SAN DIEGO (KGTV) — Ridership of dockless scooters and bikes has dropped off dramatically since the summer.New data from the city says 222,076 people rode the vehicles in the two week period ending Oct. 15. That was down from 441,830 rides from July 15 to July 30. "When I first started they were littered everywhere," said Kelly Callaghan, who rides scooters in Pacific Beach. "It's pretty insane how the change happened like this."On Monday, only a handful of people could be spotted riding dockless scooters in some of San Diego's most traveled areas, including downtown and the Mission Beach and Pacific Beach boardwalks. The change could be due to more than just the summer being over.In July, the city instituted new rules that — among other things — required scooter operators to use geofencing technology to reduce speeds on the waterfront and boardwalks to 3 miles per hour. Additionally, police have issued 383 citations and the city has impounded 3,733 devices. So far, two operators have pulled out, and a city hearing office may revoke Lime's permit within the next 30 days. In a statement, Lime said it hopes to continue operating in San Diego“We’re proud of our partnership with the City of San Diego and we believe the evidence presented demonstrates that Lime is the most compliant scooter operator in the city," the company said. "We look forward to addressing all concerns, proving our compliance, and continuing to serve the San Diego community.”On Monday, the City Council approved a response to a grand jury report that said in part the city should increase scooter enforcement. SAN DIEGO (KGTV) - San Diego County Sheriff Bill Gore said Friday a new review of the death of Rebecca Zahau, whose body was found hanging at the Spreckels Mansion in Coronado in 2011, found no evidence she "died at the hands of another," and the department will not reopen the case.The review, conducted this year, involved officials from the Sheriff's Major Crimes Division, Sheriff's Homicide Detail, Sheriff's Crime Lab, County Medical Examiner's Office and Coronado Police Department who were not part of the original investigation. The team looked at the case with "fresh eyes", Gore said.Zahau, 32, was the girlfriend of the mansion’s owner, Arizona pharmaceutical CEO Jonah Shacknai. Two days before her death, Zahau had been babysitting Shacknai’s 6-year-old son Max when he was seriously injured in a fall down the home’s staircase. SAN DIEGO (KGTV) — San Diego City Council was recently warned about the damage an earthquake can cause to the region, specifically on the county's water system."Strengthen their water system, make that long-term investment," seismologist Lucy Jones said of the city's aging water infrastructure. This month, a break to an 8-inch diameter concrete main left dozens of Hillcrest residents without water.In October, a water main break to a 90-year-old, 24-inch water transmission line in North Park flooded several streets with thousands of gallons of water. A water main break occurred in the same area in January 2017 as well.Water main breaks last August in Mission Hills, Point Loma, the Midway District, and Spring Valley also left residents and businesses without water. As of August, there had been at least 29 water main breaks around the county in 2018.Since 2013, San Diego has spent about 8 million repairing and replacing 116 miles of water transmission lines and distribution pipes, according to city documents. Though, the city still has more than 3,000 miles of pipeline to replace, San Diego Pulbic Utilities Department spokesperson Brent Eidson told 10News in August."To do it properly, we're probably always going to be replacing pipes," Eidson said.Buildings and BridgesWhen it comes to older structures throughout the county, it comes down to what standards were used when constructing a building.Geologist Pat Abbott says California has been proactive about preparing for earthquakes — he applauded the upgrades made to the Coronado Bay Bridge."You have an upright here and a horizontal road bed and they don't shake the same way," Abbott said of bridge construction. SAN DIEGO (KGTV) -- San Diego health officials are working with UCSD to notify people who may have been exposed to tuberculosis at the school’s La Jolla campus.According to the San Diego County Health and Human Services Agency, the period of potential exposure was between January 25 through May 15. Those who are known to have been exposed were notified.“Testing is recommended for all those exposed to assure they are not infected, since they may not have symptoms,” said Wilma Wooten, M.D., M.P.H., County public health officer. "For anyone infected, early diagnosis and prompt treatment can prevent disease.”Tuberculosis is transmitted from person to person through indoor air during prolonged contact. Most people who are exposed do not become infected.Symptoms of TB include persistent cough, fever, night sweats and unexpected weight loss.No-cost testing will be provided those identified starting May 30 at the campus Student Health Center on Library Walk.The number of annual cases of TB has decreased since the early 90s and has stabilized in recent years.
