BEIJING, July 1 (Xinhua) -- The State Council, or China's cabinet, has approved a plan which calls for combining four key administrative districts of Beijing, the national capital, into two larger ones.According to the plan proposed by the Beijing Municipal Government, the former Dongcheng, Xicheng, Chongwen and Xuanwu districts at the core of Beijing will merge to form the new Dongcheng and Xicheng districts.The new Dongcheng District, composed of the former Dongcheng and Chongwen districts, would have an area of 41.84 square km and a permanent population of 865,000; the new Xicheng District, including the former Xicheng and Xuanwu districts, would cover 50.7 square km, with about 1.25 million residents, as outlined in the plan.The adjustment of Beijing's administrative divisions was aimed at balancing the development of the city's core districts, said a spokesman with the municipal government.Among the four core districts of Beijing, the development of Chongwen and Xuanwu in the south was lagging behind that of Dongcheng and Xicheng in the north, said the spokesman.The action could optimize the district' social resources, reduce administrative costs and enhance Beijing's core area, he said.Further, the move was expected to speed the renovation of Beijing's Old City, which basically included the four districts, and make for better protection of the historical cultural sites in the Old City, he said.The municipal government has been striving to achieve the transformation of Beijing into a "world city", which has a global influence in terms of politics, economy and culture, by 2050.

WUHAN, Aug. 24 (Xinhua) -- This year's second largest flood has crested and safely passed the Three Gorges Dam on the Yangtze, China's longest river, on Tuesday, forcing engineers to close the locks at the dam.The ship locks have been closed since 8 p.m. Monday and more than 100 ships have been detained at the site, but all are in good order. The maritime authority is now making efforts to avoid congestion.The ship locks are supposed to open after water flowing into the reservoir falls to 45,000 cubic meters per second.Water flowing into the reservoir of the dam reached 56,000 cubic meters per second at 2 p.m., the highest since the flood earlier peaked at 70,000 cubic meters per second on July 20, the Yangtze River Flood Control and Drought Relief Headquarters said in a statement.The water flow fell to 53,000 cubic meters per second at 8 p.m.It said the dam took the edge off the fierce flow by holding back about 31,000 cubic meters of flood water per second and discharging the rest.The water level in the dam was 154.3 meters at 8 p.m., an increase of more than 4 meters in 24 hours and well above the 145-meter flood alarm level, the statement said.

BEIJING, Aug. 7 (Xinhua) -- Prosecutors will have to obtain approval from a higher-level prosecutorate before they order arrest warrants for suspects accused of defamation, officials with China's Supreme People's Procuratorate (SPP) announced Saturday.The move came only days after police of Suichang County in Zhejiang Province canceled a warrant for Qiu Ziming, a reporter from the Economic Observer News, who was accused of defamation by a publicly-listed company.The quality of handling criminal cases is the "lifeline" of the work in investigating, supervising and examining police applications to arrest persons implicated in a crime, according to a statement issued by the SPP."To issue low-quality or even incorrect arrest warrants not only violates people's legitimate rights, but also severely undermines the credibility of prosecuting authorities and tarnishes the image of the Communist Party of China and the government," it says.China's Criminal Procedural Law delegated different responsibilities to the three branches of the justice system -- the courts, the prosecutors and the police. Before formally issuing an arrest warrant, prosecutors are required to examine police applications and investigations.In Qiu's case, the reporter had been wanted by the police of Suichang after Zhejiang Kan Specialty Material Co., Ltd. (Kan) accused him of defaming the company by reporting fabricated stories.However, police of Lishui City, which administers Suichang, ordered the county's public security bureau to cancel the warrant for Qiu after a review found the warrant failed to meet statutory requirements.

NEW YORK, June 10 (Xinhua) -- The U.S. House of Representatives has passed a bill to recognise Nanjing City of China as a "Model for International Cooperation" in order to award the city's active involvement in cooperation with the United States in education, innovation and entrepreneurship, and this was the first Chinese city to win such an award, Li Jiansheng, executive chairman of the U.S.-China Partnership Committee, told Xinhua on Thursday.The House passed the bill, tabled by Representative John Tierney of Massachusetts, on Tuesday night, Li said, adding that this will pave the way for further cooperation between China and the United States in education, innovation and entrepreneurship, which are very conducive to build a stronger China in the future."I rise today to speak about a model for international cooperation that is said to hold promise and future opportunities for the United States," Tierney said when he was taking the floor at the House. BEIJING, Aug. 11 (Xinhua) -- China's Ministry of Health has said it will draw upon its experience from the H1N1 flu control to ensure prevention of the general flu, as the World Health Organization (WHO) announced plans for the post-pandemic period."Based on the experience from A/H1N1 prevention and control, we will revise emergency plans and will continue flu prevention efforts in a bid to ensure people's health," said a statement released late Tuesday by the ministry.Figures from the ministry show that the weekly new A/H1N1 cases have remained below 30 since mid-April. Further, no deaths have been reported for 12 consecutive weeks.While announcing the coming of the post-pandemic period, WHO Director-General Margaret Chan warned that the A/H1N1 virus will continue to spread as a seasonal flu for some years.Chan urged health authorities to maintain alert for the virus.So far, about 800 deaths from A/H1N1 influenza had been reported in China, Health Minister Chen Zhu said earlier.More than 100 million Chinese have been vaccinated against A/H1N1 flu as of May 14.The A/H1N1 virus was first identified in Mexico in April 2009.
