NEW YORK, Dec. 1 (Xinhua) -- New York City Mayor Michael Bloomberg announced on Thursday a new recommendation that doctors offer every person with an HIV diagnosis antiretroviral treatment to help them live longer and prevent transmission.This marks a change from the current practice that treatment only be offered to those who show signs of damage to their immune systems, said the mayor during the annual World AIDS Day commemorative ceremony at Gracie Mansion. "Over the past ten years HIV diagnoses and deaths in New York City have seen a dramatic decline," said Mayor Bloomberg. "Steady progress in our fight against HIV has turned what used to be a death sentence into a disease that can be prevented and, with antiretroviral therapy, managed.The annual death toll from HIV in the city is down by more than a third: 933 deaths in 2009Despite this progress, however, more than 110,000 people in New York City are infected with HIV, more than in any other U.S. city and about 75 percent of all cases in the New York State.Figures from the New York City Health and Hospitals Corporation (HHC) showed that HHC has tested more than one million New Yorkers for HIV since 2005 when the public hospitals and health centers began offering HIV screening as a routine part of medical care for patients aged 13 to 64.

Our specific goals for the purchase limits next year are still under discussion."Chen Baocun, deputy secretary-general of the National Real Estate Manager Alliance, said property developers will be able to cope with an extension of the limits."Developers didn't expect a sudden drop of the purchase restrictions next year," he said. "They are prepared to accept the policies for a longer time."In an attempt at tamping down property prices, the central government took time at the country's central economic work conference on Wednesday to encourage more cities to adopt a property tax. BEIJING, Dec. 27 (Xinhua) -- The People's Bank of China (PBOC), China's central bank, announced Tuesday that it is banning local regions, institutions or individuals from setting up gold exchanges apart from the existing Shanghai Gold Exchange and Shanghai Futures Exchange.The country also bans the establishment of any gold trading platforms in other exchanges, a statement on the PBOC website said.The statement said the country has ordered a cease to the building of any new gold exchanges or trading platforms. Those which have opened for business must cease operations.The ban came amid bigger risks in gold trading after some local regions, institutions and individuals grew enthusiastic in setting up gold exchanges and trading platforms in recent years as gold prices soared, which led to a surge of illegal practices due to inadequate management, the statement said.It added the central bank will work with the Shanghai Gold Exchange and Shanghai Futures Exchange to boost the healthy development of the country's gold trading market.

CAPE TOWN, Dec. 15 (Xinhua) -- More people voluntarily get HIV tests in the Western Cape province, an indication of people's rising awareness of the epidemic, authorities said on Thursday.Nearly 11,000 people in the province have been tested over the past 10 days as authorities stepped efforts to halve the number of HIV transmissions over the next few years, according to official figures.Authorities expect more people to be tested when the monthly campaign ends by the end of December.In December last year, 67,111 people were tested.This year's figure is expected to be higher than that of last year, said Western Cape Premier Helen Zille.The campaign, known as Know Your Status and Win, may become a regular feature in the province, said Zille.To encourage more people to take part in the campaign, the province offers awards to several winners by drawing, ranging from 10,000 rand (about 1,250 U. S. dollars) to 50,000 rand (about 6, 250 dollars)."The bottom line is that people respond to incentives," said Zille, who hailed the campaign a success.She said the reality was that those who stubbornly did not want to get tested, were those crucially in need of doing so.While the data still had to be audited, preliminary results indicated a spike in the number of people who were tested.There was also a significant increase at routine testing center that were not part of the campaign, said Zille. WASHINGTON, Dec. 7 (Xinhua) -- Drugs that affect the levels of an important brain protein involved in learning and memory reverse cellular changes in the brain seen during aging, according to an animal study published Wednesday in the Journal of Neuroscience. The findings could one day aid in the development of new drugs that enhance cognitive function in older adults.Aging-related memory loss is associated with the gradual deterioration of the structure and function of synapses (the connections between brain cells) in brain regions critical to learning and memory, such as the hippocampus.Recent studies suggested that histone acetylation, a chemical process that controls whether genes are turned on, affects this process. Specifically, it affects brain cells' ability to alter the strength and structure of their connections for information storage, a process known as synaptic plasticity, which is a cellular signature of memory.In the current study, Cui-Wei Xie, of the University of California, Los Angeles, and colleagues found that compared with younger rats, hippocampi from older rats have less brain-derived neurotrophic factor (BDNF) -- a protein that promotes synaptic plasticity -- and less histone acetylation of the Bdnf gene. By treating the hippocampal tissue from older animals with a drug that increased histone acetylation, they were able to restore BDNF production and synaptic plasticity to levels found in younger animals."These findings shed light on why synapses become less efficient and more vulnerable to impairment during aging," said Xie, who led the study. "Such knowledge could help develop new drugs for cognitive aging and aging-related neurodegenerative diseases, such as Alzheimer's disease," she added.
