BEIJING, Dec. 10 (Xinhua) - China's priority in the public health sector will shift from prevention and control of communicable diseases to treating chronic diseases during the next five years.Li Bin, an official with the Ministry of Health, made the statement during a regular press conference at the ministry on Friday.Li said China had given priority to controlling communicable diseases during the 11th five year program (2006-2010), and the health authority will now focus on chronic diseases during the 12th five year program (2011-2015).According to statistics from the ministry, cardio-cerebral vascular disease has become the major threat to the health of the Chinese public. The incidence rate of chronic diseases in China has reached 20 percent, which meant 260 million people have been diagnosed as suffering from chronic diseases. It was also reported during the press conference that China had retrofitted toilets in 7.83 million rural households into more hygienic facilities as of the end of November this year.

BEIJING, Nov. 10 (Xinhua)-- China will issue new judicial rules governing sentencing standards for cyber attack crimes by the end of this year, an official of the Ministry of Public Security (MPS) told Xinhua Wednesday.China has become a major victim of online crimes such as hacker attacks, with eight out of every ten computers in the country having suffered botnet attacks, said Gu Jian, vice director of the Internet security bureau of the MPS.Botnet is a network of computers that have had malicious software installed in them and are under the control of criminals, while the owners of the computers remain unaware of the computer hacking.China criminalized attacks on computer systems in 1997, and made specific provisions on hacker attacks, such as outlawing the illegal control of another computer, in its seventh amendment to the Criminal Law in 2009.In most botnet cases in China, the controllers were found to be located abroad, Gu said. Moreover, more than 80 percent of the cyber attacks targeting websites of China's government agencies came from overseas, Gu said.Gu called for more international cooperation in fighting transnational online crimes at the fourth U.S.-China Internet Industry Forum which concluded Tuesday in Beijing. At the forum, China and the U.S. agreed to strengthen international law enforcement in combating cyber crimes, improve international cooperation mechanisms in this regard, and enhance communication on fighting cyber crimes. In addition to cyber attacks, other kinds of major online crimes included online pornography, online gambling and online fraud, Gu added.

BEIJING, Nov. 17 (Xinhua) -- China's coal mine safety watchdog said Wednesday that the nation would require all coal mines to be equipped with emergency shelter systems to protect miners before June 2013.Also, the country's State Administration of Coal Mine Safety (SACMS) has required all mines to complete installation of four systems, including coal mine monitoring, pressure fan facilities, water supplies, and communications before the end of this year.Further, centrally-administered coal mine companies and major state-owned coal mines must also install positioning systems for workers underground, said Zhao Tiechui, SACMS chief.Meanwhile, centrally-administered coal mines and major state-owned coal mines must set an example by completing the construction of emergency shelter facilities before June 2012, Zhao said.More than 2,000 miners were killed in coal mines last year in China. Though the fatalities were significantly reduced from the peak of nearly 7,000 deaths in 2002, the situation still remains grim.Just last month, a gas leak at a coal mine in central China's Henan Province left more than 30 people dead.

BANGKOK, Nov. 29 (Xinhua) -- The Chinese military will adopt a more open and cooperative attitude when developing friendly ties with Thailand's armed forces, a senior Chinese defense official said Monday.Ma Xiaotian, deputy chief of the General Staff of the People's Liberation Army of China, made the pledge at the 9th Defence and Security Consultations between the Chinese and Thai Defence Ministries.Complex and profound changes are taking place in regional situations, said Ma. It is the responsibility of governments and armed forces in the region to enhance international cooperation, jointly cope with challenges, safeguard regional peace and stability to create favorable security conditions for common development, Ma said. The Chinese military is willing to boost in-depth, wide-ranging and all-dimensional ties with Thailand, building upon past achievements, Ma said.General Kittipong Keskowit, permanent secretary for defence of Thailand, hailed the long-lasting friendly cooperation between Thailand and China. He also expressed Thailand's willingness to continue carrying out close military exchanges and cooperation with China so as to contribute to the eternal friendship between the two countries and to the peace and stability of the region.During the event, Ma, on behalf of the Chinese military, donated 20 transport speedboats to Thailand to support its fight against the current floods.Ma arrived in Thailand on Saturday for a three-day visit at the invitation of the Thai Defence Ministry.

BEIJING, Jan. 18 (Xinhua) -- China will continue rare earth export and regulate export quotas according to World Trade Organization rules, said the Ministry of Commerce on Tuesday.China announced its first batch of 2011 rare earth export quotas at 14,446 tonnes at the end of 2010.The full-year quotas are under discussion and will be announced timely, said Yao Jian, a spokesman with the ministry, at a news briefing here. The country exported 35,000 tonnes of rare earth from January to November in 2010, up 14.5 percent from a year earlier. Exports to Japan, the European Union and the United States accounted for 86 percent of the total exports, said Yao.He said that it is normal that rare earth prices fluctuate with demand and supply and China acted responsibly last year to ensure basic demand for the minerals was met.China has noticed that other countries, such as the U.S. and Australia, have increased exploitation of rare earth in their own countries. "This will effectively safeguard the global supply," said Yao.With around 36 percent of the world's rare earth reserves, China supplies 90 percent of global demand.
