ENCINITAS, Calif. (KGTV) — Cardiff Elementary School in Encinitas must pay 0,000 just so it can resume a project to modernize its campus.The payment is part of a settlement to a group that sued the district over a project to rebuild much of the school, which had upwards of 60-year-old buildings.In 2016, voters approved a million bond measure authorizing the project. The group that sued, Save the Park and Build the School, challenged the plan's environmental impact report and its plan to build a multipurpose facility on part of a grassy area of district property that doubles as a public park in off hours. Late last year, a judge ruled in the group's favor and issued an order to halt work on the project. This week, the school and the group reached a settlement to allow campus construction to resume, and put the multipurpose center back into a federal approval process because it involves the National Park Service. The group got 0,000 for legal fees. "It was a flex and it cost our kids and the taxpayers 0,000 to bring us right back to where we were in December," said Morgan Gates, a parent at the school. Eleanor Musick, who heads the group, said the park is cherished and one of the only open spaces nearby. "It was not that we intended to stop the construction specifically to spite them or anything like that, That's the law. If a project is out of compliance with [The California Environment Quality Act] it must stop," Musick said. (KGTV) -- As San Diego County inches closer to finally being removed from the state’s watch list, it remains unknown what exactly that will mean for businesses that have been waiting to reopen indoor operations.“We have asked the state for guidance for what they think the policy will be, the process will be, for potentially reopening some of the entities that faced additional closures,” said County Supervisor Nathan Fletcher.In the meantime, some cities across the county have been working with businesses to ensure they can still operate outside during the challenging time. Some of those businesses appear to be thriving.“More people are coming out to eat, and as you can see, we’re already almost full here,” said Mia Davis, the owner of Mikko Sushi in downtown Escondido.Davis and her sister-in-law, Minky Jeon, opened Mikko Sushi in February, but just one month later they were forced to shut down indoor dining due to the rising COVID-19 cases across the county.They moved to take out orders only, a struggle for the new business owners.“We were devastated actually because we were just finally starting to build our clientele,” said Davis.Then the City of Escondido stepped in to help businesses move outdoors quickly and easily, making all the difference for business owners like Davis.“The City of Escondido went out of their way to help us,” she said. “They really helped expedite the permit process, and I didn’t have to pay any fees.”Davis told ABC 10News, she was not only able to keep her original staff employed, but Mikko Sushi became so busy with outdoor dining, that she had to hire more employees.“Every Friday night we have a big waiting list,” she said. “I’m thankful that local customers really been supporting us, and I can’t complain.”A walk down Grand Avenue in Escondido reveals how locals have embraced the opportunity to dine outside. The sight is something that brings Amber Tarrac, the Deputy Director of Economic Development for the City of Escondido, much joy.“We’re really happy and proud to be able to support our businesses in that way,” said Tarrac. “The city really took strong, swift action and worked with very closely with our Chamber of Commerce and Downtown Business Association to allow for and facilitate the permit process to allow for our businesses to operate outside. We expanded that to salons, to restaurants and other retail as well.”During a time where there are many uncertainties for small business owners, Davis said the opportunity to try something new and succeed is rewarding.“I’m thankful that our business is doing well during this pandemic, and I’m thankful for what the city did,” said Davis.The City of Escondido recently launched a grant program to help small businesses. ESCONDIDO, Calif. (KGTV) - An Escondido CrossFit class got quite a nasty surprise when they went outside for their workout, Wednesday. They found human feces.The owner of Boombox CrossFit North, Brittani Ramirez, said she was in shock when she heard over the phone, "I didn't believe her; I was like no, we get dogs back there all the time, like I'm sure it was just a stray dog."When she looked back at their security footage, it showed a man walking up to the back door, wiggling the handle, then walking to the corner of the lot, pulling down his pants and defecating.The footage showed it was 3:30 p.m., just an hour before class started."One of my amazing members Lacey stepped in, she gloved up, got some trash bags, she got some bleach, and Katie, one of my coaches, the two of them handled the business," Ramirez said.A health concern for everyone involved. Ramirez said this isn't her first unpleasant experience with homeless, she said they've been stopping in over the three years Boombox has been open."They walk in and they see it's obviously very different in here but still a lot of them are mentally ill or on drugs so they don't quite understand," Ramirez said before she bought the building, it was a redevelopment center for homeless and convicts. The former facility was there for more than 30 years.Ramirez hopes the city can do something to help them. At the gym, she's planning to lock the gate each day to make sure there is no more unwanted surprises.The Deputy City Manager, William Wolfe, said the city's reunited 50-60 homeless people with their families who are now caring for them. He said he is meeting with local business owners Thursday night to talk about forming a homeless task force. He said the city already has a Quality of Life Team, made up of local leaders to address these issues and seek out solutions. If a business owner has an issue with homeless, Wolfe said they should call him.Ramirez opened Boombox after rediscovering her love for fitness. She played basketball, volleyball and softball in her youth and after having children she wanted to rekindle that fire. Her gym is named after their empowering music that is often flowing through the open doors.Ramirez said the gym is a labor of love, adding members helped her paint the gym and build equipment. 2313
