SAN MARCOS, Calif. (KGTV) -- Cell phone video reportedly taken Wednesday morning shows San Diego County Sheriff's deputies at a San Marcos home that's been at the center of an ongoing battle. When Team10 arrived, there was an eviction resolution notice taped to a window on the property. Neighbors tell us that they're thrilled the eviction process is finally underway. This is a story that Team10 has been following since May - when we spoke with a local hopeful home buyer, John Masnica. He says Julie Frisino and her family unlawfully moved into the house while Masnica was in the process of closing escrow on the bank-owned foreclosure. Wednesday, he told us, "She's just a deadbeat from a family of deadbeats that take advantage of the system." He went on to say, "I hope that now that they're out of this house that there aren't any other available houses for them to try to break into."Frisino took the situation to court, claiming she had rights to be there. This summer, a judge said the bank trustee, not Frisino, had rights to the home.Masnica and his wife are due with their fourth child. They hope to close escrow and move into the house by November. 1186

SEATTLE, Wash. -- Home to Pike Place Market, rainy days and views of the Puget Sound, Seattle is also one of the first places in the U.S. to initially face the coronavirus and the fallout that followed.“We were the first city that really had to grapple with this,” said Don Blakeney, vice president of advocacy and economic development with the Downtown Seattle Association, a nonprofit representing about 2,000 businesses and residences.When COVID-19 first appeared, they worried that years of investment in the downtown core could be in jeopardy.“You saw overnight downtown clear out of employees,” Blakeney said.That made for a tough spring there, but then summer got hot when protests sparked nationwide.While the vast majority of protests across the country this past summer were peaceful, when they got out of control, some businesses paid the price. Damages from civil unrest became yet another blow to their bottom line, on top of the pandemic.“Viruses don't cause that physical damage,” said Sean Kevelighan, CEO of the Insurance Information Institute.Recently, the institute compared financial losses from civil unrest this year to similar events in the past.The Institute found that, based on today’s dollars, the most expensive civil unrest event in the U.S. happened during the L.A. riots in 1992, costing .4 billion.The rest of the top five were:L.A. Civil unrest (1965) – 7 millionDetroit civil unrest (1967) – 2 millionMiami civil unrest (1980) – 4 millionWashington, D.C. civil unrest (1968) -- 9 millionSo far, this year’s unrest adds up to just over billion, but across multiple communities.“This is a little bit different in that we're looking at many different cities that are having it at the same time,” Kevelighan said.So where does that leave businesses trying to navigate 2020? Most have insurance that will cover physical damages caused by unrest, but there is no insuring for a pandemic.In Seattle, a few lessons emerged, such as taking health recommendations seriously early on and not hurrying a return to normalcy.“We haven't rushed it, but we've also seen that we need to be creative in the ways that we accommodate these small businesses,” Blakeney said.They also looked to streamline permitting, in order to get creative with public spaces, so businesses can expand beyond their usual four walls: even with the coming winter, which they’re already planning for.“How do you stay outside safely? You know, bring your own blanket, maybe some coverings, but it's largely, we're kind of learning as we have these new things that we're responding to,” Blakeney said.They are lessons that may help in their resiliency and that of businesses in other cities on the road to recovery. 2733

SAN FRANCISCO (AP) — The University of California’s governing board is unanimously backing a measure that would restore affirmative action programs at its schools. The proposed ballot measure would repeal the controversial voter-approved statewide ban that's been blamed for a decline in diversity in the prestigious university system. The vote Monday by the university system's Board of Regents means the UC endorses a proposal that would ask voters in November to repeal 1996's Proposition 209 that banned “preferential treatment” for minority groups applying to state colleges and government jobs. The state Assembly approved the measure last week and it still must pass the state Senate to go on the Nov. 3 ballot. 726

  

SANTEE, Calif. (KGTV) - Voters are expressing confusion and frustration after receiving a mailer titled 'COPS Voter Guide.'Brandon Salgado was sorting through the mail this past weekend at his grandfather’s home in Santee when he saw the political mailer."It’s got the badge, says 'COPS Voter Guide.' On the back it says 'COPS' and it's red and blue. Looks like something law enforcement would back," said Salgado.Salgado has family members that work in and with law enforcement, and took a closer look at the mailer’s list of ‘priority’ propositions. At the top, next to Prop 16, which involves the issue of affirmative action, is the word 'NO,' and an arrow pointing to a mailer's description of the proposition: 'For Racial Equality.'"I was shocked that someone should put out that law enforcement is 'No' for racial equality. Just didn’t sit well with me. It’s a bad look, bad optics," said Salgado.Salgado, who thought the mailer had police backing, then saw the fine print, which says 'This organization does not represent any public safety personnel.'So what does it represent?A video on the the COPS Voter Guide website says the Folsom-based group is a non-partisan, public advocacy organization.“The candidates we support have pledged to make public safety a top priority,” explains the group's director in the video.During the 2016 presidential election, the Modesto Bee described it as a 'pay-to-play mailer,' disguising advertisements as endorsements. On the mailer itself, there is the phrase 'paid for' by the candidates or ballot measures."It’s completely misleading ... If I were law enforcement, I'd be upset they appear to be representing me," said Salgado.Salgado, who says the mailer's law enforcement branding is convincing, worries other voters may not read the fine print."Everyone should want the truth and the facts to make a decision for themselves ... SAN MARCOS, Calif. (KGTV) - Bedbugs, the bane of many homeowners, were discovered lurking inside several San Diego County buildings last week.10News was tipped off to a bedbug infestation at a county building: the Agricultural Weights and Measures building in San Marcos.The county confirmed to 10News, bedbugs were found there and another building from the same department in Kearny Mesa.  As for how it happened, a county spokesperson revealed only that an employee is the cause and public areas were not affected.Workers from the Agricultural Weights and Measures Department, which provides pest control for the county, have laid traps, monitored for bed bugs, and moved employees to a separate area.Garrett Thrasher is Vice President of Thrasher Pest Control.  He says the typical plan of attack could also involve K9 alerting, vacuuming, steam cleaning and sometimes chemical treatments."From there, it's weekly checks to make sure there is no new activity or complaint," said Thrasher.Thrasher says bedbug calls have been increasing over the last few months and are slightly up from the same time last year. 1161
