EL CAJON, Calif. (KGTV) — The El Cajon officer who was seriously injured after being dragged by a vehicle has been released from the hospital.Officer Nick Cirello was struck by a vehicle on Dec. 14 in the 100 block of W. Washington Ave. at about 8:30 a.m., after officers responded to a call of a vehicle blocking the roadway with the driver and passenger asleep in the vehicle.When the officers awoke the two, the driver gave identification for someone else. The driver suddenly started the vehicle and started to put it in gear, when one of the officers, Cirello, attempted to stop him. Cirello was dragged for a distance by the vehicle while still partially inside and hit by another vehicle traveling past the incident, police said.RELATED: Suspect wanted after El Cajon officer dragged by car is from well-known Guam familyCirello was ejected from the vehicle and taken to a nearby trauma center was placed in intensive care. He is expected to make a full recovery following his release.Police have identified the suspected driver in the incident as 41-year-old David Francis Cepeda Pangilinan. EL PASO, Texas (AP) — When Jordan Ballard read that one of the victims of the El Paso massacre had few relatives and the public was invited to her funeral, the Los Angeles resident bought a plane ticket and flew to Texas to honor a woman she had never met.She was one of hundreds of strangers who braved 100-degree (38 Celsius) heat to pay their respects to 63-year-old Margie Reckard. Feeling heartbroken and alone after her death, Reckard's companion of 22 years, Antonio Basco, had welcomed anyone to attend."I arrived here this morning," said Ballard, 38, who lived in New York City during the terror attacks of Sept. 11, 2001. "His story moved me."The service was moved from a funeral home to La Paz Faith Memorial & Spiritual Center to accommodate the crowd. Vocalists and musicians volunteered to help, including a mariachi band. Condolences and orders for flowers poured in."He felt like he was going to kind of just be by himself with this whole thing but it's not so," Perches Funeral Homes director Harrison Johnson said Thursday of Basco.While well-wishers waited, Basco arrived to people shouting blessings in English and Spanish. Wearing a black and red zoot suit, Medina stood quietly in line and waited for his chance to say goodbye to someone he never knew. "I know her now," Medina said. Funeral home staff urged attendees to be patient as people began rotating in and out of the service amid scorching heat.Reckard had children from a previous marriage who travelled from out of town to the funeral. In the days after the shooting, Basco told El Paso television station KFOX that Reckard's kindness and selflessness was incomparable. He said his mother would sometimes work at fast food restaurants or as a hotel housekeeper to add to what her husband earned as a truck driver."As a kid, I just remember her feeding us and trying to provide for us the best that she could," said Harry Dean Reckard, who lives in Omaha, Nebraska.He said that after his father died in 1995, his mother began a relationship with Basco. Drivers in New Orleans are claiming that they have been issued speeding tickets, even though their cars are in park, thanks to a speed camera operating in the city, WWL-TV reported. Donald Schulz told WWL that he has been issued speeding citations 10 or 11 times while his car remained parked. The camera, which is designed to ticket speeders, captured Schulz's license plate, instead of the car passing by Schulz's car. Schulz has had to make frequent stops at New Orleans City Hall to fight citations, causing him a headache and time wasted. "Whoever is responsible for reviewing these violations is not doing their job," Schulz told WWL.According to Fox News, the citations range from to 0.  City officials told WWL that a contractor is to blame, and that the contractor will train its employee how to properly issue citations.  906
