SAN DIEGO (KGTV) - San Diego Unified School District is moving forward with plans to build a new elementary school in the Civita neighborhood of Mission Valley.In May, the District approved a plan to purchase land from Civita developer Sudberry Properties. Now, SDUSD has plans ready for a 2-story, 24 classroom campus, full of modern amenities. It will be able to hold 5-600 students."With new development in the area, we expect new families to come in. Those families are going to need an elementary school to attend," says District Facilities Communications Supervisor Samer Naji."Right now if you live in Mission Valley and have a young kid, you gotta drive out of Mission Valley to get them to school and get them from school. So a local school for those families is absolutely necessary," Naji adds.Sudberry has plans to build 5,000 new homes in the neighborhood. That, combined with other development on the north side of Mission Valley, is expected to bring a population boom. The District says they're trying to be ahead of the curve when it comes to having a school ready to serve the area.The new school will be on the corner of Civita Boulevard and Via Alta, just west of the new Civita Park. Right now, the land is occupied by a small grassy area and a dog park."The idea was to locate the school in a central location for the community that was really kind of civic heart or the social hub of the community," says Sudberry VP Marco Sessa. "We tried to create an environment here where really you can live, play, and work. A school is a big component of that."People who live in Civita say they're excited about the news, but also want to make sure it lives up to high academic standards."It's all about the level of education," says Russell Pontone. "It's one thing to build a beautiful building. But are you going to have the best teachers there? What kind of programs and resources are actually going to be available?"The District has not said how much it will cost to build the new school. Money from Proposition Z and local development impact fees will pay for the construction. The District plans to begin building in the spring of 2020 and have the school ready to open in the fall of 2022. 2219

SAN DIEGO (KGTV) - San Diego Police released details Friday about the controversial arrest of a man and woman in Chicano Park involving use of force. Georgina Mercado, 35, interfered with a traffic stop being conducted Thursday, police said. Her three children, ages eight, seven, and four, were with her at the time. 22-year-old Eddie Alvarez arrived on scene with another woman who said they would take custody of the three children, according to SDPD Lt. Shawn Takeuchi. Alvarez wore a bandana over his face and refused to identify himself, police said. Officers “could not release the children to the custody of Alvarez without knowing who he was,” said police. “This contact escalated to the point that officers arrested Alvarez for interfering,” Takeuchi wrote in a news release. Police said Alvarez refused to put his hands behind his back and struggled with officers. “Officers used strikes while they forcefully moved his arms behind his back,” police said. Alvarez was handcuffed and taken to jail. “Anytime force is used, we take it extremely seriously. We have initiated an internal investigation into the force that was used last night,” Takeuchi said. Hours after the arrest, dozens of people gathered outside the San Diego Central Jail downtown to demand Alvarez’ release. The group said Alvarez had been recording the arrest of Mercado, who they described as a community activist. One demonstrator said, “While he (Alvarez) was filming police, they came out and told him to stop recording. He said, ‘No, I don’t feel safe, I’m going to keep recording, especially with my girlfriend right here with the kids,’ and they didn’t like that … The cops ended up jumping him and rushed him to the ground and started punching him in the ribs. He wasn’t resisting whatsoever.” Alvarez is a member of the activist group Brown Berets of Aztlan, City News Service reported. He was booked on suspicion of felony obstructing or resisting an officer, and a misdemeanor count of resisting an officer. He was being held on ,000 bail. SAN DIEGO (KGTV) - Small hands eagerly grabbing candy aren't always paired with young minds showing good judgment. That was certainly the case in San Diego County on Halloween night, when surveillance video captured trick-or-treaters behaving badly.“Frustrating and really disappointing,” said Eastlake resident K.C. Helman.Helman returned home from trick-or-treating with his kids Thursday night to find his candy bowl gone.Video showed two costumed kids walking up to the bowl. One of them grabbed it and they both ran away.It wasn’t the only trick on Halloween night. 10News gathered a collection of videos posted by residents victimized by some frightful behavior.The candy thieves are a far cry from the generous South Bay boy who was caught on camera in 2017 pouring his own candy into an empty bowl so other children wouldn't be disappointed.Lawrence Malot, then 15, explained what motivated him to share his candy.He's not the only good example in San Diego. SAN DIEGO (KGTV) -- San Diego’s violent crime rate fell in 2018 while the city’s overall crime rate rose. According to an early report from the Brennan Center for Justice, San Diego’s violent crime rate fell by 0.7 percent. Overall, however, crime is up. San Diego’s crime rate rose by 3.4 percent from 2017 to 2018. RELATED: City turns to community leaders to reduce crimeThe report looked at the Nation’s 30 largest cities. While San Diego’s overall crime rate was up, most other large cities saw a major reduction in crime. New York City saw a nearly 2 percent decrease in crime while Los Angeles saw a 3.3 percent reduction. Meanwhile, Chicago, a city known for its crime, saw a 9.5 percent increase in crime. In contrast, San Francisco saw a 9 percent decrease in crime.
