In those cases, all registered voters in the district will receive a mail ballot. Postage in those districts is prepaid.Voters who do not want to mail their ballots back can still drop their completed ballots off at any polling place in the county on election day. They also have the option of taking their ballot to the Registrar of Voters office in Kearny Mesa. 1131
