SAN DIEGO, Calif. (KGTV) - For 250,000 San Diego County students, school is not just access to education, it is access to food.“We know that for many many of our students, the stable meal they can rely on each day is that breakfast and lunch they can normally get at school,” said SDUSD Trustee Richard Barrera.There are food distribution sites across the county where families can pick up meals for kids while school is not in session. These services will continue through the summer. While thousands are taking advantage of the food distribution sites, not everyone can physically get to the locations, so there is a new state resource to combat that.Pandemic EBT, or P-EBT, is available to students who are eligible for free or reduced price meals at school. Families can apply and get 5 per child on a card that can be used like a debit card at grocery stores or online. The money stays on the card for a year. That number was chosen based on an estimate of how much it would cost to feed a child through the summer.With about a million households applying in the first week, Anahid Brakke with the San Diego Hunger Coalition said there has been a delay with signing up, so anyone interested needs to have patience during the application process. She said it's currently taking about three weeks to process and warned that phone lines are currently backed up, adding that it could take until the end of July to process everyone.“If you apply, if you leave a voicemail, if you send an email, they are making their way through all of that. They’re hiring new staff at the state, they’re extremely committed to making sure everybody who is eligible get their card,” said Brakke.Families need to apply by June 30. If there is more than one child in a family, all of the money will come on one card and the oldest child’s name will be on the card.Barrera mentioned some of the feedback so far has been caution from families who are worried about sharing their information.“Some of our families have called us and said is this some sort of scam? Is somebody trying to get my information? No. Take advantage of this program. It’s meant to support you and your kids,” said Barrera.He said SDUSD is communicating this information through robocalls, so families should not be surprised if they get a voicemail with this information.Leaders also encouraged everyone to apply because families could be eligible if a parent recently lost a job or took a pay cut.According to a release, P-EBT was authorized under the Families First Coronavirus Response Act of 2020 which allows for states to apply to the USDA to run a P-EBT program to meet children’s nutritional needs. California’s P-EBT program was approved in April 2020 and began implementation in May 2020. 2764

A ceremony was held at the Veterans Museum, in Balboa Park this morning, where many had a chance to ring America's Freedom Bell in honor of the victims. The names of all nearly 3,000 people who lost their lives were read. "Its that fear of this could happen again," says Michael Timson. "That's why we have to have tributes like this; to remember, to be ready, and to honor the people who lost their lives that day."America's Freedom Bell was first rung 23 times for the law enforcement officers who were killed. The bell was forged with 11 pounds of steel from the World Trade Center. "I saw the second plane hit and I said this isn't an accident. This is an attack," says Timson. "It was really hard for me to understand what was going on."The ceremony symbolically started at 8:46 a.m. to coincide with the time in which the first tower was hit. "These are people, innocent people, in two buildings and the pentagon that were hit by terrorists," says Richard Rovsek, Chairman of the Spirit of Liberty Foundation. "I think Americans should never forget that."Bell ringers will receive a personalized commemorative certificate which will include a full list of the victim's names. "I pray for the families, I pray that this never happens again and pray that we never forget," says Timson. 1485

SAN FRANCISCO (AP) -- A federal judge says California can't ban vanity license plates it considers "offensive to good taste and decency" because that violates freedom of speech.Tuesday's ruling in San Francisco took aim at a Department of Motor Vehicles rule.The judge said personalized plates are a form of expression by vehicle owners and rules governing them must be "viewpoint-neutral" even if the messages offend.The ruling comes in a lawsuit filed on behalf of five people who were denied permission for their plate messages, including a gay Oakland man who wanted to use the word "QUEER" on his plate. 616

  

SAN FRANCISCO (AP and KGTV) — California's state auditor says the California State University system kept .5 billion in discretionary reserves while raising tuition at its 23 campuses and lobbying the Legislature for more funds.Auditor Elaine Howle says in a report released Thursday that CSU put the money, which came primarily from student tuition, in outside accounts rather than in the state treasury.It says CSU accumulated the surplus from 2008 to 2018. That is during the same time it nearly doubled student tuition. CSU did not fully inform legislators and students about its surplus.CSU Chancellor Timothy White said in a statement the report is misleading. SAN DIEGO (KGTV) - A sailboat damaged the USS Midway Sunday.The mast of the sailboat collided with a safety net attachment on the front port-side ‘horn’ of the ship. The crash happened shortly after 2 p.m. according to Harbor Police.The mast of the sailboat snapped off. There was minor damage to the safety nets of the Midway.“I thought something fell off the flight line, I didn't think a boat would crash into the Midway,” said Craig Wiener, who was touring the Midway at the time of the crash. “We were looking out the little port windows, and you see the mast falling off into the water."Harbor patrol says no charges are expected and attributed the crash to inexperience on the part of the person steering the sailboat.  Eight people were onboard the sailboat, and none of them were hurt.“He didn't realize how close he was and how tall his mast was and it was too late and the wind pulled him in,” Wiener said. 945
