California will end the cash bail system in a sweeping reform for the state. Rather than requiring defendants to pay in order to be released before trial, their release will hinge on an assessment of their risk to public safety."Today, California reforms its bail system so that rich and poor alike are treated fairly," Gov. Jerry Brown said in a statement.Brown signed the bill Tuesday, and the new law goes into effect October 1, 2019.Critics have long contended that the money bail system perpetuates inequality. While some people are able to quickly get out of jail by posting bail, people who aren't able to afford it sit in jail until the court takes action, or until they work with a bail bond agent to secure their freedom, which can leave them in debt."Abolishing money bail and replacing it with a risk-based system will enhance justice and safety. For too long, our system has allowed the wealthy to purchase their freedom regardless of their risk, while the poor who pose no danger languish in jail," said Assemblymember Rob Bonta, one the lawmakers who introduced the bill, in a statement.Under the new law, a pretrial assessment would be done by either court employees or a local public agency that has been contracted to determine a defendant's risk. That entity would assess the likelihood that the person will not appear in court or commit a new crime while released, and would make a recommendation for conditions of release. The pretrial assessment services will not release a person arrested for violent felonies.The California Money Bail Reform Act, also known as Senate Bill 10, passed in the State Senate with a vote of 26-12, and the General Assembly by 42-31."SB 10 puts all Californians on equal footing before the law and makes public safety the only consideration in pretrial detention. Joanna Bradford returned home last Thursday and saw her front door open and damaged. "My heart started beating, immediately nervous and called police," said Bradford.Bradford eventually discovered a ransacked bathroom and bedroom. A new iPad and some jewelry had been stolen, including a gold-and-silver Omega watch belonging to her father, who passed away in 2013. He bought it in the 70s and wore it to work every day."I would put it on, look down, and see my dad. (KGTV) — Three people were treated for gunshot wounds and one person was taken into custody in Carlsbad following a shooting Saturday morning.Carlsbad Police responded to calls of shots fired at the Pacific View Apartment Homes complex in the 5100 block of Whitman Way just before 6 a.m.Officers arrived to find a man and woman with gunshot wounds in a courtyard area of the complex. Both were treated by Carlsbad Fire crews and taken to a nearby hospital.MAP: Crime happening in your neighborhoodPolice later located another man with a gunshot wound in the apartment complex. He too was taken to a nearby hospital for treatment.Carlsbad detectives were on the scene Saturday investigating the shooting. They believe the three knew each other and the shooting was not a random act.Police said one person is in custody but did not say whether that person was one of the three who were shot. Jones wrote in a press release that “lawlessness” directed towards law enforcement won’t be tolerated in his community north of Cincinnati.“You shoot at the police expect us to shoot back,” wrote Jones. “I will not allow my deputies or any law enforcement officer in Butler County to take the abuse I have seen over the past several months. If you come to this county expecting a free pass to harm one of my men or women in uniform keep in mind, nothing in life is free.”The sheriff cited incidents in other parts of the country over the past few months, including water being dumped on police in New York, projectiles being thrown and lasers being used to blind officers in Portland, and law enforcement being shot in U.S. cities like Chicago.The sheriff’s comments come at a time when people across the country are protesting police brutality and advocating for racial justice in their communities. Raymond Orosa, his wife Jordan Chan, and their kids were celebrating her birthday on July 4th at the Lucia Restaurant & Bar in Carmel Valley, when they say a white man started yelling racist things about Asians.The incident was captured on a video that shows the man cursing and hurling racist insults and the server ordering him to leave."Trump is going f*ck you," the man is heard telling the group. "You f*cking Asian piece of sh*t.""The man in the video is Michael Lofthouse, a CEO of Bay Area-based cloud computing startup Solid8.In a statement issued to media, Lofthouse admits making the comments and says he will be reflecting on his behavior.“My behavior in the video is appalling,” the statement read. “This was clearly a moment where I lost control and made incredibly hurtful and divisive comments. I would like to deeply apologize to the Chan family. I can only imagine the stress and pain they feel.
