SAN DIEGO (KGTV) - Next week, new San Diego Police de-escalation policies will be presented — and likely approved — in response to weeks of demonstrations after George Floyd's death. Danny Murphy is the Deputy Commissioner of Compliance for the Baltimore Police Department, which underwent sweeping reforms following public outrage over the 2015 death of Freddie Gray.“After the Freddie Gray incident, the Department of Justice launched an investigation into the Baltimore Police Department and found a pattern or practice of unconstitutional policing,” Murphy told 10News.RELATED:San Diego Police to implement new de-escalation policyReview board recommends de-escalation reforms to San Diego PoliceThe Baltimore Police Department's new policy requires that the use-of-force not only be reasonable but also necessary and proportional to the situation. Murphy described the techniques for de-escalation. “It's taking more time to let the situation play out [and] see if we can resolve it in a safer manner,” he said and added, “[It’s] using more conversation and communication in advance of the use-of-force.” Murphy also told 10News that the training includes creating distance between the officer and the subject to allow the officer to analyze the situation. The City of San Diego's Community Review Board on Police Practices has been pushing to adopt de-escalation policies that model those of the Baltimore Police Department.RELATED: Local protester seen being taken away by San Diego Police speaks outEarlier in the week, San Diego Mayor Kevin Faulconer announced new San Diego Police de-escalation policies are on the way but details haven't been released. Also this week, the president of the Police Officers Association said that SDPD's use-of-force policy already includes de-escalation tactics and that it's updated regularly.A spokesperson for the San Diego Police Department said that the department will not be commenting until the mayor's policy plans are released. 1986

SAN DIEGO (KGTV) – On Friday, the president of San Diego's Christian Youth Theater (CYT) held a press conference addressing this week's claims by several former students that they experienced sexual misconduct or sexual abuse by former teachers.CYT President Janie Russell Cox said the San Diego branch will remain dark until further notice as they investigate these abuse claims. “We are fully committed to the safety of every single child and we are grieving for every single individual whom we love and we care so deeply for. We apologize. [We] love you,” Cox added. The El Cajon-based program was founded 40 years ago and is for students ranging from 4 years old to 18 years old. CYT claims to be the largest youth theater group in the country with branches nationwide.Artist Brian Justin Crum, who went on to become a finalist on America's Got Talent, told ABC10 News on Friday that when he was 13 years old, his former CYT teacher invited him to a gay pride event. “I remember him questioning my sexuality and saying basically, like, you should come to this thing and see what you think and see how you feel when you're there and we can go together. I'll take you,” Crum said. “It was creepy. It felt inappropriate.”Crum said he was not assaulted but boundaries were crossed. “There was definitely a culture there where the teachers and the students were too close,” he added. On Tuesday, attorney Jessica Pride told ABC10 News that she's representing a former student who claims to have been sexually abused and several other former students have been contacting the law firm. “I think over the next couple of weeks as things unfold, you're going to see that this was just rampant at CYT and that they didn't do anything to protect these children,” said Pride. When asked Friday about whether staff ignored complaints from former students against former teachers, Cox replied, “I can't answer that. I don't have enough knowledge to know what decisions were made at that time and that's part of our investigation to find out.”Cox told reporters that CYT is starting a diversity committee and looking at doing restructuring to diminish favoritism, nepotism, and discrimination. She said CYT is committed to transparency.San Diego Police told ABC10 News Tuesday that its Sex Crimes Unit is conducting an investigation in which there is an association with CYT.An advocate for several of the alleged victims is asking for any other possible victims to come forward. Loxie Gant can be reached at Loxie@forbelleconsulting.com or 858-382-5694.CYT is also asking for alleged victims to contact them. Cox can be reached at Janie@cyt.org. 2640

SAN DIEGO (KGTV) -- New numbers show San Diego housing costs are taking up more than a third of people’s income. 57 percent of renters spend more than a third on housing and so do 40 percent of homeowners. That's the result of the annual Equinox Project released Thursday by the Center for Sustainable Energy in San Diego.Mikaella Bolling, the project’s manager says it boils down to supply and demand.“A lot of people say well we don't want development in my neighborhood or we don't want infill development in our neighborhood, but this is actually the solution that's going to allow us to have more affordable units,” she said. She points to the need for more partnerships to bridge the gaps and educate the public.   “We need to have a better conversation between our residents, between our policymakers, and between our developers,” she said. The cost of a median single-family home in the county jumped 6.5 percent from 2016 to 2017. It’s now upwards of 5,000.“We're seeing that increase every year.  Great for homeowners...but not great for buyers,” Bolling added. Krysta Cordill is a certified financial planner with D’Arcy Capital in Carmel Valley.“There's really no magic to it,” she said. “You have to make saving for a home a priority.” Cordill is a past president of the San Diego Financial Planners Association and has seen more clients worry about whether they can afford the high cost of living. “If you have a Roth Ira or traditional IRA, they allow you to take ,000 of that penalty-free for first-time home-buyers," Cordill said.  She says people should consider starting in a condo or townhouse. “Just know that that's part of the process of home ownership,” Cordill said. As for saving, she offered up some simple tricks. “I've never talked to anyone who cannot pair down their expenses,” she said. First, she suggests cutting out easy online spending.  Instead, say to yourself, ‘If I really need it, I'm going to go to the store.’”Cordill also suggests that you make your morning cup of coffee at home. And - despite San Diego’s tempting restaurant scene - limit dining out to once or twice a week. To check out the entire Quality of Life Dashboard report, click here. 2282
