SAN DIEGO, Calif (KGTV) - A series of problems at a handful of California gas refineries have caused prices to surge over the last month.According to the Automobile Club of Southern California, the average cost of gas in California is .955 per gallon. That's more than a dollar more than the national average of .811. Alabama has the lowest gas prices in the country at .499 per gallon.Because of strict environmental regulations, most of the gas in California has to be made in state. So when local refineries go off-line, it directly impacts prices.AAA says at least 6 of the 12 gas producing plants in the state have had problems in the last month, leading to shut-downs.On March 15, a fire shut down the Wilmington Phillips 66 refinery.Ten days later, the Valero refinery in the Bay Area shut down when a scrubber malfunctioned, sending black smoke into the air.Flaring issues caused outages at two plans in Southern California, the Chevron plant in El Segundo and the Valero in Wilmington.Meanwhile, PBF Energy in Torrance had routine maintenance scheduled, which decreased production."We don't have pipelines that can pipe relatively cheap gasoline to use from other states," says Marie Montgomery with the Automobile Club of Southern California. "We have to rely on shipping of gasoline when our refineries have problems."According to the California Energy Commission, refineries in Washington and the US Gulf Coast can produce gas for California, as can refineries in Eastern Canada, Finland, Germany, the US Virgin Islands, the Middle East and Asia. But it takes time for those shipments to arrive.In the first week of April, the state didn't receive a single drop of imported gasoline.As we wait, local refineries have dipped into their reserves to meet demand, taking two million barrels out of reserves."The imported gas is going to be coming here, there's no doubt about that," says Montgomery. "We've got the highest prices in the country by far right now. (KFTV) - Former NFL player Steve Weatherford is putting his best foot forward to help Feeding San Diego this holiday season.The Super Bowl Champion Punter donated more than ,000 to help fund a school pantry for a full month."I feel like it's an honor and a privilege to team up with Feeding San Diego and leverage my blessings to let them know we have some food for you and we also care," he said as Weatherford helped distribute food at Central Elementary on December 20th.Feeding San Diego's school pantry program runs distributions at 40 schools across the city. They focus on giving families fresh food, as opposed to processed packaged items.Weatherford says that's one of the reasons he was drawn to the program."Being in fitness and being a professional athlete, I understand you're only going to be able to perform as well as the fuel you put inside your body," he says.Weatherford also brought his daughters, Carney and Aurora, to help volunteer at the distribution."I've got five kids," he says. SAN DIEGO (KGTV)- For the first time in decades, NASA is moving closer to sending people to the moon, or even Mars. Naval Base San Diego is playing a key role in that process.This week the USS John P. Murtha left Naval Base San Diego to test recovery efforts of NASA’s mock Orion capsule.“We’re going to ensure that once it comes down, once it hits that water, that everything from then on is totally safe,” says Retired Navy Pilot and President of the San Diego Air & Space Museum Jim Kidrick.The amphibious ship sends a crew into the Pacific Ocean, then uses smaller boats to guide the capsule back to the USS Murtha.The Orion has an environmental control system, a heat shield that can withstand 4,000 degrees Fahrenheit, radiation control and parachutes. NASA says the first recovery test aboard the USS Murtha was a success.“By the time they put people in that capsule its going to work flawlessly.” Naval Base San Diego will be removing the Orion test model from the USS Murtha and putting in on display tomorrow.10News will be there to give you a personal look at the capsule. 1095

SAN DIEGO (KGTV)- This Christmas local chefs and volunteers gave the gift of gourmet meals for those in need. It was a two day process. “Just Call Us” Volunteers prepared the food, from scratch, before serving it to the homeless. The volunteers made enough to feed over 400 people. Early this afternoon, the chefs and volunteers delivered the food to three different shelters. The largest being the Alpha Project tent, in Downtown. “We all appreciate it. They all deserve a good meal,” says a staff member with the Alpha Project. Over a dozen volunteers donated their time at the Alpha Project. More volunteers visited Rachel’s Women’s Shelter and San Diego Center for Children. All of the items are donated from Specialty Produce, Cupcakes Squared and Sprouts Farmers Market. Just Call Us Volunteers gives back to those in need year around. They encourage everyone to come spread a little cheer throughout the year. 925
