TOKYO, May 21 (Xinhua) -- Japanese Economy, Trade and Industry Minister Banri Kaieda met with visiting Chinese Commerce Minister Chen Deming in Tokyo Saturday and agreed the two countries will promote bilateral trade to assist Japan's recovery after the March 11 quake and tsunami.Chen, who accompanied Chinese Premier Wen Jiabao to Japan, told Kaieda that China will offer "as much cooperation as possible to help Japan's reconstruction" by providing necessary supplies.Kaieda said Japan will strive to restore production and supply chain disrupted by the disasters as soon as possible.The two sides said they will conduct various investment and trade activities to strengthen cooperation and personnel exchange, and facilitate the smooth flow of bilateral trade so as to promote sustainable development.The two ministers signed a document on expanding bilateral economic and trade cooperation. BEIJING, Jan. 25 (Xinhua) -- China's 11 government departments have jointly released a guideline outlining major measures to lessen noise pollution amid rising noise disputes and complaints, the Ministry of Environmental Protection said Tuesday.The ministry's spokesperson, Tao Detian, said Tuesday the country saw rising complaints about noise pollution, which has caused an increasingly negative impact on the living environment in recent years.The 26-article guideline focuses on addressing noise pollution in fields including industry, construction, traffic and people's daily lives.Further, the regulation bans businesses from using acoustic instruments outdoors to lure customers.Also, heavy noise polluters are banned from entering industrial parks, according to the guideline.Moreover, motor vehicles should strictly observe speed limits, traffic restrictions and use of auto horns around "noise-sensitive buildings" such as hospitals, schools, government organs, scientific research institutions and residential buildings, it said.According to the guideline, government departments would also impose higher fines on noise polluters and collect fees for "discharges of excessive noise," in accordance with law.The newly issued document calls on various government agencies, such as the ministries on environmental protection, science and technology, public security, finance, housing, transportation and railways, to make coordinated efforts to curb pollution.Further, government organs could launch regular inspection campaigns in major cities, it said.According to the guideline, government agencies will set up a system to examine sound-proof qualities of civilian buildings and provide a list of major noise pollution sources by the end of this year.Also, the guideline ordered major cities to establish an automatic noise monitoring system and to equip each city in the country with at least one noise display screen by the end of 2011.

PARIS, April 22 (Xinhua) -- Heavy load launcher Ariane 5 lifted off two communication satellites, Yahsat Y1A and Intelsat New Dawn, at around 6:37 p.m. local time (2137 GMT) on Friday from Europe's Spaceport in French Guiana.Yahsat Y1A is the first United Arab Emirates satellite launched by Arianespace. It is built by Astrium and Thales Alenia Space and will be positioned at 52.5 degrees East. With a design life of 15 years, it will be operated by the Al Yah Satellite Communications Company, a telecommunications company indirectly controlled by the Abu Dhabi Government.Weighing around 5,935 kilograms at lift-off, Yahsat Y1A was expected to be separated first around 27 minutes after the launcher started the flight.The second passenger Intelsat New Dawn was built by Orbital Sciences Corporation and weighs about 3,000 kilograms. Also with a designed life span of 15 years, it is planned to be positioned at 32.8 degrees East.Via the second mission of Ariane 5 in 2011, Yahsat Y1A will provide customized relay services for the government and commercial sectors in the Middle East, Africa, Europe and Southwest Asia, while Intelsat New Dawn will work as a part of the global Intelsat fleet, offering service for Africa.This launch, the 201st of an Ariane family vehicle since 1979, brought to 22 the number of Intelsat satellites serving Africa, according to the launching company.Originally scheduled for liftoff on March 30, this dual-payload mission was delayed following an interruption of the final countdown when an incorrect displacement of one of the engine's actuators was detected, Arianespace said in a statement. MOSCOW, April 22 (Xinhua) -- The Russian Space Forces has re-established contact with a military satellite, Geo-IK-2, which went missing in February, local media reported Friday.According to a spokesman from the Defense Ministry, Interfax news agency said the Space Forces had already received telemetric information from the satellite and collection and analysis of the data were currently underway.After studying the information, the Defense Ministry would make a decision regarding the further use of the satellite, the spokesman said.A Rokot light-class carrier rocket carrying with the Geo-IK-2 satellite blasted off Feb. 1 from Russia's Plesetsk launching site, but placed the satellite in an incorrect orbit. After the launch, the Defense Ministry announced it had lost contact with the Geo-IK-2 and later abandoned the satellite.The Russian Space Forces then grounded launches of all Rokot light-class carrier rockets until the completion of an investigation into the failed launch.
