SAN DIEGO (KGTV) — Local activists are accusing the city of San Diego of slow-playing their proposal to create an independent commission on police practices - to the point that it died.The measure would have created a board with subpoena power. And the ability to launch its own investigations.The board, which would have been called the Independent Commission Police Practices, would have addressed several of the concerns raised by the County Grand Jury about the city's Community Review Board.Those concerns include a lack of subpoena power, access to only some complaints, and an appearance some find too closely linked to the San Diego Police Department. Women Occupy San Diego's proposed an independent board that would have subpoena power."We would have independent investigators who would talk to the witnesses, who would look at all the documents, who would do the same things that (Internal Affairs) does," said Kate Yavenditti, a local attorney and one of the group's members.Women Occupy San Diego filed the measure in March, but earlier this month the City Attorney's said the San Diego Police Officers Association and the Municipal Employees Association needed to be consulted before it could go to the November ballot, due to a law called the Meyers Milias Brown Act.A city attorney memo said the the organizations needed to be conferred with because the measure could impact their working conditions.Yavenditti said she learned of this at a rules committee meeting on July 11, and the City Council didn't docket the issue until Monday, just less than two weeks before the Registrar of Voters deadline for the November ballot.It was too close, so the council voted not to move it forward."At this point, there's nothing we can do about it except talk about what we believe was a deliberate delay," Yavenditti said. A city spokeswoman said this measure was treated the same as all the others that were vying for the November ballot. Jack Schaeffer, president of the San Diego Police Officers Association, said he stood by the current Community Review Board. He noted it has trained experts doing investigations, they pick apart all the evidence and come to appropriate conclusions."It's almost like a big audit of what we’ve done as investigators," he said. "If you look nationwide, a few different ways to do police oversight and not one of them is really any better the other."Yavenditti said her group is now eyeing the proposal for the 2020 ballot. 2489
SAN DIEGO (KGTV) - Local groups including the Local Initiatives Support Corporation, are pushing for the City of San Diego to draft up and pass an ordinance that excludes certain zoning policies. "We're not asking to spend billions of dollars and build something, we're saying change the zoning. They have the prerogative, it's under their jurisdiction, we're reminding them there are issues at stake and those issues are communities to this day that are segregated," said Ricardo Flores, executive director of LISC.Flores says the same areas that were identified back in 1930 by San Diego banks as low-income areas are still falling under that category today. Additionally, areas outside of those remain zoned for single-family homes, keeping the lower income families from moving in. "So, what we’re effectively saying is, if you can't buy a single-family home in Kensington, then you can't live in Kensington. But, that’s not the truth; the truth is Kensington is zoned one thing, single family, and we need to expand that zoning." A representative at the rally from Chicano Federation says, "We are tired of the continuation of policies masked as zoning when in reality they are policies of segregation." Meantime, Borre Winkle, CEO and president of the Building Industry Association of San Diego told 10News, "The American dream is not to live in an apartment, the American dream is still to live in a single-family dwelling unit no matter how big it is".Winkle says getting rid of single family zoning isn't the solution. SAN DIEGO (KGTV) — Last week, whale watchers caught the glimpse of a lifetime, a beluga whale swimming through San Diego's waters.The rare sighting was captured about seven miles off the coast on Friday. Beluga whales are native to Arctic waters and while they do swim south during the summer months, San Diego is still considered a long way off for the animal. Gone Whale Watching owner Domenic Biagini captured the amazing find via drone video. "Imagine if you were going outside to take your dog for a walk and you saw a polar bear," Biagini said. "It doesn't make any sense at all. I saw it with my own eyes and I'm still not sure I believe it."RELATED: Drone captures video of blue whale swimming up to boat off San Diego coastHe said he was contacted by his colleagues Lisa LaPointe and Chris Faist, who first alerted him to the discovery. He told his passengers they were going to meet up to help investigate, not knowing what to expect.But once they located the animal, "I knew immediately that it was a beluga whale, which is insane," Biagini said.The whale is thousands of miles away from its typical habitat range. According to the San Diego Surfriders, the last known official southernmost sighting was in 2018, when a wayward beluga whale was spotted in the United Kingdom's River Thames in 2018.The National Oceanic and Atmospheric Administration is currently monitoring the whale's health and welfare as it's in the area. Biagini said it appeared the whale was in generally good health and has been eating. He adds that it appeared to be an older adult male by the curling of its pectoral fins."Pretty monumental moment not just for San Diego, but for whale watching in general," Biagini says.Friday's discovery comes as Biagini says this summer is ripe for more rare viewing opportunities of blue whales off San Diego's coast. Thanks to an abundance of krill and pristine conditions, blue whales are already being spotted nearby. Blue whale sightings usually come in spurts, according to Biagini, while grey whales are more reliable, making this season even more of a treat. 2524
SAN DIEGO (KGTV) - It could take more than three weeks for out-of-work Californians to get unemployment insurance payments.The California Employment Development Department (EDD) tells 10News, during normal circumstances, an Unemployment Insurance (UI) claim takes approximately 21 days from filing to payment.Right now, the circumstances in California are anything but normal.According to a report from the state's Legislative Analyst's Office, "Given the extraordinary number of applications received recently, as well as the expectation that claims will continue to increase over the coming weeks, the Legislature should anticipate that first benefit payments will take much longer than 21 days."The report states similar delays occurred in the Great Recession. EDD tells 10News they are currently experiencing a large increase in claims filed in their programs and have staff working overtime to keep up with the demand."Given the unprecedented increase in UI claims due to COVID-19, we have taken several steps — working around the clock, including Saturdays and Sundays, and redirecting hundreds of staff to process UI claims — to ensure every Californian gets benefits as timely as possible. We do not expect any significant delays at this time. Should the situation change, and delays arise, we will notify the Governor's office, stakeholders, and the public as soon as possible," an EDD spokesperson told 10News."We're seeing impacts higher than what we saw at the Great Recession," said Andrew Picard with the San Diego Workforce Partnership.This week the organization put out a report on potential impacts of COVID-19 on employment in San Diego County.The report stated, "In the first three days of partial closures (March 16-18), Californians submitted 190,000 unemployment insurance claims — more than quadruple the weekly average — and the March 19 statewide order to shelter in place will bring more layoffs."Between March 16 to 22, the Workforce Partnership received notices or phone calls from 52 employers that are considering or have executed layoffs or work-hour reductions for a total of 3,865 impacted workers. San Diego’s median rental size is 1,154 feet, and renters can expect to spend .32 per square foot of space.The median rental size in Torrey Highlands is 2,033 square feet, at .14 per square foot, HotPads reported. Del Cerro residents pay .77 per square foot, with a median rental size of 1,710 square feet.
