SOLANA BEACH, Calif. (KGTV)- As San Diego county's COVID-19 cases continue to climb, restaurant owners hope outdoor dining isn't banned next. Los Angeles County shut down outdoor dining last Wednesday for a minimum of three weeks due to a surge in infection rates.Piero Tarantino owns Parioli Italian Bistro on Highway 101 in Solana Beach.He's down to just two employees, with the restaurant open only four days a week."We have a problem retaining employees cause we have to cut their hours since we don't have a lot of business, and we have to close a few days cause there are not enough sales to even pay one employee," said Tarantino.He says outdoor dining was going well in the summer, but it's a struggle now that cooler weather is here even when using heaters. "It's not comfortable cause you have heat coming from one side, but then the rest of your body is cold," said Tarantino.Restaurants across the country are trying to continue with outdoor dining even as the weather gets cold. Some owners are getting creative using everything from igloos, to individual pods, to tents and canopies.Dr. Anne Rimoin is an epidemiologist at UCLA. She said eating outside is only safe if you are truly outside."The issue is it needs to be completely open, wide open, ventilation if you have a roof, if you have sides, that's not outdoors, outdoors means in the open air," said Dr. Rimoin. Rimoin said everyone needs to do their part to bring down the infection rates."Right now, we're at the most dangerous point of this pandemic that we've been in, so far," said Dr. Rimoin.San Diego County Supervisor said right now there is no talk of banning outdoor dining locally."I have not seen evidence to suggest there's significant spread, at least from outdoors settings," said Supervisor Fletcher. Tarantino doesn't know how much longer his family owned business can survive."A lot of uncertainty, and you don't know what to do. It's a day by day situation," said Tarantino. 1973

SPRING VALLEY (CNS) - A 48-year-old man who went missing during an outing near Sweetwater Reservoir two weeks ago has been found dead, authorities reported Friday.A search-and-rescue team came across the body of Edward Leonard in a remote spot near the Spring Valley-area manmade lake on Thursday morning, according to San Diego County Sheriff's Department.There was no immediate evidence of criminal involvement in Leonard's death, authorities said.Leonard had been missing since July 2, when a friend dropped him off at the reservoir to go fishing, officials said. ST JOSEPH, Mo. — A couple rushed to save a dog’s life after she was shot and left for dead in the woods.Jacob Carter, his fiance Robin Musser, and a few other family members were out hunting for mushrooms Thursday in the Bluffwoods Conservation Area just south of St. Joseph, Missouri.The group was just finishing up when they heard gunshots."We heard two gunshots, and we were coming on out anyway and stuff, getting ready to pack up and leave,” said Carter.Musser said the gunfire didn’t worry them since it’s common during turkey hunting season. "We'd seen a turkey earlier, thought maybe someone was shooting at the turkey,” she said.As they were driving out of the woods, something caught Musser’s eye."We were coming down the road and I spotted the dog and thought it was a puppy,” said Musser.Carter pulled over to go see if the dog was okay.As he walked closer he noticed it was an adult dog that wasn’t moving, and then he saw blood."That's when I noticed that she was shot, so I took my shirt off and started applying pressure,” said Carter.The white female pitbull had been shot twice, once in the back of the head and once through her ear. 1184

  

SHERMAN HEIGHTS, Calif. (KGTV) - A storage facility for homeless people to keep their belongings is at capacity, leading some people to call for expansion.The facility is in Sherman Heights, near 20th Street and Commercial. It opened in June of 2018 with room for 500 bins.It was full by Halloween.Now there is a 200 person waiting list. The city initially wanted to put 1000 storage bins in the warehouse, but pushback from neighbors led to a compromise of just 500.Neighbors worried that the facility would be a magnet for homeless people, drawing them to the area.Six months later, people who spoke to 10News say the opposite has happened. They still see homeless people in the area, but not any more than before the facility opened.They also say the amount of clutter on the streets and sidewalks has decreased dramatically.Crime has also gone down in the area. According to the crimemapping.com website, there were 188 crimes reported within 1500 feet of the facility in August of 2018. In December, that number had dropped to 73 (see chart above).Part of that is from extra police patrol. A recent police department report says that SDPD is spending nearly million on overtime to add patrols in the neighborhood of the facility.City officials told the San Diego Union Tribune they have no plans to expand the facility. But at a meeting last month at the University of San Diego, several homeless advocated said it's an idea worth looking into. 1460
