VIENNA — Austrian authorities say at least one gunman, shooting apparently at random in a popular Vienna nightlife area hours before a coronavirus lockdown took effect, killed four people in an Islamic extremist attack. They said Tuesday that the suspect, who was shot and killed by police, was a young Austrian-North Macedonian dual citizen who had a previous terror conviction for attempting to join the Islamic State extremist group in Syria.Chancellor Sebastian Kurz said two men and two women died from their injuries in the attack Monday evening. (KGTV) -- The San Diego Sheriff's Department is reviewing the actions of several deputies after a witness posted a controversial video on Facebook.The video shows two deputies walking a man in handcuffs just before they slam his head into a fence. Later in the video, they can be seen smacking another man in the head who is already down on the ground in handcuffs.The woman who shared the video on Facebook claims they deputies used excessive force and wants justice for the two men. A Sheriff's spokesman says the video was taken on Monday morning when deputies were responding to a domestic violence call at a Vista apartment complex.When deputies arrived the suspect was wielding a weapon and holding someone against their will, the spokesman said. During the arrest, other parties fought with the deputies. The spokesperson says the department is reviewing the body camera footage and the cell phone video.10News visited the scene of the arrests. WASHINGTON (AP) — A vehicle collision between U.S. and Russian forces in eastern Syria has left four U.S. troops with concussions. That's according to two U.S. officials who are speaking on condition of anonymity to provide details that haven't been made public yet. It's the most violent skirmish in months between the two forces. One official says Russian vehicles sideswiped a light-armored U.S. military vehicle, injuring four Americans. The official says two Russian helicopters flew above the Americans, and one of the aircraft was within about 70 feet the vehicle. There have been several other recent incidents between the American and Russian troops who all patrol in eastern Syria, but officials describe this one as the most serious. 752

  

WASHINGTON — The course of President-elect Joe Biden's transition to power is dependent in part on an obscure declaration called “ascertainment.” The formal presidential transition doesn’t begin until the administrator of the federal General Services Administration ascertains the “apparent successful candidate” in the general election. Neither the Presidential Transition Act nor federal regulations specify how that determination should be made. That decision greenlights the entire federal government’s moves toward preparing for a handover of power. It includes millions of dollars in funding for the new team, office space, and makes administration officials available. The administrator of the GSA, Emily Murphy, was appointed by President Donald Trump. She has not given any indication on when she would start the process.The General Services Administration is a government agency that is in charge of federal buildings. The GSA’s leadership is supposed to act independently and in a nonpartisan manner, and at least some elements of the federal government already have begun implementing transition plans. Aviation officials, for instance, have restricted the airspace over Biden’s lakefront home in Wilmington, Delaware, while the Secret Service has begun using agents from its presidential protective detail for the president-elect and his family.The most notable transition delay in modern history was in 2000, between outgoing President Bill Clinton and incoming President George W.
