The Trump Administration wants to change the definition of a showerhead to let more water flow, addressing a pet peeve of the president who complains he isn’t getting wet enough.Publicly talking about the need to keep his hair “perfect,” President Donald Trump has made increasing water flow and dialing back long held appliance conservation standards — from light bulbs to toilets to dishwashers — a personal issue.But consumer and conservation groups said the Department of Energy’s proposed loosening of a 28-year-old energy law that includes appliance standards is silly, unnecessary and wasteful, especially as the West bakes through a historic two-decade-long megadrought.Since 1992, federal law has dictated that new showerheads shouldn’t pour more than 2.5 gallons of water per minute (9.5 liters). As newer shower fixtures came out with multiple nozzles, the Obama administration defined the showerhead restrictions to apply to what comes out in total. So if there are four nozzles, no more than 2.5 gallons total should come out between all four.The new proposal Wednesday would allow each nozzle to spray as much as 2.5 gallons, not just the overall showerhead.With four or five or more nozzles, “you could have 10, 15 gallons per minute powering out of the showerhead, literally probably washing you out of the bathroom,” said Andrew deLaski, executive director of the energy conservation group Appliance Standards Awareness Project.On the White House South Lawn in July, Trump made the issue personal:“So showerheads — you take a shower, the water doesn’t come out. You want to wash your hands, the water doesn’t come out. So what do you do? You just stand there longer or you take a shower longer? Because my hair — I don’t know about you, but it has to be perfect. Perfect.”DeLaski and officials at Consumer Reports said there’s been no public outcry or need for change. The Department of Energy’s own database of 12,499 showerheads showed 74% of them use two gallons or less water per minute, which is 20% less than the federal standard.“Frankly it’s silly,” deLaski said. “The country faces serious problems. We’ve got a pandemic, serious long-term drought throughout much of the West. We’ve got global climate change. The state of Tennessee came one step closer to allowing wine sales on Sunday after state Senators voted to approve a bill which had already passed through the House. The vote passed 17-11 on Wednesday morning. Final approval will now lie in the hands of Governor Bill Haslam who needs to sign the bill in order for it to become law.   The controversial plan will allow grocery stores to sell wine on Sunday beginning January 1, 2019.It will also permit liquor stores to immediately begin operating seven days a week. However, liquor store owners argue they are at a huge competitive disadvantage against major grocery store chains, who don't need to make any staffing changes in order to be open on Sundays.  House members approved a similar plan on Monday by a vote of 53 to 35.If approved by the Governor, wine and liquor sales would be allowed from 8 a.m. to 11p.m. Monday through Saturday and from 10a.m. to 11p.m. on Sunday.Tennessee first voted to allow grocery stores to sell wine back in 2016 after years of back and forth and under constant pressure from citizens and grocery store lobbyists.   1151

The Trump administration will impose more sanctions on Russia under a chemical and biological warfare law following the poisoning of a former Russian agent and his daughter in the UK earlier this year, the State Department announced Wednesday.In a statement Wednesday, State Department spokeswoman Heather Nauert said the US had made this decision on Monday, and accused Russia of violating international law. The statement anticipated the sanctions would go into effect around Aug. 22 in line with the Chemical and Biological Weapons Control and Warfare Elimination Act of 1991.Sergei Skripal, a former Russian spy, and his daughter Yulia Skripal were hospitalized and treated for a nerve-agent attack in March. Yulia Skripal was discharged from the hospital in April, and her father was discharged in May.The State Department notified Congress on Wednesday of the first of two potential tranches of sanctions required under the 1991 law. Unless Russia takes certain steps, a second set of penalties -- more stringent than this first round -- must follow, according to the law.The first set of sanctions targets certain items the US exports to Russia that could have military uses -- so-called dual use technologies. These are sensitive goods that normally would go through a case-by-case review before they are exported. With these sanctions, the exports will be presumptively denied.A senior State Department official said there would be carve-outs however.The US would then require Russia to assure over the next 90 days that it is no longer using chemical or biological weapons and will not do so in the future. Additionally, the criteria in the law call for Russia to allow on-site inspectors to ensure compliance.The official said that if Russia did not meet the demands, the US "will have to consider whether to impose a second tranche of sanctions as specified by the statute."The United Kingdom welcomed the move from the US on Wednesday.
