SAN DIEGO (KGTV) - Two weeks after their son was killed, the parents of Alexander Mazin spoke to 10News for the first time about the brutal attack.Penelope and Jeffrey Mazin say their son left for the 24 Hour Fitness gym on Midway Dr. around 9 a.m. on Feb. 25, 2018.“I said 'I love you' and I kissed him on his little fuzzy beard,” remembered his mom, “and he walked out the door. I’m glad I saw him that morning.”He was scheduled to meet with his dad at noon, but by 12:05, his parents were already worried. He was never late.They started calling hospitals and police stations. Little did they know, officers were already searching for him.“Two plainclothes detectives in black cars pulled up and my heart sunk because I knew right then and there something horrible must have happened,” said Jeffrey.The suspect in the case has been identified as Ernesto Castellanos.The Mazins say Castellanos was in a previous relationship with their son’s girlfriend. They say Alexander had been dating the woman for about three months but kept their relationship somewhat private.There were warning signs. Two weeks before the killing, they say Castellanos had attacked the woman while she was working out with Mazin at a 24 Hour Fitness.Castellanos’ whereabouts are unknown. SAN DIEGO (KGTV) - When President Trump visited San Diego in September, he made a special trip down to the border to tout the wall and its technological advances. The president has made border security a major part of his term, even calling for the addition of 5,000 border patrol agents.A new study from San Diego State University says the increased emphasis on stopping illegal crossings and drug smuggling could make those very agents the targets of corruption and bribe offers. "When one door is closed, they try to find another one which is open," said David Janscisc, the public affairs professor at SDSU who authored the study. Janscisc says the harder it gets for smugglers to get people or drugs into the U.S., the more likely they are to seek help from agents at ports of entry. "You can clear a car full of drugs just by not inspecting it," he said. Janscisc isn't saying Customs and Border Protection is corrupt, but wanted to study how corruption occurs. He based his study off of 160 cases of CBP corruption over 10 years, noting the agency has 60,000 employees. Janscisc found the employees with less than five years of experience were more likely to be involved in drug-related corruption. However, those who were there longer were more likely to commit immigration-related offenses, such as falsifying paperwork to help get someone into the country. In a statement, Customs and Border Protection said applicants go through a strict hiring process that could include polygraph tests. "After the hiring process, CBP applies proactive measures in the form of training, rules geared to ensure workplace integrity and oversight and management of frontline officers and agents by CBP leadership at every level," the statement said. SAN DIEGO (KGTV) -- Police Tuesday identified the two men shot and killed near Mountain View Park Sunday.Police say 33-year-old Tony Jackson and 37-year-old Robert Brown were shot near South 40th Street and Ocean View Boulevard. Both men were taken to the hospital where they later died.According to police, the victims were standing near the Mountain View Community Center when they were shot around 1:20 p.m. Sunday.RELATED: Two dead after Mountain View shooting  The suspect was described only as a black man wearing dark clothing. SAN DIEGO (KGTV)- A man was arrested last month after allegedly using a body bag and gurney to steal from a deceased man’s home, according to the San Diego County Sheriff’s Department.On August 31st, around noon, sheriff’s deputies responded to a welfare check at a Spring Valley home and discovered a 60-year-old man dead inside.They say he died of natural causes and was transported to a mortuary by a contracted independent mortuary service.A couple of days later, the victim’s family reported missing items, including a gun and a safe. They then watched surveillance video from the home and learned it had been burglarized.The alleged burglary happened about 11 hours after deputies responded to the welfare check.In the video provided by the sheriff's department, you see a man, now identified as Sammy Willie Gates, rolling a gurney and body bag out of the house and into a white van.Detectives say the body bag was full of stolen items.Gates is the owner of Mortuary Transportation services, a contracted independent mortuary service; however, deputies say his company was not used to transport the victim’s body earlier.It’s unclear how Gates would have known the home was empty.Detectives from the Rancho San Diego Sheriff’s Station served a search warrant at Gates home in unincorporated El Cajon on September 9th.Inside, they found the victim’s safe and gun, along with 16 more firearms, two additional safes, jewelry, watches, war medals, comic books, thousands of dollars in collectible coins, and multiple personal identifying documents.Detectives also found a gurney and body bag matching the items in the video in Gate’s white utility van.He was arrested and charged with felonies, including Burglary of the First Degree and Receiving Stolen Property.Gates has prior felonies and is due in court for a preliminary hearing in January. 1857

San Diego (KGTV) - A San Diego doctor convicted and deported due to child pornography charges is back working in the medical field.In 2006, Dr. Jacques Lemire pled guilty to possessing child pornography.More than a decade after he was stripped of his medical license in California, the Toronto Star discovered Lemire was able to get a new license in Canada."I'm not working with patients; I think it shouldn't be disclosed,” said Lemire.He explained in a phone interview with a Toronto Star reporter that he doesn't think the disciplinary actions he was dealt in the United States should be listed on his current license in Quebec.“The fact that I’m doing administrative, I’m not working with patients. I think it shouldn’t be disclosed,” he said. “I’m not even close to any patient.”In the late 90s, Lemire was at the top of his medical game in San Diego.He specialized in pediatric kidney transplants and 10 News even featured him in a 2001 story. But, in January 2004 that rising career came crashing down.Lemire was arrested for possessing child pornography. Investigators were tipped off when Lemire took his laptop in for repairs. A technician found images of children engaged in sexual acts.Lemire pled guilty to possessing child pornography in 2006. Also, his medical license was revoked, according to records Team 10 obtained from the Medical Board of California.In sentencing transcripts, the court noted that although Lemire is guilty of possession of child pornography, examining professionals did not determine him to be a pedophile.Lemire spent about year behind bars and was deported to Canada around 2008.A decade later, reporters for the Toronto Star found Lemire working in a medical setting. They discovered he now “reviews medical files for Quebec's public health insurance program.”The publication's series, “Bad Doctors who Cross the Border can Hide Their Dirty Secrets” reveals how doctors crisscross the Canada-U.S. border while a broken system keeps the records of their crimes, malpractice and disciplinary rulings secret.The Toronto Star discovered, “A year after the U.S. government deported Lemire, Quebec's physicians' college granted him a license." According to their investigation, “From 2010 to 2014, Lemire was permitted to practice only in Quebec ‘institutions,’ and he spent three years at an old-age home for retired nuns. He was not explicitly restricted from treating children, and the institutions category includes child and youth protection centres.”On its website the Quebec College lists Lemire as having an active status, but his practice is limited to administrative tasks without clinical activity.What's not listed in his profile is any disciplinary action taken against Lemire by the California Medical Board or U.S. courts. It lists a phone number to call for more information.Team 10 asked the Medical Board of California to comment on Lemire’s current situation in Canada.In a statement a spokesperson said, “The Medical Board of California (Board) is committed to consumer protection, transparency, and notifying consumers and out-of-state jurisdictions when a physician has been disciplined in California. The Board posts disciplinary actions on its website and sends subscriber alerts whenever a doctor has been disciplined. In addition, the Board regularly posts updates on its Twitter and Facebook pages whenever a doctor is disciplined. The Board works with the Federation of State Medical Boards and National Practitioner Data Bank to notify jurisdictions outside of California when doctors have been disciplined here.”Team 10 investigator Adam Racusin asked how situations are handled if a doctor is disciplined in another country, then applies for a license in California? The spokesperson said, “Whenever a doctor who is disciplined in a jurisdiction outside of California and applies for a license in California, the Board reviews the discipline as part of the licensure process.”In his interview with the Toronto Star, Lemire said officials with the medical college were presented with all the information and they agreed that he would get his license back.
