SAN DIEGO (KGTV) — San Diego and National City police departments announced several arrests Friday in violent crime cases over about two years in central San Diego and the South Bay.Police said in a release the crimes occurred between April 2018 and February 2020 in the Bay Terraces, Mountain View, and Shelltown neighborhoods, and the National City area.Many cases appeared to be linked to the same suspects, police added, and a gang allegation was attached to each crime:John Orozco, 26, of El Cajon, was arrested on Nov. 11, 2020, for the murder of Joaquin Ruiz on July 12, 2019, the attempted murder of Julio Martull on July 24, 2019, and other related crimes.Ethan Apan, 28, of National City, was arrested on Nov. 17, 2020, for the murder of Joaquin Ruiz on July 12, 2019, the attempted murder of Julio Martull on July 24, 2019, and conspiracy to commit the murder of Marco Magana on Aug. 1, 2019. Apan was also arrested for other related charges.Kevin Herrera, 26, of National City, was arrested on Nov. 17, 2020, for the murder of Joaquin Ruiz on July 12, 2019, and other related charges.Ismael Betancourt, 20, of National City, was arrested on Nov. 19, 2020, for the murder of Lowry Rivers on April 8, 2018. Jorge Sanchez, 18, of San Diego, had previously been arrested for the murder of Emily Cortez on July 15, 2020. SAN DIEGO (KGTV) — San Diego officials will request that Gov. Gavin Newsom discount coronavirus cases in San Diego State students from the county's case rate.Supervisor Greg Cox said the county will send a letter to the governor formally asking that the state not include SDSU's case numbers in the county's total coronavirus case rate.Gov. Newsom said during a press conference Wednesday that he will not allow San Diego County to do that."You can't isolate, as if it's on an island, the campus community that is part of a larger community. So the answer is no," Newsom said in regards to whether he would consider a special exemption for the county.RELATED: San Diego County could backslide to more coronavirus-related restrictionsTuesday, County Public Health Officer Wilma Wooten said during a Board of Supervisors meeting that if the campus' cases were removed from the equation, the county's case rate would be lower.As of Monday, SDSU reported 667 confirmed cases and nine probable cases.According to county Medical Director Dr. Eric McDonald, less than 10 coronavirus cases have been directly linked to the campus. Of those, McDonald said three cases are county residents with direct connections with SDSU students and four non-county residents with direct connections to students.McDonald added that the county is aware of four residential outbreaks related to SDSU students in the College Area, but there have not been any other outbreaks in other settings related to students."The reality is, the number of cases in ICU and hospitalizations is not being impacted because of those cases from SDSU," Cox said. "We think there's justification for not including those numbers from SDSU and, frankly, other campuses in San Diego as they reopen."San Diego County public health officials voice worried that the region could be moved back a tier after registering at least one week's worth of data in California's most stringent reopening tier.While the county's testing positivity has sat in the third tier (orange) for two weeks now, in the last week, the county's case rate has crossed above the 7.0 cases per 100,000 residents threshold. Wednesday, county health officials said the region was at a 4.5% testing positivity and 7.9 cases per 100,000 people.Under the state's guidance, a county only needs to register above a threshold in at least one metric for two weeks to be pushed back a tier, while to move up, the county needs to meet both metrics for 14 consecutive days."At a minimum, counties must remain in a tier for at least 3 weeks before moving forward ... To move forward, a county must meet the next tier’s criteria for two consecutive weeks. If a county’s metrics worsen for two consecutive weeks, it will be assigned a more restrictive tier," the state's website says.If San Diego is required to move back to California's first business reopening tier, businesses would need to adjust to more restrictive capacity levels. SAN DIEGO (KGTV) -- San Diego is one of the most rent-burdened cities in the entire country, according to a new report by Freddie Mac. The report claims that America’s Finest City is the second most rent-burdened city in the nation. Miami took the top spot on the list, followed by San Diego, Los Angeles, New York and Orlando. The report also found that those who make minimum wage would have to work nearly 100 hours per week to be able to afford the median rent. To come up with the report, Freddie Mac looked at how other organizations measure affordability to assess the rent-burden issue. SAN DIEGO (KGTV) - Residents at Aquatera Apartments in Mission Valley say they are upset about how managers handled notifying them about a violent attack in their complex. Many residents saw police cars parked at Aquatera for much of the day on Sept. 4. An email from the management company was not sent notifying residents until Monday.Aquatera spokesperson Margie Newman confirms to 10News that a resident was assaulted on the premises. She says the resident went to Aquatera staff for help. Staff immediately called police. Newman says a suspect was arrested within the hour. Because the threat to residents was ended so quickly, the decision was made to gather more information before notifying other residents. "Our team simply wanted to get it right. The threat was passed. The perpetrator was caught within the hour, so we wanted to make sure that what we were sharing was the most accurate information," Newman said.Several residents told 10News they asked Aquatera staff what had happened and were not given answers. Monday, a resident checked the Crimemapping.com website, which aggregates police report data from the San Diego Police Department. It listed a rape at the Aquatera address at noon on the 4th. The resident contacted Aquatera management to ask why residents hadn't been notified about a sexual assault five days prior. A few hours later is when the email went out to residents, saying an assault had taken place and an arrest made. The email also listed a number of steps residents could take to increase their personal safety."It's disturbing that it took five days, especially when our safety is concerned. Very disturbing," said a resident who identified herself as Lisa. "My husband is now in charge of walking the dogs at night. I have mace that I actually bought today. It's really sad that now we have to walk around armed." 1864

SAN DIEGO (KGTV) -- San Diego is bringing back its Portable Pool program to help teach children water safety skills. The program will officially open at City Heights Recreation Center starting June 17. While pools are installed, the city will provide free, week-long water safety skills classed for children ages 3 through 15. According to the city, the classes can accommodate as many as 100 children per week with six to 10 children in each class. “Drowning is one of the leading causes of death in children ages one to 14 and is the leading cause of accidental injury death for children ages one to four years old,” said Nicole McNeil, Supervising Recreation Specialist for the City’s Aquatics Program. “The City is offering these important free classes to help young children learn basic swimming skills to keep them safe around pools and prevent unnecessary drowning tragedies.”An additional portable pool will be installed at the Robert Egger Sr./South Bay Recreation Center starting July 1. The portable pools will be in place for three weeks before being moved to facilities in Paradise Hills, Linda Vista and Ocean Beach recreational centers. Registration for Portable Pools is on a first-come, first-served basis. To enroll, parents must fill out an ActiveNet form and return it to the recreation center where the portable pool is located. The program was created in 1968 and provides water safety training to children who don’t live near the city’s 13 municipal pools.
