WASHINGTON, May 15 (Xinhua) -- Forty-six U.S. business executives, led by U.S. Commerce Secretary Gary Locke, began a 10-day trip to China Saturday to promote clean energy technologies, which in Locke's words, will be a win-win scenario for both countries.The delegation, the first cabinet-level trade mission of the Obama Administration, will make stops in Hong Kong, Shanghai and Beijing."We hope to have various signing ceremonies throughout the trip," Locke said before departing the U.S.A MISSION TO PROMOTE EXPORTS OF U.S. CLEAN ENERGY TECHNOLOGIESThe mission comes on the heels of the Obama administration's National Export Initiative, which seeks to double American exports over the next five years -- supporting some two million new jobs in the process.According to the U.S. Commerce Department, the mission aims to promote exports of leading U.S. technologies related to clean energy, energy efficiency, and electric energy storage, transmission, and distribution."Energy is a 6 trillion dollar market. And green energy is the fastest growing sector. The race to develop the new technologies the world will one day rely on is a race that this nation and all developed nations must engage in," Locke told reporters at a press conference Wednesday.The top U.S. trade official said the increased trade with China, especially cooperation on clean energy sector, benefited both countries."Every American should know that when a U.S. clean energy company finds success abroad, it creates more jobs here at home in the United States," Locke said. "In fact, some of the companies on this trip produce over 90 percent of the components for the products that they sell overseas right here in the United States."The trade mission was an opportunity for win-win scenarios for American companies, American workers and the people and the governments of China, he said.ECONOMIC AND TRADE FRICTIONS TO CONTINUE AS COOPERATION DEEPENSAccording to statistics released by the Chinese government, bilateral trade between China and the United States grew 9 percent a year in the past five years.Currently, the U.S. stands as China's second largest trading partner, the second largest export market and the sixth largest source of imports. China is the second largest trading partner of the U.S., its third biggest export market and its number one source of imports.While the two countries enjoy enormous cooperation opportunities in many areas, the U.S. Commerce Department has imposed a series of tariffs on Chinese products and many Chinese companies complain they have been affected by the rising protectionist measures taken by U.S. government.Locke rebuffed these complaints, saying he had explained to Chinese officials it was not the United States government that brought the cases."It's not the policy of the United States government to file these cases. These cases are filed by companies within the United States who feel that the actions of a company from another country (were affecting them)," he told Xinhua.He also noted that less than 3 percent of all goods sold from China into the United States were subject to duties in question."So 97 percent of all the goods coming from China are without any type of penalties or dumping duties or counter-veiling subsidies," Locke said. "We should not focus on the number of complaints."Many Chinese officials have argued the U.S. export control against China has already limited their access to the Chinese market.They believe the achievement of trade balance between the two countries rests not with restricting China's exports to the U.S., but with increasing U.S. exports to China.Secretary Locke echoed the opinion.While he insisted that national security should be the U.S.'s overriding objective, he also admitted "there are so many things now that are on the various control lists that really should not be on the control list."He also told reporters the U.S. government was reviewing its high-tech control systems and the result would be announced in the next few months.He said the current system had strong protections for both sophisticated technologies that could affect U.S. national security, and technologies that were readily available from around the world, which really made no sense?"So we need to reduce those restrictions and make it easier for those items to be exported," Locke said.

BEIJING, April 29 (Xinhua) -- China's parliament on Thursday adopted the Law on Guarding State Secrets and the amended State Compensation Law at the closing session.Wu Bangguo,chairman of the Standing Committee of the National People' s Congress, or the top legislature, presided over the closing of the four-day bimonthly session.Wu said, the amendment to the State Compensation Law will regulate the use of public power, protect legitimate rights and interests of citizens, legal persons and social organizations. The 14th session of the Standing Committee of the 11th National People's Congress (NPC) concludes in Beijing, capital of China, on April 29, 2010. Wu Bangguo, chairman of the NPC Standing Committee, presided over the concluding meeting.Wu said, the Law on Guarding State Secrets has made clear legal liability in guarding state secrets, which will help safeguard the state security and interests.The legislature also reviewed the report on migrant workers which stressed protecting the rights and interests of this group and improving social services for them. Wu also urged to quicken the pace of urbanization.The Standing Committee reviewed the report on the development of cultural industry which urged greater development of the industry so that it becomes a new engine of economic growth.Wu said the Committee also reviewed the report on road traffic management.

HARBIN, May 16 (Xinhua) -- Seven people were killed, and 98 more injured after a tornado and hailstorm struck northeast China's Heilongjiang Province Saturday, a local official source said Sunday.Altogether 8,502 people were affected, among whom 3,684 were evacuated, after 28 townships of Suihua City, about 120 km from the provincial capital Harbin, were hit by the violent weather from 3:15 p.m. to 5:50 p.m. Saturday, Suihua's emergency response office said in a statement.A total of 1,015 houses were toppled down in the tornado, and Minqiang Village of Gongrong township was hit the hardest, with the roofs of every house being uplifted, it said.Five people of Beilin District and one from Suihua's Lanxi County were killed. The strong wind tore through eight townships of Hailun city under the jurisdiction of Suihua, killing one more people."I was cooking at the outer room when the tornado came. I attempted to close the window, but the wind was so strong and fast that the house collapsed before I could close it," said Wang Junxia, a woman from Xinquan Village of Beilin District, Suihua City.Wang was temporarily buried beneath bricks, but she managed to crawl out of the rubble and saved by the rescuers.Relief work was underway.Two hundred quilts and more than 500 kg of bread were sent to the affected Beilin District.

  

SEOUL, May 29 (Xinhua) -- Visiting Chinese Premier Wen Jiabao focused his efforts on promoting cooperation with South Korea and in East Asia on Saturday, the second day of his three-day tour in South Korea.BLUEPRINT FOR REGIONAL COOPERATIONAt an annual trilateral summit held in South Korea's southern resort of Jeju, Premier Wen, South Korean President Lee Myung-bak and Japanese Prime Minister Yukio Hatoyama unveiled a blueprint for trilateral cooperation in economy, security, environmental protection, cultural exchange and other areas in the next decade.The leaders agreed that after making clear the detailed objectives and long-term goals within the next decade, all sides need to concentrate efforts on boosting trilateral cooperation to a new height, so as to further consolidate partnership, achieve more in mutually beneficial cooperation in all aspects and enhance friendship between the peoples of the three countries.They also agreed to set up a more cooperative mechanism to increase strategic mutual trust, which involves setting up a trilateral cooperation secretariat in South Korea in 2011 to jointly tackle natural disasters, discuss the possibility of a mechanism of trilateral defense dialogue to enhance security contacts, strengthen political dialogue and cooperation in police affairs, and boost government exchanges at local levels among the three nations.On developing sustainable economic cooperation and common prosperity, the leaders pledged efforts to finish by 2012 a joint feasibility study of trilateral free trade agreement, which was launched in May 2010, and to expand trade volume ahead of 2020 for the benefit of regional economic growth and integration.The leaders said the three countries will complete negotiations on investment agreement and provide a favorable investment environment to facilitate the operation of enterprises in the region.They also reiterated the importance of customs cooperation, and vowed to further cooperation in finance, science and technology, innovation, as well as policy cooperation and negotiations in such areas as energy efficiency and resources."An open, fair and liberalized multilateral trade system is not only conducive to China, Japan and South Korea, but also important for the world. We must oppose protectionism of any form to safeguard and consolidate the system," said the document.On cooperation in environmental protection, the leaders said the three countries should jointly push for achievements at the climate change summit to be held in Mexico this year, including an effective international cooperation framework in this regard after 2012, under the principles of the United Nations Framework Convention on Climate Change, especially the principle of common but differentiated responsibilities.On regional peace and stability, the three leaders said the denuclearization on the Korean Peninsula is very much conducive to lasting peace, security and economic prosperity in Northeast Asia."Therefore, we will make efforts to achieve the goals set in the Sept. 19 joint statement in 2005 through the Six-Party talks," the document said.The three leaders also pledged to exchange information on food safety standard, to report detected problems in a timely manner and take preventive measures, and to improve food security. ASTANA, May 28 (Xinhua) -- Defense ministers of China and Kazakhstan agreed Friday to upgrade cooperation of the two militaries to a new level.At a meeting with his Kazakh counterpart, Adilbek Dzhaksybekov, visiting Chinese Defense Minister Liang Guanglie recalled the smooth growth of the bilateral cooperative relationship since the establishment of diplomatic ties between China and Kazakhstan, including frequent top-level exchanges, deepening of political trust, and expansion of cooperation in all aspects.He recalled frequent meetings between Chinese President Hu Jintao and his Kazakh counterpart, Nursultan Nazarbayev. The two leaders held in-depth discussions on how to further bilateral strategic partnership, thus continuously adding new momentum and providing guidance to the development of bilateral ties.Liang said military-to-military relationship is a key part of overall bilateral relations. Supported by leaders of both nations, relations between the two militaries have been growing steadily while leaders of both militaries have maintained frequent contacts on bilateral and multilateral occasions. Exchange and cooperation between the two militaries are being strengthened across the board.Liang expressed the hope to increase contacts and deepen cooperation with the Kazakh side, so as to upgrade the relationship between the two militaries to a new level.Dzhaksybekov agreed. He noted that the two countries have maintained a high-level of mutual trust and frequent contacts between their leaders. The two nations also have same or similar views on many regional and global issues, and have maintained mutual support and close coordination in addressing those issues.He said developing relations with China, a friendly neighbor, is a top priority of Kazakhstan's foreign policy. The Kazakh military attaches great importance to forging closer ties with the Chinese military and is willing to increase bilateral cooperation in personnel training, exchanges between relevant military branches, military technology, joint exercises, and other areas.Liang was on the last leg of a three-nation goodwill trip that has taken him to Pakistan and Turkmenistan.
