SAN DIEGO (CNS) - Construction crews will close the northbound Interstate 5 off-ramp at Balboa Avenue Friday for a full weekend of work to make improvements to the off-ramp and its intersection with Balboa Avenue, according to the San Diego Association of Governments.The closure will take place from 9 p.m. Friday through 5 a.m. Monday, during which time construction crews will widen the off-ramp from one lane to two and add a traffic signal at the affected intersection. The signal will go into permanent operation on Monday when the ramp re-opens to vehicle traffic. The improvements will make it easier for motorists to access the future Balboa Avenue trolley station once it opens.The closure will necessitate lane reductions on Balboa and Garnet avenues between Mission Bay Drive and Moraga Avenue, according to SANDAG. Only one lane in each direction will be open to vehicle traffic throughout the weekend, although the schedule is subject to change.The weekend work is part of the .17 billion Mid-Coast Trolley Blue Line Extension, which includes a planned 11-mile extension of trolley service by MTS from Santa Fe Depot in downtown San Diego to University City. The extension will add trolley stops in Mission Bay Park, UC San Diego and Westfield UTC. SANDAG is receiving .04 billion in funding from the Federal Transit Administration to complete the project.The extension and related projects are intended to reduce traffic congestion as the county's population increases. The program is intended to combat "summer slide," when students lose literacy gains they made during the school year. According to United Way, 86 percent of students assessed at the beginning and end of the program maintained or improved their reading comprehension."We use proven assessment tools to measure impact and they show that these literacy practices have made significant progress in student reading," United Way of San Diego County President and CEO Nancy Sasaki said. "These practices help close learning gaps and open new worlds by creating happy, excited and confident readers."United Way partnered with the San Diego Unified School District, the San Diego Public Library, the San Diego Police Department, PrimeTime SAY San Diego and Words Alive to produce the program.Members of the literacy group Words Alive trained members of the program's staff on how to implement evidence-based reading practices across the program's seven sites, including four elementary schools in and around City Heights. The students totaled nearly 10,000 hours of literacy learning during the 20-day program and received a total of 900 free books."Research shows that children who don't have access to books, camps or enrichment programs during the summer recess can lose more than two months of reading skills and can fall behind almost three months in their learning," said San Diego Unified School District Superintendent Cindy Marten. "Each year, the Readers in the Heights literacy initiative works to increase summer learning opportunities, and with the help of partners and volunteers, we are able to make a huge impact over four weeks. SAN DIEGO (CNS) - Father Joe's Villages announced Friday that it has established an emergency fund to raise money for the homeless during the COVID- 19 crisis. With its thrift and donation stores shuttered, and donation pick-ups and drop-offs on hiatus as part of the shelter's efforts to reduce the risk of spreading the virus to clients and staff, Father Joe's representatives say the new fund will be crucial to continue to provide shelter, health care, food, showers and laundry for those in need. Qualcomm co-founder Franklin Antonio has provided a 0,000 matching gift challenge in an effort to encourage monetary support from the community, Father Joe's Villages said. SAN DIEGO (CNS) - A La Jolla restaurant owner raped eight women who he either drugged or knew were too intoxicated to consent to sex, a prosecutor said Tuesday, while a defense attorney argued none of the charged sex acts were forced upon the alleged victims, nor was there any evidence that any of the women were drugged.Jurors on Tuesday began deliberating the fate of Daniel Dorado, who is charged with 35 felonies, including rape of an unconscious person and rape of an intoxicated person. He faces nearly 31 years in prison if convicted of all counts, which are charged for rapes that allegedly occurred in 2009, 2014, 2015, 2017 and 2018.The 61-year-old defendant is the owner of Voce del Mare, an Italian restaurant located on La Jolla Boulevard in the Bird Rock area.Dorado is accused of meeting the victims -- who ranged in age from 22 to 58 -- at local bars and restaurants, sometimes under the guise of a job interview for a position at his restaurant, or through dating websites.RELATED:Restaurant owner charged with rape testifiesTrial begins for La Jolla restaurant owner accused of sexual assaultsHe allegedly offered the women spiked beverages, causing them to fall unconscious and later wake up in the middle of or just after sex acts with the defendant.Dorado was taken into custody in March 2018 on suspicion of assaults on four women. Quoting his co-counsel Kim Santini's opening statements, Youngquist contended the charges were the result of "an overzealous district attorney and (a) detective" who planted the notion of drugging into the alleged victims' minds.
