House Speaker Paul Ryan is not seeking re-election and will retire from Congress after this year, the Wisconsin Republican announced Wednesday."You realize something when you take this job," Ryan told reporters on Capitol Hill on Wednesday morning. "It's a big job with a lot riding on you ... but you also know this is not a job that does not last forever. ... You realize you hold the office for just a small part of our history. So you better make the most of it."He reminded reporters that he took the job "reluctantly" in 2015, when he took over from John Boehner, but Ryan also said he has no "regrets.""I like to think I've done my part," he said.Ryan's departure is a blow to GOP members who saw the Wisconsin Republican as a stable and policy-oriented leader in a party shaken by the tumultuous Donald Trump presidency. He has been a fundraising juggernaut ahead of the midterms this fall, and helped translate GOP agenda items into legislation such as a series of tax cuts and rolling back banking legislation put in place under Democrats.In his prepared remarks, Ryan focused on the tax law that passed last year as a key legacy he left behind and spoke at length about his desire to go home to Wisconsin to be home with his family. He said that the 2018 midterms and the chance that he wouldn't be speaker didn't factor at all into his decision to announce his retirement."None whatsoever actually," Ryan said.Trump, who has at times fought with congressional Republican including Ryan, tweeted praise for the speaker after his announcement."Speaker Paul Ryan is a truly good man, and while he will not be seeking re-election, he will leave a legacy of achievement that nobody can question. In an order laced with language accusing President Donald Trump of attempting to rewrite immigration laws, a federal judge based in San Francisco temporarily blocked the government late Monday night from denying asylum to those crossing over the southern border between ports of entry.Judge Jon S. Tigar of the U.S. District Court for the Northern District of California said that a policy announced November 9 barring asylum for immigrants who enter outside a legal check point '"irreconcilably conflicts" with immigration law and the "expressed intent of Congress.""Whatever the scope of the President's authority, he may not rewrite the immigration laws to impose a condition that Congress has expressly forbidden," Tigar wrote, adding that asylum seekers would be put at "increased risk of violence and other harms at the border" if the administration's rule is allowed to go into effect.The temporary restraining order is effective nationwide and will remain in effect until December 19, when the judge has scheduled another hearing, or further order of the court.The order is the latest setback for the administration that has sought to crack down on what it says are flaws in the immigration system, and it is a victory for the American Civil Liberties Union, the Southern Poverty Law Center and other groups who argued it is illegal to block someone based on how they entered the country."This ban is illegal, will put people's lives in danger and raises the alarm about President Trump's disregard for separation of powers," said the ACLU's Lee Gelernt."There is no justifiable reason to flatly deny people the right to apply for asylum, and we cannot send them back to danger based on the manner of their entry," he said.Earlier this month, the President issued a proclamation referring to "large, organized groups" who were traveling through Mexico and "reportedly intend to enter the United States unlawfully or without proper documentation and to seek asylum."It said that those seeking entry can only do so temporarily at recognized ports of entry to allow for "orderly processing" and denied entry to those at any other location along the southern border. 2178

They’re also remembering the government’s response, as they head to the polls to cast their ballots in the upcoming midterm election.“Yes, for the last three and a half years, walking into this house has been very depressing, I would say,” says Houston homeowner Greg Roberts.It hasn’t been easy for the Roberts, who live in Houston’s Meyerland neighborhood."We got flooded out in 2015, 2016, and 2017 with Harvey, as well," Roberts says.The Roberts haven’t lived in this home since it was first flooded in 2015. Harvey brought in more flood damage.Now, the couple is raising their home's foundation higher than the levels Harvey's waters reached. "If you look up and down the streets of this neighborhood and many others, you will find many others that have been lifted or completely demolished," Roberts says.Many residents in the area are preparing for the next storm. But the past isn't lost in this election cycle.  "The topic of flooding and recovery from flooding has not left the public conscious for at least the last three years, probably before, especially the past three and a half years,” Roberts says.Roberts says it’s a major talking point for politicians in Texas.After so much flooding, the Roberts say they've already answered another tough question about their future. Why do they stay?“That's a good question,” Roberts says. “It's a person by person decision; there's no question about that. We love for years. We fought for years to get into this neighborhood. So, we just really love the areas."There were a lot of things we really love about this neighborhood, so we stuck it out. We prayed about it thought about it and took all things into consideration." 1808
