SAN FRANCISCO (AP) — Federal wildlife officials were urged Wednesday to withdraw a proposal to drop 1.5 tons of rat poison on remote islands off the coast of California to kill a mice infestation until it addresses questions on the impact to wildlife.The California Coastal Commission heard public comment on the U.S. Fish and Wildlife Service plan, which has drawn criticism from local conservation groups. The commission is seeking to determine whether the plan complies with state coastal management rules.The U.S. Fish and Wildlife Service said in a report presented to the commission in March that a massive house mice population is threatening the whole ecosystem on the rugged Farallon Islands, 27 miles (44 kilometers) off the coast of San Francisco.The archipelago is home to the largest seabird breeding colony in the contiguous United States, with approximately 300,000 to 350,000 birds of 13 species, including the rare ashy storm petrels. The islands are also used by marine mammal species for resting and breeding and by migratory birds.Federal wildlife officials proposed using helicopters to dump 2,900 pounds (1,315 kilograms) of cereal grain pellets laced with brodifacoum, an anticoagulant that causes rodents to bleed to death, which is banned in California.Officials acknowledged the plan will kill some seagulls and other species but argue that the benefits of eliminating the invasive species will heal the whole ecosystem."The only way to protect these species and allow the ecosystem to recover is 100% eradication of the mice," said Pete Warzibok, a biologist who has worked on the Farallon Islands for more than 20 years. "Anything else is simply a stopgap measure that will not adequately address the problem."Critics argued the poison will not only kill the mice, first introduced by ships that stopped in the islands 200 years ago, but also wildlife on the island and scavengers that would feed on the carcasses of the poisoned animals."These poisons are deadly, they persist in the environment for hundreds of days and they do kill animals," said Alison Hermance, the spokeswoman for the conservation group WildCare."The situation on the Farallon Islands has existed for decades. It does not need to be solved overnight with a massive poison drop," she said.The commission has no power to veto the plan but before federal officials can proceed, their plan needs approval from the various state and federal agencies.After a nearly two-hour hearing, commissioners said they still have questions on the impact to seabirds and other species. "We haven't been convinced that this is the best and only way to go," Commission Chair Dayna Bochco said.The commissioners asked federal officials to withdraw the proposal and resubmit it after their questions have been answered.The project would be implemented in the November-December time period when the mouse population is declining and food stressed, and would occur no sooner than late 2020. 2975

SAN DIEGO (KGTV)- Residents in a South San Diego Apartment complex worked together to fight a fire that started in the patio.At around 10:45 Sunday morning, San Diego City Fire Rescue teams responded to the 1700 block of Oro Vista Road. Heavy smoke was billowing from the patio of a downstairs apartment. "I called 911 automatically, and that's when the person who lives upstairs came running out,” Alexa Delgado said.Delgado had just arrived at the Oro Vista Villas to visit her mother when she saw the flames. "It started popping, and the fire started coming out,” she said. It was in that moment of chaos that she found herself and several neighbors step up to help. One neighbor pulled the smoke alarm, others smashed fire extinguisher boxes and started spraying down the patio, and she protected the neighbor's pet birds, all before the fire department arrived. Engine 30’s Fire Captain, John Wilson said what the residents did in the first minutes of the fire helped suppress the flames. "There was an alarm that was going off upon our arrival, so the smoke detectors did their jobs and got everyone out safely,” Captain Wilson said. Delgado says what happened today was a true testament to the word “community.”“A bunch of neighbors helping and asking if anyone living there, went upstairs to see if anyone was in there and helping out."Fire investigators are still looking into what exactly caused the patio fire.  No one was inside the home when the flames ignited. (KGTV) - Assemblywoman Lorena Gonzalez announced she will introduce two new housing bills in the state assembly this week.One of them aims to prohibit developers from separating affordable housing units from market rate units in the same building.The bill came in response to a fight last summer between Canadian developer, Pinnacle and Civic San Diego, the city agency that was responsible for overseeing design approval.Pinnacle had submitted plans for a building on 11th Avenue between A & B Streets. The main tower was 32 stories tall and would be available at market rates. The tower was attached to an eight-story building that would house 58 affordable units, in order to satisfy the density bonus granted to Pinnacle for this and two other projects in the area.But Civic San Diego rejected the plan on the grounds that the affordable housing units had a separate entrance and restricted access to amenities in the 32-story tower, including the pool.“We can’t create a system that allows developers to separate out folks,” said Gonzalez at a press conference on Monday.A draft summary of the bill, AB 2344, stated it will “prohibit the owner or agent of an owner from isolation the affordable housing units within that structure to a specific floor or area within the structure.”After Civic San Diego rejected the proposal from Pinnacle, the developer came back with a new plan that eliminated the eight-story affordable housing section entirely. SAN DIEGO, Calif. (KGTV) - The sound of illegal fireworks in the San Diego area is not uncommon around the Fourth of July, but there is an increase in activity this year. San Diego Police Department Sergeant Matthew Botkin said from May 21 to June 21, 2019, the SDPD received 37 calls regarding illegal firework reports. During that same time period in 2020, there were 236 calls.Related: Fireworks continue boom in New York as residents wonder why the noise“I was sleeping, it was like 12 midnight, 1 a.m. and I heard explosions kinda close to my window,” said Stina Pezze, a Mission Beach resident.Jamie Young, a Pacific Beach resident, also has heard them at night, saying she’s lived in the area for 16 years and is used to the typical occasional illegal fireworks around the summer holiday, but this year has been much worse and started earlier.“They started easily a couple weeks ago and it would just be random weeknights we’d get woken up by them at 2 in the morning,” said Young.Neighbors are chiming in online asking where they’re coming from and why there seem to be more. Sergeant Botkin said the simple answer is that they don’t know."I'm not quite sure why the increase, I don’t have a reason why that’s the case but there’s certainly an uptick in them and we hope they go down," he said, also pointing out the difficulty in issuing citations. “We’re always more attentive this time of year to calls like this but you can imagine it’s really kinda difficult to nail down where these are coming from unless it’s coming out of your backyard."He noted that neighbors play a key role in reporting people using fireworks because citing specific locations makes police response easier. He also mentioned how dangerous fireworks can be, with 180 people across the country going to the hospital every day for firework-related injuries around this time of year.
