SAN DIEGO (KGTV) -- All lanes of eastbound Interstate 8 have reopened after a three-vehicle crash caused four lanes of the interstate to be closed. The crash happened near the College Road off-ramp around 3:45 a.m. The California Highway Patrol gave few details on what exactly caused the crash.A driver of the SUV involved in the crash said another car drove the wrong way down the ramp and smashed into his vehicle. A third vehicle then crashed into the two others.Two people inside one of the vehicles were taken to the hospital with serious injuries.CHP says one of those inside the sedan at the time of the crash may have been thrown from the car. The man is also being investigated for possibly driving under the influence, according to CHP.The driver of the SUV was uninjured while the driver of the third vehicle is being investigated for driving under the influence. 898

SAN DIEGO (KGTV) — After getting approved by voters, San Diego State is moving forward with its SDSU Mission Valley Plan. As they are still working out the finishing touches, community members are offering their suggestions to organizers. SDSU Mission Valley still calls for a stadium, housing for students and the public, retail space, offices and a river park. Local land use and design professionals met in Balboa Park this morning to offer their ideas on how to enhance and improve the existing plans."They want to make sure that this very large development... isn't like an island in the middle of Mission Valley," says Cary Lowe, with C3 San Diego. Community members want to ensure the project "connects fluidly with the surrounding community."There are other concerns, as well. Once construction begins, crews may have to remediate a gas plume that once sat under the site."A number of people have raised the issue of the subsurface contamination of the site," says Lowe. This has "been a long time issue because of a leak from fuel tanks in Murphy Canyon."Lowe says there is an elaborate plan for the possible contamination removal. But as negotiations continue, it is unclear if the city or university will be paying for it. Land use and design professionals estimate the project to begin towards the beginning of next year. SAN DIEGO (KGTV) - A suspect accused of stabbing a man multiple times in a San Diego airport parking lot was nabbed at the border this week.San Diego Harbor Police said Alberto Moreno Jauregui, 18, was arrested Monday at the San Ysidro Port of Entry in connection with the stabbing that occurred on Oct. 28 in San Diego International Airport's economy parking lot.RELATED: Man stabbed while defending wife during attempted carjacking at San Diego International AirportPolice said Jauregui, armed with a knife, approached a man and woman in the process of loading their vehicle, before grabbing the woman around her neck and demanding the keys to the vehicle. The man intervened, leading to a fight.During the fight, Jauregui stabbed the man multiple times before fleeing the scene, police said.The man was brought to a nearby hospital and treated. The woman was not injured.Jauregui was booked into San Diego County Jail and charged with attempted murder, attempted kidnapping, attempted carjacking and serious bodily injury.Jauregui is being held on no bail and is due in court on Nov. 9. 1112

SAN DIEGO (KGTV) — After all these years, people still love coming to the San Diego Zoo to see the California condors.At one point in the 1980's, there were only 22 of them living outside captivity. The zoo began a major effort to save the species, getting them to reproduce and then releasing them across the state. It's worked. There are now more than 250 flying across the American West and Mexico.RELATED: How the wild parrots of San Diego arrived in America's Finest City"It's really good for us, actually, because they help to reduce all the bad things that cause our sicknesses and ill health. So it's pretty cool," says Maggie Stack, a San Diego State graduate student. Stack is part of a new SDSU team working with the San Diego Zoo to save the bird.As much success as the zoo has had with the condor program, new research shows that the condors in the wild are still under threat."The condors are still critically endangered, so there's still a long way for them to go until we can have a really self-sustaining population," Stack said.RELATED: New giraffe calf joins in the herd at San Diego Zoo exhibitA big reason for that is that the same pollutants that nearly killed the condor off so many years ago are still hurting them today. Stack's team is doing research suggesting that the condors are still dealing with lead poisoning and the chemical DDT, which was banned nearly 40 years ago."Those can cause egg shell thinning in condors," Stack added. "So we're seeing a significant amount of egg shell thinning in condors that live on the coast."A thinner shell means a greater chance of the egg being crushed, often accidentally by the parent condors trying to keep the egg safe.The researchers hope their work at SDSU can help solve the problem. 1768

SAN DIEGO (KGTV) — An explosion of COVID-19 cases across California has many businesses once again changing how they operate.But not by choice. The changes come after most counties find themselves in the state's most restrictive purple tier.San Diego County's move to the purple tier means back to takeout and outdoor only dining."I see red … Not in the black right now," says Terryl Gavre, owner of Café 222 in San Diego. "I've been here 29 years, this restaurant opened in 1992 … and I am doing less in sales than I was doing in 1992."Gavre's other spot, Bankers Hill Bar and Restaurant, is in what she describes as a hibernation period. Hunkering down and trying not to lose money.Those business decisions come with a cost."If we stay open, every month you watch the savings account go down, down, down," Gavre said. "We had 15 employees here pre-COVID we're now down to 5. So 10 of my staff members have been laid off. At Bankers Hill Bar and Restaurant, we had 40 people on staff."This week, 28 other California counties across the states moved back into the purple tier."My first thought was that's very frustrating. My second thought was immediately what I've been doing for the last eight months which is lying in bed awake thinking how are we going to pull this off," said Ryan Joiner, who owns Athlon Fitness & Performance in San Luis Obispo.The rules say fitness facilities located in purple tier counties can only operate outdoors.While some businesses have spent the last nine months treading water, the most recent frustration comes with the governor's Monday press conference and changes to the tier system, allowing counties to move back a tier after one week, not two.It drastically changed the makeup of the state and how many businesses across the state can operate."Counties can move back after one week, not just two weeks," Gov. Gavin Newsom said, describing the state hitting the emergency brake. "I'll go back so you can get a sense of where we were just a week ago and now again the purple throughout the state of California.""It's really frustrating for a lot of people and ya it does seem like he's moving toward a backdoor shut down order again," James Gallagher is a state assembly member in Northern California.Gallagher says the governor keeps changing the rules just as people are finding their footing from the last set of guidelines."I just think that this approach is the wrong one," Gallagher said.Gavre says the tighter the restrictions get and the longer they go on the harder for small businesses to keep going."A lot of people out of work right now going into the holidays and I don't know what they are going to do," Gavre said.The state has said the spread of COVID-19, if left unchecked, could quickly overwhelm our health care system and lead to catastrophic outcomes. 2824
