Perhaps you'll be enjoying the sun and sand at one of the top 10 beaches in the USA.For 2018, Kapalua Bay Beach in Maui is No. 1, according to coastal sciences professor Dr. Beach.Dr. Beach, also known as Stephen P. Leatherman, has been releasing an annual list of the United States' top beach destinations since 1991. Leatherman is professor and director of the Laboratory for Coastal Research at Florida International University.He uses 50 criteria to assess the beaches -- from water and sand quality to amenities, pests and views and vistas.Kapalua, a gorgeous white-sand crescent, is billed as perfect for swimming and snorkeling, and fish food and snorkeling gear are available from a concession hut at the north end of the beach.Lined by palm trees, the beach is protected from waves by the "arms" of lava flows, creating an area teeming with colorful fish.The second-ranked beach is nearly 5,000 miles away on the Outer Banks of North Carolina. Ocracoke Lifeguarded Beach is located on Ocracoke Island, which is only accessible via private boat or ferry.Rounding out the top three, the mile-long beach at Grayton Beach State Park is located in a 2,000-acre park on Florida's Panhandle. Homeowners in City Heights say the neighborhood isn't keeping up with the cost of living. While home prices are on the rise, development plans have come to a halt. Paul Smith is trying to transform City Heights. "They're still equating it to a high crime area or a place not worth investing in," said Smith. Like everywhere else in San Diego, the cost of living there is going up. "People are taking advantage of a housing shortage right now," said Smith. "So they can demand top dollar for their house. Because someone's willing to pay for it."He's been remodeling his home for the past 18 months. Many of his neighbors are doing the same. "We're seeing numbers in the 0's range now, 0, and I'd say probably five years ago you could buy a house for under 0,000."But, he says businesses in the area aren't adapting to the change. "It's constantly having to go over to North Park to look for services or South Park, outside the community."While some shops are moving in, he says it's simply not enough. "New businesses are seeming to move in, but there isn't a massive influx of investments like you're seeing in North Park and other areas," said Smith. "So we're seeing a lot of vacancies here."Those businesses would help build an even stronger community. "I don't always want to have to leave my neighborhood and to another area just to go get groceries, or go to a restaurant to eat," said Smith. For him, it can't come soon enough. "Change kind of is coming, but more needs to happen."The city did work on a redevelopment project in City Heights several years ago. Hospitals and states collecting case data on COVID-19 patients will now be reporting that data directly to the federal government, instead of the CDC's online database.Beginning this week, according to an update on the Health and Human Services website, states and hospitals are being asked to submit data directly to the federal government and task force in an effort to cut down on duplicate requests and minimize the reporting burden on hospitals and facilities.“As of July 15,, 2020, hospitals should no longer report the Covid-19 information in this document to the National Healthcare Safety Network site,” the statement reads. The emphasis was added in the original document.The National Healthcare Safety Network site is the CDC’s site for tracking infectious diseases.The document says the change in reporting will help the White House coronavirus task force to allocate supplies like personal protective gear, ventilators and drugs like remdesivir.Some are worried the change in where the data will be kept means a change in public access to the data.“Historically, C.D.C. has been the place where public health data has been sent, and this raises questions about not just access for researchers but access for reporters, access for the public to try to better understand what is happening with the outbreak," Jen Kates, the director of global health and H.I.V. policy with the nonpartisan Kaiser Family Foundation, told the the New York Times, who first reported on this change.Many researchers, scientific modelers and health officials in municipalities around the country rely on the CDC’s data to make projections and time-sensitive decisions.Michael Caputo, the assistant secretary for public affairs at the department, said in a statement to CNN, a "new faster and complete data system is what our nation needs to defeat the coronavirus and the CDC, an operating division of HHS, will certainly participate in this streamlined all-of-government response.
