BEIJING -- China regrets that the United States requested the World Trade Organization (WTO) to set up a dispute settlement panel to solve the intellectual property rights (IPR) disputes between the two sides.Wang Xinpei, spokesperson of the Ministry of Commerce, made the remarks in a news conference here Thursday.The Chinese government has always been firm in protecting IPR and tried to solve IPR protection problems through dialogues, Wang said.China has detailed and clarified problems raised by the US and showed great sincerity, Wang said.China's laws regarding IPR protection completely meet WTO requirements, Wang said, adding China is opposed to any WTO member's move of making developing members shoulder extra obligations through dispute settlement system, Wang said.China is studying the US request and will act actively, Wang said.The United States on Monday requested the WTO to establish a dispute settlement panel regarding so-called China's deficiencies in intellectual property protection.The US initiated the dispute over the issue by requesting consultations with China on April 10, 2007.Under WTO rules, the WTO Dispute Settlement Body (DSB) will consider the US request for the establishment of a panel at its next meeting on August 31.

There is growing nationwide debate over whether there is sufficient early intervention help available for people contemplating suicide.According to the Chinese Center for Disease Control and Prevention, some 287,000 people take their own lives every year in China.The Ministry of Health (MOH) puts the number at 25 out of every 100,000 people.In addition, the Beijing Suicide Research and Prevention Center has estimated that between 2.5 million and 3.5 million people every year attempt to end their lives.Among them is a growing number of well-to-do professionals, which sparked the latest round of debate.Last month, Yu Hong, a 50-year-old doctor and teacher at Renmin University of China, took his life by jumping from a 10-story building in Beijing."Giving up life means a kind of courage and self-respect for me, even if it is considered a negative choice," Yu wrote in a blog before his death.Nie Zhenwei, head of the psychological counseling center at Beijing Normal University, told China Daily yesterday that it was a "misconception" that well-educated people with more wealth and social status were able to better cope with the pressures of everyday life."Having strived for wealth and a successful career, some of these people have in turn accumulated a certain amount of mental pressure," he said.Ashamed of their fragile mental state, many vulnerable people turn to self-harm instead of seeking help, he said."People feel they have to follow that path because of the pressure of work, relationships or health issues," Nie said.Zhang Yanping, vice-chief of the research center at Beijing Huilongguan Hospital said research into the incidence of suicide in China goes back only as far as 2000, making it hard to identify emerging trends.He told the Guangzhou Daily that China needed to update its research to determine whether the suicide rate is increasing.People are not getting appropriate treatment for depression and other mental illnesses, he said.Nie said: "We need more mental health experts and society as a whole should provide more channels for people to deal with psychological crises".

BEIJING - China's food watchdog issued an emergency circular on Wednesday to ensure food safety in the face of severe winter weather that has blocked transport and endangered supplies in much of central, eastern and southern China.The State Food and Drug Administration (SFDA) ordered all the local food and drug bureaus to tighten inspections of food production and sale facilities so as to prevent inferior or fake food from entering the market.The snow, the heaviest in decades in many places, has been falling in China's east, central and southern regions since January 10, causing building collapses, power blackouts, highway closures and crop destruction.The SFDA ordered all local bureaus to maintain food market order and to prosecute law violations, noting supplies of some foods was already tight.The extreme weather in the past two weeks hit as Chinese travelers began one of the world's biggest annual mass migrations for the Chinese Lunar New Year, or the Spring Festival, the most important festival for Chinese family gatherings.The SFDA also ordered local bureaus to promptly report and tackle emergencies and prevent mass incidents of food poisoning.

The authorities closed down 602 illegal and 4,051 slaughterhouses in the first half of this year alone.Concerns over Chinese products safety prompted the government to formed a cabinet-level panel on food safety and quality control under the vice-premier in August.Eight categories of products are under the panel's scanner, including pork, drugs, agricultural products, processed food, toys and electric wires. The "special war" is aimed at improving product quality in four months.At a meeting in Weifang, Shandong Province, Wu lauded the province's advanced practice in product quality and food security management."Shandong's experience in standardized plantation of vegetables, aquatic products and some other agricultural products has been proved effective and worth promoting nationwide," Wu said.It brings irrigation and the condition of cultivable areas, particularly where chemicals are used, under a quality control system, which will be overseen by local officials, Shandong Governor Jiang Daming said.The province has taken the lead in the country to set up internationally recognized systems of quality standards, quality testing, attestation and supervision, securing a high standard of food quality from every link of production, processing and transportation.And more than 400,000 people in the province have attended into food safety education training sessions since August.
