NEW YORK (AP) — A federal judge on Sunday postponed a Trump administration order that would have banned the popular video sharing app TikTok from U.S. smartphone app stores around midnight. A more comprehensive ban remains scheduled for November, about a week after the presidential election. The judge, Carl Nichols of the U.S District Court for the District of Columbia, did not postpone that later ban. The ruling followed an emergency hearing Sunday morning in which lawyers for TikTok argued that the administration’s app-store ban would infringe on First Amendment rights and do irreparable harm to the business.Earlier this year, President Donald Trump declared that TikTok, owned by Chinese company ByteDance, was a threat to national security and that it must either sell its U.S. operations to American companies or be barred from the country.TikTok is still scrambling to firm up a deal tentatively struck a week ago in which it would partner with Oracle, a huge database-software company, and Walmart in an effort to win the blessing of both the Chinese and American governments. NEW YORK — Tropical Storm Fay battered the Northeast Friday, not only drenching the region but causing rip currents, flooding, and bringing with it dangerous winds that damaged vehicles and prompted power outages.The storm brought heavy rain and gusty winds throughout the day, causing Flash Flood Warnings and advisories across the region. Parts of New Jersey, New York City and Long Island experienced flooding in some neighborhoods.Periods of heavy downpours continued through the afternoon and evening hours.Despite the downpours, the storm weakened after making landfall Friday afternoon.The storm system was expected to bring 2 to 4 inches of rain, with the possibility of flash flooding in parts of the mid-Atlantic and southern New England. That’s down from earlier forecasts of about 3 to 5 inches of rain.The fast-moving storm developed late Thursday afternoon off the coast of North Carolina and made its way to the tri-state area by late Friday morning.Tropical Storm Warnings, and Flash Flood Warnings and Watches and Flood Advisories, were issued for New York City and the surrounding areas as Fay was expected to bring torrential downpours and gusty winds of 39 to 57 mph.A Tropical Storm Warning remains in effect until further notice.Fay is the first Tropical Storm Warning in the New York area in the month of July since Hurricane Bertha in 1996.Strong winds could cause tree limbs and other objects to fall, leading to power outages. Thousands of residents in New York and New Jersey have reported power outages across the state.Along the coast, Fay caused heavy surf, creating some beach erosion along coastal sections. The risk for dangerous rip currents will be high and swimming is not advised. Despite all these issues along the coast, the risk for a storm surge will be minimal.Conditions may improve as early as Saturday morning. The sun will break out and temperatures could approach 90 degrees. During the afternoon, a cold front will approach bringing the risk of scattered showers and thunderstorms.It remains hot heading into Sunday with highs at around 90 again. NOBLESVILLE, Ind. -- Jason Seaman, the hero teacher who stopped a school shooter at Noblesville West Middle School Friday, was honored at a baseball game Monday morning.The game was an Indiana Sectional Championship baseball game between Noblesville High School and Hamilton Southeastern High School. A moment of silence was held before Seaman arrived, then students began chanting Seaman's name, "Mis-ter Sea-man!"In an especially powerful moment, Seaman walked to some of his students who wanted to see him, with a fence separating them. Nevada, Oregon and Washington have all agreed to join California in its plan to allow an independent group of health experts to review the safety and efficacy of any COVID-19 vaccines before they're approved for use in their states.Nevada Gov. Steve Sisolak, Oregon Gov. Kate Brown and Washington Gov. Jay Inslee — all of them Democrats — said Tuesday that they had agreed to join fellow Democrat, California Gov. Gavin Newsom, in subjecting any COVID-19 vaccines approved for emergency authorization use to further review by a panel of scientists and health experts.According to a press release from Sisolak's office, the group's goal is that the additional review would not cause a delay in the distribution of vaccines."When the time comes, Nevadans will be able to feel confident in the safety of the vaccine knowing that an independent review by experts across the West gave it their seal of approval," Sisolak said in a statement."The FDA has made public information about the data required for authorizing a vaccine. That, combined with two independent federal groups, and our own Western States review process, should give the public pretty high confidence on the safety and efficacy of a COVID-19 vaccine," Inslee said in a statement.
