vowed his government will get answers after a Ukrainian passenger jet crashed, killing at least 63 Canadians, just minutes after taking off from Iran's capital. Trudeau said Wednesday a 138 passengers on the flight were connecting to Canada. An explosion rocked a chemical plant early Wednesday in Texas, causing extensive damage across the small city of Port Neches and leaving at least three employees injured.A chemical fire continues to burn at the site, and a mandatory evacuation order has been issued within a half mile of the TPC Group plant, about 90 miles east of Houston, the Nederland Volunteer Fire Department said."There's extensive damage throughout the City," Port Neches Police Department said in a statement. "Please stay off the roads anywhere near the refineries. Obey all the barricades that are in place. We are doing everything we can to keep everyone safe and informed."Personnel have been evacuated from the plant, which makes products for chemical and petroleum companies, said TPC Group, which runs the Port Neches Operations site. About 13,000 people live in Port Neches, and some said their home windows were blown out by the blast. The fire is burning a chemical called butadiene, police said. A colorless gas, butadiene is considered a health hazard, according to the US National Library of Medicine.
