SAN DIEGO (KGTV) — Eve Ramirez made the difficult decision to close her City Heights taco shop when the coronavirus outbreak hit. She says she did it to protect her eight-month-old son. "I got scared to death," she said. "I was like, you know what, I had my baby boy in January, imagine something were to happen to me. I'm a single mom. I can't risk my baby's life. I immediately shut down without thinking twice."Ramirez, who owns Mexicali Street Tacos, is one of a large number of San Diegans now struggling to pay for basic necessities amid the pandemic. A San Diego Association of Governments study released Thursday says 71% of respondents reported not being able to pay for rent, food, and utilities, while two-thirds said the pandemic has negatively impacted their employment. Ramirez said she has received donated diapers from friends, is on Medi-Cal and is receiving government food allowances. "I had no choice but to apply for help," she said. More than 3,500 San Diego households responded to the survey, conducted via 23 community-based organizations. San Ysidro Health surveyed 300 families about the impact of the virus. Ana Melgoza, the organization's vice president of external affairs, says the virus has hit South Bay families particularly hard. She says many live in overcrowded homes due to high rent, and are forced to work in jobs that require interaction with the public such as in grocery stores and retail. "When you have people literally dying to go to work and provide for their families, we need to make sure health care is a priority for people so that when they do feel sick or are infected they have the right follow up care to manage and survive this deadly virus," Melgoza said. Melgoza said one potential solution is to provide hotel vouchers so people in overcrowded homes can quarantine safely. The study also says 60% of parents with school-aged children reported distance learning challenges during the school year. It calls for exploring new ways to provide direct monetary assistance to families in need, new partnerships between governments and community-based organizations, and new paid training and internship opportunities for underserved areas. 2201

So we're seeing a lot of these pregnant females giving birth on the migration this year," said Captain Domenic Biagini, founder of Gone Whale Watching San Diego.While the migration is late, Biagini says the whales look much healthier than last year, when many died. SAN DIEGO (KGTV) - Family members are mourning the COVID-related death of an Olympic gold medalist and lifelong San Diegan.More than 4 decades ago, Arnie Robinson Jr. stood at the top of the Olympic podium."He was always so driven and so focused," said Arnie Robinson Jr.'s son, PaulPaul says his father first started feeling sick in mid-November."Labored breathing, coughing," said Paul.Robinson Jr. tested positive for coronavirus but after a week and a half, he started feeling better. A week later, on December 2, he was with a caregiver at this Skyline Hills home."Out of the blue, he struggled to take breaths," said Paul.That day, Robinson Jr. passed away at his home at the age of 72."You’re just in a state of shock and disbelief over how it happened," said Paul.It was disbelief and grief over a father and local sports legend.A high school track star at Morse High, Robinson Jr. went to San Diego Mesa College and San Diego State University, before winning a bronze medal in the long jump at the 1972 Olympics and a gold medal at the 1976 Olympics in Montreal."I think that’s one of the things that drove him. Wanting to achieve something really, really big ... setting it out there and making it happen," said Paul.That commitment was his calling card. He served in the Army and later, worked a track coach at Mesa College for three decades.In 2004, he was diagnosed with brain cancer, a grade 4 glioblastoma and given six months to live. He went through several round of chemo and radiation."After some research, a complete 180 on his diet. Looking back on it now, he saw it as another challenge," said Paul.Some 16 years later, he was in remission when he tested positive for COVID-19. Paul believes he contracted it from one of his caregivers, who also tested positive.His message to others: wear masks and take every precaution."Respect COVID for what it is. SAN DIEGO (KGTV) -- Gas prices in Southern California could reach .30 per gallon in the next several weeks, according to a GasBuddy. The company’s senior petroleum analyst, Patrick DeHaan, took to Twitter to announce that prices could soar to .15 to .30 per gallon in the next 10 to 14 days. According to DeHaan, the average price per gallon reached .85 in Los Angeles Wednesday afternoon and is expected to “breach in the next few days.”DeHaan tweeted out earlier Wednesday that prices in Southern California could spike by anywhere between 25 and 40 cents per gallon in the coming days. The news comes amid problems at several California refineries and just weeks after attacks on oil fields in Saudi Arabia. Several of the refinery issues include unplanned work at PBF refinery in Torrance, an outage at Chevron’s Segundo refinery, a flaring event at Valero Benicia and Marathon’s LA refinery, DeHaan says. SAN DIEGO (KGTV) - Finding a place to live is about to get easier for low-income San Diegans.Right now, landlords are not required to accept tenants who receive Section 8 rental assistance. However, in August 2019, a new amendment to San Diego's source of income ordinance will prevent landlords from declining a tenant-based only on the household receiving rental assistance."It's safe and everything is right across the street from me," said Maria Hernandez.That's how Maria Hernandez describes her neighborhood in Poway.Maria uses the Section 8 voucher program to help pay the rent. She says she waited about five years for that help."You know without Section 8, I don't know where me or my daughter would be," Hernandez said.Hernandez is lucky. Her landlord accepts Section 8. That's not always the case."I guess there's like that stereotype of people that are on Section 8, you know they think people are going to destroy their homes that people are poor who live on Section 8."Starting August 1, 2019 landlords and property managers in the City of San Diego cannot refuse an application from a prospective tenant, charge a higher deposit, or treat them differently in any other way based on their source of income.According to the San Diego Housing Commission, under the new ordinance, landlords and property managers cannot advertise or state a preference for certain sources of income. The tenant must still meet other requirements for tenancy and have the financial resources to pay any rental amounts not covered by the voucher/subsidy. Landlords and property managers must include any rental payments made by the voucher/subsidy when determining whether the applicant meets the minimum income requirements. Landlords and property managers may ask what an applicant's source of income is as long they do not discriminate based on that information."I want to give an equal treatment to every single San Diegan," said San Diego City Council President Georgette Gomez. "No matter how you're going to pay your rent, everyone should be looked at as an equal applicant."Gomez championed the changes to the city's law. She says for some it could be life-changing, allowing renters to choose what part of town they live in not just who accepts their form of payment."It's not just about housing, but better jobs and just an ability to not have that stress," Gomez said.The anti-discrimination policy is just one move making things more comfortable in San Diego.According to SDHC, "Effective July 1, 2019, SDHC increased its payment standards for the Section 8 Housing Choice Voucher rental assistance program, which helps more than 15,000 low-income households pay their rent. Raising the "payment standard" expands rental opportunities for families by allowing them to consider housing units with higher monthly contract rents, which are paid by a combination of rental assistance from SDHC and a portion of the tenants' income."Also, starting in August, the SDHC will launch the Landlord Partnership Program, which provides incentives to landlords to rent housing units to SDHC Section 8 Housing Choice Voucher rental assistance participants. SDHC tells 10news it will expand the Landlord Services Team, composed of specialized staff, to provide quality customer service to landlords and support families in the move process to ensure timely lease-ups.The agency also launched The Landlord Advisory Committee to identify best practices, programs, and incentives to attract new landlords to the Section 8 Housing Choice Voucher program.
