SAN DIEGO (CNS) - A North County organization was awarded 0,000 in grant funding from the Department of Justice today to provide up to two years of transitional housing assistance for human trafficking victims.North County Lifeline Inc. is one of 73 grant awardees to receive funding Tuesday aimed at providing six to 24 months of transitional or short- term housing assistance for trafficking victims, including rental, utilities or related expenses, such as security deposits and relocation costs.The funding will also go toward assisting victims in finding permanent housing, employment, occupational training and counseling.The Office for Victims of Crime, a component of the Department of Justice's Office of Justice Programs, awarded ,104,338 overall to organizations across 34 states, in what the department said was the largest federal investment of its kind.North County Lifeline Inc. is a community-based human services organization serving low-income and underserved populations in San Diego County, according to the organization's website.The organization's housing program utilizes a housing-first model that does not require tenants to meet criteria that often precludes trafficking victims from attaining housing, according to a statement from the U.S.Attorney's Office, which said substance abuse issues, mental health issues and prior criminal records often keep trafficking victims from qualifying for long- term housing.The office said the organization is looking to serve around 75 trafficking victims over the project period.Clients will also be offered supportive services such as ongoing case management, medical and dental care, (limited) legal assistance, literacy/GED/education assistance, LGBTQ services, substance abuse treatment, trauma counseling, life skills training, and employment and financial coaching.``Eradicating the horrific crime of human trafficking and helping its victims are top priorities for the Department of Justice,'' U.S. Attorney Robert Brewer said. ``We are working relentlessly to bring human traffickers to justice and to deliver critical aid to trafficking survivors, who often have nowhere to go once they are freed from trafficking. We cannot allow the trauma of trafficking to give way to new dangers caused by homelessness, which often leads to re-victimization by predators. SAN DIEGO (CNS) - A parolee who allegedly stabbed a pair of transients -- one fatally -- in two separate Midway District attacks on Thanksgiving Day was charged Friday with murder, attempted murder and assault with a deadly weapon. Forrest Robert Brantley, 38, of Ventura County, is accused of fatally stabbing 55-year-old Robert Erbe in the neck at about 8 a.m. Nov. 28 outside a business in the 3100 block of Sports Arena Boulevard, according to San Diego police.Brantley is also accused of stabbing another man three times in the back and arm on Sports Arena Boulevard about six hours prior to Erbe's slaying, according to Deputy District Attorney Will Hopkins.The prosecutor said that after stabbing the first victim around 2 a.m., Brantley returned to the area and approached Erbe and an unidentified second transient outside a 7-Eleven store.RELATED: Police identify man in deadly Thanksgiving Day Midway District stabbingHopkins said he offered Erbe drugs in a bag and then stabbed the victim while Erbe was looking through the bag.According to the prosecutor, Erbe asked Brantley why he stabbed him and Brantley responded, ``This is war,'' then stood over the victim and watched him bleed out.In the days following the stabbings, San Diego police circulated photographs of the defendant, which included images captured from surveillance footage on the San Diego trolley.Brantley was arrested in Ventura on Dec. 4 while walking near the intersection of the 101 Freeway and state Route 33, where officers recognized him from fugitive-suspect alerts, according to police in the coastal city north of Los Angeles.According to the prosecutor, Brantley posted on social media days prior to the stabbings that he was going to ``help the homeless,'' though his true intention was to target homeless victims.RELATED: Midway District murder suspect arrested in VenturaWhile the prosecution asked for no bail, San Diego County Superior Court Judge Jay Bloom set bail at million due to the ``totally senseless'' nature of the attacks on ``vulnerable victims,'' as well as the flight risk he believed Brantley represented. SAN DIEGO (CNS) - Officials Thursday publicly identified a woman whose body was found floating in Mission Bay last weekend.A visitor to Fiesta Island made an emergency call shortly after 6:30 a.m. Saturday to report spotting 36-year-old Anita Teres dead in the waters of the manmade harbor south of Pacific Beach, according to San Diego police.``Although there were no obvious traumatic injuries seen (on) the victim, due to the circumstances and the condition of the body ... homicide investigators were called to the scene out of an abundance of caution,'' Lt. Matt Dobbs said. ``Very little is known about the victim or the circumstances surrounding the death at this time.''Authorities have been unable to locate any next of kin for Teres, who was known to frequent Fiesta Island, downtown San Diego, La Mesa and various local trolley stops, according to police. 874

SAN DIEGO (CNS) - All administrative offices in San Diego will be closed Thursday for the Thanksgiving Day holiday, while public transportation around the county will largely run on limited Sunday schedules.The City of San Diego's Development Services Department will provide limited services on Friday.Curbside trash, recyclables and yard waste will not be collected Thursday for customers served by the city's Environmental Services Department. Thursday's normally scheduled collection will occur on Friday, and Friday's collection will occur on Saturday. Residents in other cities should check with their waste hauler for holiday service schedules.The Miramar Landfill will be closed Thursday.Torrey Pines, Mission Bay and Balboa Park golf courses will be open until 3 p.m. Holiday rates will apply. All San Diego skate parks will be open.All public buildings in Balboa Park will be closed, including the Balboa Park Activity Center, Botanical Building, Casa del Prado, Municipal Gym and War Memorial Building. Check with other individual museums and attractions for their holiday schedules.All city reservoirs will be closed. SAN DIEGO (CNS) -- Fleets of skywriting planes will leave artist-created messages in San Diego, Los Angeles and Orange County skies Friday above immigration detention centers, courts and historically significant landmarks in an effort to call attention to the detention of immigrants.Starting at about 9:30 a.m. above the Adelanto Detention Center, the fleet will travel to downtown Los Angeles skies, where 15-character messages will be left in the late morning airspace above immigration facilities, county and federal lockups and courthouses, followed by the Arcadia and Pomona locations of internment camps where Japanese Americans where held during World War II.In the afternoon, the planes will start at Terminal Island at about 1:45 p.m. and travel to Orange County and San Diego, where messages will be left above courts and immigration offices, with a 3 p.m. finish in the skyways above the Otay Mesa Immigration Court.Producers of the event said the goal of the skywriting performance, in which 80 artists have contributed across the country over the Independence Day weekend, is "to make visible what is too often unseen and unspoken -- the imprisonment of immigrants."Written with water vapor, the messages are designed to be seen and read for miles."We wanted to devise the sort of display that would make visible the problem of immigrant detention," said Los Angeles-based performance artist Cassils, co-founder of the nationwide project. "By going over the internment camps, we want to make clear that the problem is nothing new."Each artist's message will end in #XMAP, a hashtag devised to lead viewers to In Plain Sight, a website and interactive map which locates the U.S. Immigration and Customs Enforcement detention facilities within the viewer's immediate vicinity.Los Angeles artist contributors include Black Lives Matter co-founder Patrisse Cullors, whose words, "CARE NOT CAGES," will be written in the clouds above LA County Jail, the largest such facility in the country.Latina transgender organizer and advocate Bamby Salcedo's message, "STOP CRIMIGRATION NOW," will be projected above U.S. Citizenship and Immigration Services' downtown field office.Cassils' phrase, "SHAME #DEFUNDHATE," will be affixed over the Los Angeles-area headquarters of the Geo Group, operators of for-profit prisons.Until prisons and detention facilities are abolished, "we will fight to end the symptoms of racist law enforcement and brutality," said Tania Bernal of the California Immigrant Youth Justice Alliance, adding that she hopes to show that "even those most deemed disposable by the state are worthy of their humanity, of compassion, and of transformational growth." 2693
