SAN DIEGO (KGTV) - The trial for a former San Diego County sheriff's deputy accused of sexual misconduct while wearing his uniform began Monday in Vista.More than a dozen women claim Deputy Richard Fischer made unwanted advances."I think he's a bad guy," a San Marcos woman, who filed ,000,000 claim against the County, said.She said in August of 2017 two sheriff's deputies knocked on her door in the middle of the night for a welfare check. There was no problem and they left but she said Fischer returned alone an hour later, saying he needed to use her restroom; then told her she was cute and hugged her, several times."I was stunned shocked, it was very fast and confusing...I felt very vulnerable, intimidated, felt weak. I felt little." She said, next to tears. "It's just a mess! Everything is a mess! This is hard to do. He shouldn't have come back to my house and I don't ... Everything's a mess!"Similar instances were described by other women. In October of 2017, near the entryway of a 64-year-old woman's condo, Fischer took her report for a domestic violence incident and then made his move."His hands went all the way down to her butt and he squeezed both of her buttocks... he took her hand and pulled it down to his groin area," Lawyer Dan Gilleon said. He represents several women who filed claims against Fischer.Gilleon made a theme apparent, "he knows that she's alone, and she's vulnerable, and she's scared." Another victim called him a predator.Some women who came forward claim Fischer became more brazen, forcing sexual acts.Wednesday a plea deal fell through. The deal would mean Fischer would plead guilty to four felony charges -- down from more than 12 felonies -- and serve no more than five years in prison.10News learned that Fischer would also have to register as a sex offender for life under the plea deal.Fischer faces more than 25 years in prison if convicted of all charges. SAN DIEGO (KGTV) — The San Diego Padres took a dozen teens undergoing cancer treatment to Spring Training this week.After spending months in and out of Rady Children’s Hospital, the teens say they were excited to get to experience what it feels like to be a normal kid again. “I have osteosarcoma, it's a bone cancer, it was in my leg, and I recently got it is surgically removed,” says patient Nicholas Herrmann. But today, lab tests and screenings are the last things on his mind. “It sounds so fun. We get to go out with a great group of guys and a great group of girls here.”RELATED: San Diego Padres sell out Opening Day game with Manny MachadoThe teens signed their honorary contracts with the Padres and grabbed their jerseys before heading to Peoria, Arizona. For three days, they will get to meet players, attend batting practice and a game versus the Cincinnati Reds. This is the first year for the program. Parents say this trip is an excellent way for the teens to gain independence and form friendships with others. “It's so hard for them. My son is not in school, a lot of other kids aren’t in school either, so they’re not having that social interaction all the time,” says Nichole Elliott- Herrmann. “For us just to see them have fun and have a smile on their face, and not having to go into the hospital is amazing.”Parents will be staying behind for this trip. SAN DIEGO (KGTV) — Three Scripps Health clinics will be reopening after being closed in March when stay-at-home orders began due to the coronavirus pandemic.Scripps says it has also resumed time-critical surgeries at its five hospital locations and outpatient surgery centers in the county.Scripps Coastal Medical Center Escondido, Scripps Coastal Medical Center Solana Beach, and Scripps Clinic Santee are reopening for the same medical services that were available at the sites prior to closing, expect for radiology.During the closures, patients were referred to other Scripps Health sites that were still open.As the medical centers reopen, Scripps Health says it is taking all necessary precautions, including all staff and patients wearing masks, screening patients before they enter, isolating patients with COVID-19 symptoms, and using strict cleaning protocols."We are very thoughtfully and cautiously phasing in a return of services to make sure that we have what we need to protect our patients and staff – from personal protective equipment to disinfecting supplies – to ensure the safety of everyone in our facilities," said Ghazala Sharieff, Scripps chief medical officer of clinical excellence and experience. 1233

SAN DIEGO (KGTV) -- This year, the Drug Enforcement Administration is adding vaping products to the list of what they’ll accept on National Prescription Drug Take Back Day. The agency will be accepting prescriptions and vaping products on October 26 from 10 a.m. to 2 p.m. According to the agency, nearly 10 million Americans misused controlled prescription drugs in 2018. The Centers for Disease Control and Prevention reports that there have been 33 deaths in 24 states and nearly 1,500 lung injuries from vaping in 2019.The agency is treating the events like an outbreak, saying the best advice is to avoid using all forms of E-Cigarettes. The DEA decided to add vaping products to their drug take back event to make sure they're safely removed."If people throw them away, if people dump them down the toilet, if people store them in a drawer, they're still not safe," says DEA Special Agent in Charge Colin Roane."
