BEIJING, Sept. 28 (Xinhua) -- Chinese banks have extended more loans to small firms to ease their financial predicaments as the government tightens monetary supply, a banking regulator said Wednesday.Outstanding loans to small firms grew 26.6 percent year-on-year to hit 9.85 trillion yuan (1.55 trillion U.S. dollars) at the end of July, said Xiao Yuanqi, an official in charge of financial services for small enterprises at the China Banking Regulatory Commission.The growth was 10 percentage points higher than that of the banks' total outstanding loans, Xiao told Xinhua.More than 100 commercial banks have set up special operations to ease small firms' difficulties getting access to bank credit, he noted.The figures came at a time when China is trying to balance the missions of countering inflation and sustaining the growth of small enterprises.The People's Bank of China, or the central bank, has raised the benchmark interest rate three times this year and increased the reserve requirement ratio six times.The measures bit into small, cash-strapped companies, which are already disadvantaged in seeking bank support due to insufficient collateral.Only 15 percent of China's small enterprises could get loans from banks and half of them had to resort to private lenders, according to a report by the National School of Development with Peking University in July.With tighter liquidity and stricter regulatory requirements on capital-adequacy ratios and loan-deposit ratios, banks are more reluctant to lend to small firms, said Ai Min, a retail banking general manager with China Minsheng Banking Corp., Ltd.Besides, the expanding size of lending to small firms may lead to higher risks, said Ai.He suggested banks improve the risk evaluation and collateral system for loans to small firms.

SAN FRANCISCO, Aug. 10 (Xinhua) -- Amazon on Wednesday launched Kindle Cloud Reader, a web-based app that may help the on-line retailer to sidestep Apple's App Store restrictions.In its announcement, Amazon said Kindle Could Reader uses the HTML5 web standard to let users read e-books from their Kindle library from the Safari browser or Google's Chrome browser on their desktops or tablet, including the iPad.Support for Internet Explorer, Firefox and the Blackberry Playbook will be launched later this year.The app has a button linked to the Kindle Store, which was removed recently from the Kindle apps for iPad and iPhone.The move is taken as an answer to Apple's latest App Store restrictions, which banned developers to have any external links for purchasing digital books or subscriptions in the app, unless they give Apple a 30 percent cut from the in-app sales.Besides Amazon, Barnes & Noble, Google Books and Canadian e- book seller Kobo have also altered their iPad and iPhone apps to comply with the rules.Meanwhile, publishers and retailers have been developing web- based HTML5 apps to sidestep Apple for more control, which is an approved-of technology for iOS devices.The Financial Times, Kobo and video-on-demand service Vudu have recently launched their HTML5 app to avoid paying Apple a 30 percent cut.Industry watchers said it is unknown how Apple will deal with such apps. It would be easy for Apple to disable Web apps in the iPad's Safari browser, but the company would certainly face some backlash, said tech media website CNET.

He is also a visiting professor at Tsinghua University.Professor Yau and his team met professionals from Tsinghua University and Renmin University of China last week, and they discussed possible cooperation to apply the technology in making a demonstration movie using the new technology.Yau and a team started working on the new 3D technology, founded on geometrical principles, at Harvard 10 years ago.What marks it out is the extremely vivid pictures it produces.3D technology is used not only in making movies and in Internet games but in other areas , such as medicine. Movie audiences the world over were awestruck by the technology used in the movie Avatar."After I watched the movie, all I could say was 'Wow'," said Shen Yiren, an IT staff worker in Zhongguancun Science and Technology Park Zone. "3D technology has extended the boundaries of the human imagination."Yau says that six years ago the makers of Avatar had wanted him to cooperate with them but he turned them down."I was not sure that (Avatar) would be such a big success."Avatar's facial caption technology puts points on models' faces while the new technology uses geometric methods, saving time and money, Yau says.

  

WASHINGTON, July 27 (Xinhua) -- The solar-powered, Jupiter- bound Juno spacecraft was secured into place on top of its rocket Wednesday in preparation for launch next month, the U.S. National Aeronautics and Space Administration (NASA) announced.The launch period for Juno opens Aug. 5 and extends through Aug. 26. For an Aug. 5 liftoff, the launch window opens at 11:34 a.m. EDT (1534 GMT) and remains open through 12:43 EDT (1643 GMT).Juno will arrive at Jupiter in July 2016 and orbit its poles 33 times to learn more about the gas giant's interior, atmosphere and aurora."We're about to start our journey to Jupiter to unlock the secrets of the early solar system," said Scott Bolton, the mission 's principal investigator from the Southwest Research Institute in San Antonio. "After eight years of development, the spacecraft is ready for its important mission."

  

WASHINGTON, July 20 (Xinhua) -- Using the Hubble Space Telescope, astronomers have discovered a fourth moon orbiting the icy dwarf planet Pluto, the U.S. National Aeronautics and Space Administration (NASA) announced Wednesday in a statement. The tiny, new satellite, temporarily designated P4, was uncovered in a Hubble survey searching for rings around the dwarf planet.P4 was first seen in a photo taken with Hubble's Wide Field Camera 3 on June 28. It was confirmed in subsequent Hubble pictures taken on July 3 and July 18. It is the smallest moon discovered around Pluto. It has an estimated diameter of 8 to 21 miles (13 to 34 km). By comparison, Charon, Pluto's largest moon, is 648 miles (1,043 km) across, and the other moons, Nix and Hydra, are in the range of 20 to 70 miles in diameter (32 to 113 km).Two labeled images of the Pluto system taken by the Hubble Space Telescope's Wide Field Camera 3 ultraviolet visible instrument with newly discovered fourth moon P4 circled. The image of the right was taken on July 3, 2011."I find it remarkable that Hubble's cameras enabled us to see such a tiny object so clearly from a distance of more than 3 billion miles (5 billion km)," said Mark Showalter of the SETI Institute in California, who led this observing program with Hubble.P4 is located between the orbits of Nix and Hydra, which Hubble discovered in 2005. Charon was discovered in 1978 at the U.S. Naval Observatory and first resolved using Hubble in 1990 as a separate body from Pluto.The dwarf planet's entire moon system is believed to have formed by a collision between Pluto and another planet-sized body early in the history of the solar system. The smashup flung material that coalesced into the family of satellites observed around Pluto.The finding is a result of ongoing work to support NASA's New Horizons mission, scheduled to fly through the Pluto system in 2015. The mission is designed to provide new insights about worlds at the edge of our solar system. Hubble's mapping of Pluto's surface and discovery of its satellites have been invaluable to planning for New Horizons' close encounter."This is a fantastic discovery," said New Horizons' principal investigator Alan Stern of the Southwest Research Institute in Colorado. "Now that we know there's another moon in the Pluto system, we can plan close-up observations of it during our flyby."
