Illinois authorities are investigating allegations of neglect after a fire in Chicago killed 10 children, officials said Tuesday.Eight bodies were discovered Sunday after the blaze broke out in the two-story building. A representative with U.S. Section of the International Boundary and Water Commission tells 10News the spill came from the potable water Planetary Aquaduct around 4:30 am. They say Pump Station CILA was unable to divert water from this event and a trans-boundary flow of approximately 63,000 gallons occurred at around 4:30 am. The transboundary flow contained treated and untreated wastewater in addition to storm water runoff and groundwater that has made its way to the Tijuana River. Pump Station continues to operate and no transboundary flows are currently present. 686
