"I'm trying to think if we should still keep the business, we still gotta pay rent, and we can't even use it."Cage runs the shop, a combination of a barbershop and a hair salon with his wife, Melissa Cage."She's a cosmetologist also; she's in the shop. We got four kids together," he said.After recently reopening and getting back on their feet, the alarming rise of COVID-19 cases and fear of overwhelming hospital systems has resulted in California Gov. Gavin Newsom putting restrictions back in place for some counties across the state, including San Diego.Starting Wednesday, all fitness centers, places of worship, offices for non-critical sectors, personal care services, hair salons, barbershops, and indoor malls will have to cease indoor operations until further notice.San Diego County Public Health Officer, Dr. Wilma Wooten, said outdoor haircuts would only be allowed depending on the rules and permit requirements that exist in various jurisdictions."I'm looking into going in the back patio and cutting hair outside," said Cage.For now, it's yet another uncertainty for the businesses already struggling during this pandemic."I hope we could survive this one because it costs a lot of money to be paying for something that you're not even really using," said Cage. 1584

SAN DIEGO, CA (KGTV) -- A debate is unfolding across the country, and right here in San Diego over how and when to reopen schools during this pandemic.With the new school year is quickly approaching, and the number of coronavirus cases continuing to surge locally, many teachers are left with concerns about opening their classrooms.The California Teachers Association (CTA), one of the largest teachers unions, urging state lawmakers to hold off reopening schools until it is proven to be safe enough."It is not reasonable for us to think that it’s safe for us to go back to schools," said E. Toby Boyd, the president of CTA who heard from teachers across the state. "We have to look at what is being mentioned in terms of the science, the facts, and how the disease is being spread."People are very afraid, very concerned because they either have underlying health conditions or someone in their household does," said Kisha Borden, the president of the San Diego Education Association (SDEA). "I'm hearing from educators of all ages who are very concerned about being put into an enclosed space, their classroom, with 25 to 30 children without the proper protocols in place."The San Diego Unified School District will start the 2020-2021 school year on Aug. 31 with an option of in-person or online distance learning.But, Borden said before teachers return, they have some demands."We're asking for at least a decline in cases over 14 days so that we're not bringing back large groups of people during a time when we're seeing an increase in cases," she said.The union would also like to see widespread, accessible, and frequent COVID-19 testing of students, staff, and parents when necessary, and fully-funded doctor recommended prevention measures.The district has listened to the union's concerns, and Borden said, after the latest meeting, she's feeling hopeful."I'm encouraged, the last statement that came from the district said that they'd like to meet with health professionals, they'd like to meet with public safety experts and really come up with clear medically proven guidelines and timelines around what is going to be necessary to bring students and staff back into our classrooms," she said.SDEA sent ABC 10News the following statement 2261

SAN DIEGO (KGTV)— The man in the center of a viral video depicting a police arrest appeared in San Diego County Superior Court Tuesday. But he was there for another case, dating back to 2017.20-year-old Trenelle Cannon spoke at one of his many court appearances scheduled for this week. This one was regarding a robbery from 2017, where prosecutors said Cannon snatched a ,000 gold chain off a person's neck."The defendant was seen running to a vehicle, and that vehicle took off. There was a police hot stop on it. The defendant ran from the passenger and left the necklace inside," Deputy District Attorney, George Modlin said. But Cannon made headlines because of a controversial video, released Wednesday. The 12-second video was recorded from the back of a sedan that Cannon was riding with four others. Police said despite a demand to stop, the driver sped off onto Interstate 5. Near the freeway exit, police conducted a traffic stop. That's where the video begins. Cannon's girlfriend Shakira Smith, who took the video, said the man on the other end of the officers' punches, is Cannon. But San Diego Police said the 12-second video does not show the whole story, of how the 20-year-old had multiple outstanding warrants. According to San Diego Police Chief David Nisleit, officers were surveilling Cannon before the incident. When he took off, Chief Nislet said officers chased him. When they got close, he noted Cannon resisted, which resulted in the necessary force, which he called "physical strikes and distraction strikes.""Cannon refused to cooperate and struggled to keep his hands in front of his body." Chief Nisleit said. Cannon's loved ones said that was police brutality."He is quickly pulled out of the vehicle by his shirt, head first, throwing him down to the ground aggressively," girlfriend Shakira Smith said. In his short adult life, Cannon has been the defendant for at least three other criminal cases: involving a stolen cell phone, a gold chain, firearms possession, and identity theft. While he awaits the arraignments for his new charges, he requested a change in his living situation."I just wanted to request that I be taken out of the psych ward or whatever," Cannon said. "But they put me in like, a psych ward facility on the 6th floor, and I would request that I go to mainline. I've seen the psychiatrist and she said there is nothing wrong with me at all, and she doesn't understand why I'm up there."Cannon's arraignment for the charges from the video will be tomorrow at 1:30 pm. 2534

SAN DIEGO (KGTV)-- San Diego Pride festivities kicked off in the Hillcrest neighborhood Friday afternoon at the iconic Gay Pride Flag on University Ave. and Normal St. Thousands celebrated this year's theme, Stonewall 50: A Legacy of Liberation. The Glitz and Glam and the fabulous outfits at Pride are a product of dark times. "In 1969, being gay was considered a mental illness," San Diego Pride Executive Director Fernando Lopez said. "And the LGBT community was persecuted and prosecuted through legal and social systemic oppression and discrimination."In the summer of 1969, New York Police raided the Stonewall Inn, a place known as a safe spot for the LGBT community. Veronica Zerrer remembers watching the violence on the news. "When Stonewall happened, I was 12 years old, and I was just hitting puberty," Zerrer said. It was a turning point in her life because back then, she says she was hiding. "My name was Ronald," Zerrer said. "In fact, I have a really interesting story. I grew up being called Ronnie."Ronnie served in the U.S. Army for two decades and retired as a Major. The next year in 1999, Ronnie became Veronica. "Before I came out, I tried to be the person that I thought my family and society thought I should be, instead of what was inside my heart," Zerrer said.Fifty years later, San Diego Pride is honoring the rioters at Stonewall, who stood up against police prejudice. "This year, we are 'Stonewall 50: A legacy of liberation.' And the celebrations today, tomorrow and all weekend long are really going to reflect back in honor of our Stonewall generation. We'll talk about the legacy that we are all a part of, and what we need to do to recommit ourselves for the next generation," Lopez said. SAN DIEGO, Calif. (KGTV) - The San Diego Public Library is on the road to reopening. Tuesday, eleven locations have reopened, but only for people who placed holds prior to the closure that started in March. Those items can now be picked up with a contact-free system where the person calls when they arrive at the location, then a librarian puts the books on a table outside for the person to pick up. Starting next week, people can put new holds on items. Director Misty Jones said they’ll reopen more after that depending on county orders and plans to keep books virus-free. The future of the libraries will depend on some unknown’s, including how the library can help the school system, what studies reveal about how long the virus can live on items and more. “We adapt to the way that people need the service from us and we’ll adapt and we’ll pivot and we’ll be able to offer that incredible customer service like we always have,” said Jones. The eleven locations currently open as of May 26 are Carmel Valley, College-Rolando, La Jolla/Riford, Logan Heights, Mira Mesa, Mission Hills-Hillcrest/Knox, Mission Valley, Point Loma/Hervey, Rancho Bernardo, San Ysidro and Valencia Park/Malcolm X. These locations are open 10:30 a.m. to 5:30 p.m. Monday through Friday.
