Tropical Storm Karen formed early Sunday, and a tropical storm warning has been issued for St. Vincent and the Grenadines, along with Grenada and its territories, the National Hurricane Center said.Karen is about 105 miles northwest of Grenada, with maximum sustained winds of 40 mph, the center said in its latest advisory.A tropical storm warning means that tropical storm conditions are expected somewhere within the warning area.A tropical storm watch has been issued for the US Virgin Islands, Puerto Rico - including Vieques and Culebra - and the British Virgin Islands, according to the advisory.Karen is forecast to continue moving in a west-northwest direction Sunday, away from the Windward Islands, and move across the eastern Caribbean Sea Sunday night and Monday.The storm could bring enough rain to cause flash flooding and mudslides, especially in mountainous areas, on the Windward and Leeward islands, the center said.Karen is expected to "pass near or over" Puerto Rico and the Virgin Islands on Tuesday as a tropical storm, the center said.On the other side of the Atlantic, a low pressure system a few hundred miles southeast of the Cabo Verde Islands has a 90% chance of developing into a tropical depression or tropical storm overnight Sunday or Monday, the center said. TOKYO, Japan – The prime minister of Japan has lifted a coronavirus state of emergency in Tokyo and the four other remaining areas in the country, ending the restrictions nationwide as businesses begin to reopen.Experts on a special government panel have approved a plan to remove the state of emergency from Tokyo and neighboring Kanagawa, Chiba and Saitama prefectures, and in Hokkaido to the north, which had more cases and remained under the emergency declaration after it was removed in most of Japan earlier this month.The state of emergency lasted for more than a month and a half.Economy Minister Yasutoshi Nishimura said lifting of the emergency does not mean the end of the pandemic. He said the goal is to minimize next possible recurrences of infections while balancing preventive measures and the economy.Prime Minister Shinzo Abe declared the state of emergency on April 7, first in parts of Japan including Tokyo, expanded it to the entire nation later in the month and extended it until the end of May. Unlike a European-style hard lockdown, Japan’s state of emergency is soft and largely a request for people to stay at home and for non-essential businesses to close or operate shorter hours, a strategy aiming at minimizing the economic damage.Tokyo and its three neighboring prefectures are to reopen schools, public facilities and businesses in phases in coming weeks while watching any signs of a resurgence of infections.Nishimura said recent data suggest that the infections have slowed enough, and the medical systems are under less pressure and that it’s time to gradually resume social and economic activity. The Scripps National Spelling Bee has a new study resource, “Words of the Champions,” for students participating in spelling competitions occurring between August 2019 and March 2020. The Bee selected the 4,000 words for Words of the Champions from the Bee’s official dictionary, Merriam-Webster Unabridged. Words of the Champions replaces “Spell It!,” a collection of 1,150 words used by students to prepare for spelling bees since 2006. Each year, the Bee will refresh Words of the Champions by replacing 800 words. “Spellers and teachers told us they wanted more words, and we’ve delivered,” said Paige Kimble, executive director for the Bee. “This broader list was designed to challenge and inspire students and is the culmination of a year of research and development by our team.” Nested in Words of the Champions are 450 words sourced from the 18 engaging and grade-appropriate books included in the Bee’s 2020 Great Words, Great Works reading program. By reading the books, students can gain a deeper understanding of the words they are learning to spell. As they begin their spelling bee journey, they will spell many of these 450 words in classroom and school spelling competitions. On Aug. 20, Words of the Champions and other study materials will be available for teachers at Bee-enrolled schools to download from spellingbee.com. The sun still hasn’t come up in Sacramento, California, as Paul Harrison makes his safety checks for the school bus he drives.The Twin Rivers school district bus yard is busy just before 6 a.m. All the drivers are getting ready to pick up the kids.But Harrison is driving a slightly different model than some of his co-workers.“I believe it’s been about three years we’ve been driving these electric buses," he said. "There’s no gas, there’s no emissions."His is one of 30 electric school buses owned by the district, about half their fleet. His boss, Tim Shannon, hopes one day the district's entire fleet will be electric.“As the range gets better on electric school buses have a 100 percent electric fleet within the next three and a half to four years," said Shannon.While the overall goal is to help reduce the districts carbon footprint, Harrison says he notices differences while he drives.“When you’re driving this bus, there’s no diesel, there’s no fuel to work with, there’s no natural pumps that you have to hook up,” said Harrison.And so do the students he drives to school every day.“The electric buses, they don’t have that smell and you can actually kind of breathe,” said Carrissa Stevens, an 8th-grader at Symthe Middle School. She likes the fact that buses don’t smell like diesel and she likes that she’s doing her part to help the environment.“If we didn’t take care of the environment, I don’t think any of us would be here. But I also care about the animals and the plants and all that because it’s important,” said Stevens. And she may not know it, but she’s also helping her parents and other tax payers save some money.“I would tell you the current savings with the buses we have is close to 0,000 a year,” said Shannon.And he only expects the savings to increase over time and as they get more buses. While there is a heavy start up cost associated with buying electric buses and installing chargers, they’re much cheaper to maintain than their diesel counterparts.“You’re getting almost triple the tire life out of a tire. You’re getting over double the break life out of the breaks because of regenerative breaking," explained Shannon.
