BEIJING, Aug. 20 (Xinhua) -- Serbian President Boris Tadic on Thursday pledged to promote economic and trade ties with China, welcoming Chinese investment. Serbia wanted to maintain high-level political ties with China and enhance economic exchanges and cooperation, said Tadic at a business forum held by the China Council for the Promotion of International Trade (CCPIT). Chinese telecommunications equipment providers Huawei and ZTE were among the foreign investment successes, he said. Serbian Deputy Prime Minister Mladjan Dinkic briefed Chinese companies on Serbia's transport facilities, tax and preferential policies for companies in the information, telecommunications and electronics sectors. "Serbia has noticed the exponential growth and the export potential of Chinese high-tech companies, and especially welcomes Chinese investments from areas of telecommunication, electronic and automobile industries," Dinkic said. China-Serbia trade volume surged from 9 million U.S. dollars in 1994 to 460 million U.S. dollars last year, said Dong Songgen, vice chairman of the CCPIT. The participants at the forum were mainly Chinese industries in the energy, construction, finance, medicine, consulting, agriculture and textiles sectors. Tadic arrived in Beijing early Wednesday for a week-long state visit as a guest of President Hu Jintao. It is the first official visit by a Serbian head of state since Serbia became an independent state in 2006.
BEIJING, Aug. 5 (Xinhua) -- Tropical storm Goni has brought huge rainfall to south China after it landed early Wednesday morning in Taishan of south China's Guangdong Province. Downpours drenched most parts of Guangdong and neighboring Fujian province, with a hydrological station in Guangdong reporting precipitation of about 400 mm. The weakening Goni is moving westward slowing and is expected to bring downpours to west Guangdong from Thursday to Friday. Maritime affairs department in the southern island province of Hainan said Tuesday that it had issued an emergency warning to 20,000 fishing vessels in the South China Sea, calling them to harbor. Another tropical storm, Morakot, has strengthened into typhoon and is expected to make a landfall from late Friday to Saturday in central and northern Fujian, weather forecasters said. Local authorities have put in place emergency plans to evacuate residents amid other efforts to reduce losses from Morakot, the 8th typhoon this year. Severe rainstorms also wreak havoc in other parts of the country Wednesday. In Suichuan, eastern Jiangxi province, flash flood washed down five houses and killed at least three people. Rain-related disasters also killed two in the southwestern Guizhou province and another two in neighboring Chongqing municipality.

BEIJING, Sept. 4 (Xinhua) -- China's government is adjusting its policies on imported technological equipment with the purpose of boosting domestic innovation and greater industrial restructuring and upgrading. Key components and raw materials imported by domestic enterprises for manufacturing major technological equipment and products are exempted from import tariffs and value-added tax (VAT) as of July 1 this year, according to a joint communique issued by the Ministry of Finance and five other ministries Friday. Tariff exemption for imported complete set of machinery and equipment will be revoked, according to the communique. To ensure smooth transition, preferential policies for items which currently can not be wholly supplied domestically, if it is proved so after examination, will be phased out gradually. Major State-backed key technological equipment includes clean energy power generating systems and nuclear power generating units of above a million kilowatts. China's central government in March announced expenditure of 20 billion yuan (2.94 billion U.S. dollars) for this year, from a 908 billion yuan public sector budget, to help enterprises upgrade technology, energy efficiency and innovation. It also unveiled a three-year plan in May to stimulate equipment-manufacturing industry, which lacks ability to innovate and had underdeveloped technology. But experts said lack of funding and cooperation among research institutes still restrain China's technological transition.

The Central Committee of the Communist Party of China and the State Council would continue to strengthen the fundamental status of agriculture and boost the support for agriculture and grain output, according to the meeting. All provincial areas and departments should put into practice the central government's policies, especially policies for the benefits of farmers, according to the meeting. Despite uncommon droughts and the global economic recession, China was expected to have a big harvest this year, underpinning the country's stable and fast economic growth, according to the meeting. Although China reported grain output increase for continuous years, the relationship between grain demand and supply would be strained in the long run as China's infrastructure for grain output was not stable, the grain planting efficiency was relatively low and natural disasters were frequent, according to the meeting. Autumn and winter planting was key to next summer's harvest and even next year's harvest and measures should be taken to promote grain output, according to the meeting. The measures should include promoting subsidy policies and stabilizing autumn and winter planting acreage, stabilizing market prices to protect farmers' interests and promoting technology services for farmers, according to the meeting.
