SAN DIEGO (KGTV) -- Police arrested a man Wednesday suspected of robbing a US Bank in North park before causing a major backup on I-5 in the South Bay. According to the FBI, Gustavo Torres, 32, was charged Thursday with one count of robbery. Torres is accused of robbing the US Bank on the 3200 block of University Avenue in North Park on August 7. Shortly after the robbery, San Diego Police were able to track down a suspect matching the bank robber’s description on Interstate 5 near Main Street in Chula Vista. Authorities shut down all lanes of southbound I-5 during the arrest, forcing traffic to a halt. According to the FBI, Torres is due in court for an arraignment on August 9. 696

SAN DIEGO (KGTV) — Police released a sketch Thursday depicting the suspect of a sexual assault at Black's Beach near La Jolla Shores this week.San Diego Police say the female victim was jogging on the beach Wednesday when she was sexually assaulted. The suspect slapped the woman's buttocks twice and grabbed her in the genital area before she broke free and called for help.Officers responded by did not find the man. The suspect is described as a Black man between 30 and 40 years old, with short to no hair and an earring in one ear. The man was naked at the time of the attack, police said.Anyone with information on this incident or any other information about the suspect is asked to call SDPD's Sex Crimes Unit at 619-531-2210. 742

  

SAN DIEGO (KGTV) - On Friday, San Diego Police responded to an urgent request to reform the department's de-escalation policy.A board appointed by the mayor has now voted on a request to add more explicit language to the policy on tactics and techniques for how officers are allowed to de-escalate in the field.“The time is now and we really need this for the City of San Diego,” said Attorney Maresa Talbert, Co-Chair for San Diegans for Justice and a member of the Coalition for Police Accountability and Transparency. 10News spoke to her on Friday after Thursday night's emergency virtual meeting of the Community Review Board on Police Practices.“We really need holistic policies in place that will both keep not only our residents safe but also law enforcement safe,” she added.Below is a statement from Sharmaine Moseley, Executive Director of the Community Review Board on Police Practices:"The Community Review Board on Police Practices (CRB) held a special meeting to discuss a recommendation they previously made for SDPD to adopt a de-escalation policy that models Baltimore PD’s de-escalation policy. At that meeting, the CRB discussed and unanimously agreed to add more explicit language to a policy that would require officers to use de-escalation techniques and tactics without the use of force when safe under the totality of the circumstances to do so. The CRB also listed factors for the officers to consider when a person is not complying and techniques and tactics officers can use for de-escalating situations. A revised letter with the CRB’s recommendations will be forwarded to Chief Nisleit early next week. At last night’s meeting, the CRB also discussed the many local protests and SDPD’s response to the protests. By a unanimous vote of 16-0, the CRB agreed to forward this item to its Policy Committee for the Committee to look at best practices for a policy recommendation to Chief Nisleit. The Policy Committee is planning to meet on Thursday, June 11 on MS Teams. This meeting will be open to the public on the City of San Diego’s YouTube channel and an agenda will be posted prior to the meeting."An SDPD spokesperson told 10News on Friday that the department wants to be clear that it does have a de-escalation policy incorporated into its use-of-force policy but the department is open to receiving any new recommendations from the board. 2381

  

SAN DIEGO (KGTV) — Padres all-star pitcher Kirby Yates will be out of his comfort zone Sunday night when he and his wife, Ashlee, host a night of stand-up comedy. The event will raise money and awareness for a cause very close to the Yates' heart: Epilepsy.One night in 2018, the couple was asleep when Kirby heard Ashlee begin making strange sounds. It went from that to a seizure. She was pregnant with their second child at the time."It's the first time I'd ever been involved in anything like that," Yates told 10News. "It's hard to see your wife, she's pregnant with our son, and you have feelings that you've never had before.""He was definitely terrified," Ashlee said. "I obviously don't remember it, but I just know he had a very hard time with that."After a myriad of tests, Ashlee was shocked to be diagnosed with epilepsy. "I didn't know it was random and can come at any time or age," she recalls.When searching for ways to cope with the diagnosis, Ashlee turned to one of her favorite things: Stand-up comedy. She had performed at clubs before, but began integrating humor about her condition into her act. "That was actually my outlet. As soon as this happened, that was the first thing I did. I was like, I need to do something drastic to deal with this and I don't know what those options are," Ashlee said. "I like to make people laugh. I like to have fun, so this seemed like a good fit."That led to the decision to host "Comedy for a Cause", which will take place Sunday night at the American Comedy Co. in the Gaslamp. Ashlee will perform with two other well-known San Diego comedians. Kirby and several of the biggest Padres stars will be in the crowd. They also will likely be the biggest targets for the comics' humor, "I know they're big Padres fans, so I'm sure they've been following the season and have some good jokes," Ashlee said. "I did suggest a roast on Kirby.""I told them they can roast me as much as they want and it's fine," Kirby responded. "I enjoy a laugh and I can take it pretty good."Ashlee tells 10News that the show is close to a sell-out, but there are still a few tickets available. 2138
