(KGTV) -- The San Diego Sheriff's Office is investigating an incident involving Phil Graham, a candidate to represent the 76th district in the California Assembly. Niki Burgan filed the battery case with the Sheriff's Office Sunday, May 20.  She accuses Graham of forcibly kissing her at an Encinitas Bar. Burgan told 10News that it happened at 1st Street Bar on S. Coast Hwy 101 on the evening of Sunday, May 13, into the early morning of Monday, May 14 as the bar was closing. She said that Graham had initially been flirting, even mentioning that he was running for office and asked whether she would vote for him. After finding out that he was a Republican candidate she said, no she was a Democrat. At some point, she says his talk turned into aggression and Graham grabbed her hair, pulled her in, and started to kiss her. She said she had to push him off. Burgan also said she remembers that Graham had so much to drink that night that she had to help him sign his tab. The next morning Burgan says she learned that he was related to former Governor Pete Wilson and she was worried about repercussions. That's why she didn't file right charges right away.  1259

ESCONDIDO, Calif. (CNS) - Nearly three-dozen cats were taken in by the San Diego Humane Society after they were left behind inside a condominium in Escondido last month, the agency announced Wednesday.The property manager of a condominium complex in the 1000 block of East Washington Avenue called the group on Oct. 22 to report that one of the condo's tenants had abandoned the cats after being evicted, according to the SDHS.Officers from the SDHS' law enforcement division responded to the home and found 31 cats living in "unsanitary conditions" inside the unit, SDHS spokeswoman Nina Thompson said.The cats were taken to SDHS campuses in Escondido and Oceanside for extensive medical exams, Thompson said. One cat had to be euthanized and a majority of the cats were found to be suffering from numerous medical conditions, including upper respiratory infections, diarrhea, ear infections and heart murmurs.The remaining 30 cats underwent more than three weeks of intensive medical care and were in the process of being transferred to SDHS' rescue partner Love Your Feral Felines for recovery, Thompson said.The Humane Society encourages the public to report animal emergencies, cruelty or neglect by calling 619-299-7012. 1234

(KGTV) - A driver under the influence of a drug struck and injured a Caltrans worker on Interstate 15 in Escondido Thursday, the California Highway Patrol said.A Nissan Sentra driven by a 26-year-old man was headed south on the freeway south of 9th Ave. about 10 a.m. and struck the Caltrans-owned Dodge Ram truck which was stopped in the center divider near the HOV lane. Officers said the Nissan’s driver allowed his car to drift into the center divider.The Caltrans worker had moderate injuries. The Nissan’s driver complained of pain but refused treatment at the scene. One of his male passengers suffered major injuries; other had moderate injuries.CHP officers evaluated the Nissan driver and arrested him at the scene on suspicion of DUI. 776

(KGTV) - The FBI and Escondido Police asked Thursday for the public’s help to find three men suspected of robbing a North County bank.The takeover-style robbery happened just before 10 a.m. on May 23, according to FBI Special Agent Davene Butler.The group backed an SUV against the front doors of the San Diego County Credit Union, 1875 S. Centre City Parkway, and went inside the bank.Investigators said the men were wearing masks and displayed handguns, ordering employees to lie on the ground, the FBI reported. Two of the men pointed their guns at different employees and demanded access to the vault. (KGTV) - Three people are dead and two people were injured Friday when a bluff collapsed just north of Grandview Surf Beach in Encinitas, San Diego County Sheriff's deputies confirmed.The bluff fell about 3 p.m. near a lifeguard tower at the Grandview Beach staircase located in the 1700 block of Neptune Avenue, just below South Ponto State Beach.One person was flown to the hospital in critical condition. A second victim was transported to a nearby hospital with serious injuries. Both of those victims have succumbed to their injuries.
