SAN DIEGO (KGTV) - Concerns continue to grow after the Del Mar coastline collapses three times in a matter of weeks.Large parts of the cliffs, between 8th and 11th streets, have come tumbling down to the shore. “Parts of the cliffs are still unstable but it’s difficult to tell when exactly that failure, or additional failures, may occur,” says Adam Young.Young is a Project Scientist with Scripps Institution of Oceanography. He says the timing of the collapses is unusual.“We see this activity in the winter time when we have a lot of rain. you can get a lot of land sliding but to have something in the summer time is quite unusual.”Scripps is continuing to monitor the coastline. In a statement from Del Mar City Councilman Terry Sinnott it says in part:“First, we working with SANDAG on a project called Del Mar Bluff #4 that will be built in early 2019 that will improve the drainage coming off the developed properties to the East. Second, there is a long-term solution which is to move the train tracks off the bluffs."Young also advises beach goers to be aware of their surroundings near the cliffs and to adhere to signs that say do not enter.Following a recent bluff collapse, the Del Mar bluffs have been three dimensionally mapped. SAN DIEGO (KGTV) -- Authorities are searching for a felony traffic violator in Mission Valley who drove onto trolley tracks while fleeing from police during a chase Sunday morning. Police say officers tried to pull over a vehicle on Hotel Circle shortly before 9 a.m. because the vehicle didn’t have a front license plate.During the chase, the suspect failed to stop and ran several lights at high speeds. Police also say the driver drove the wrong way during the pursuit. SAN DIEGO (KGTV) - Another San Diego driver has come forward, after she got hit with a late fee despite paying her parking ticket early.In early November 2019, Pamela Moes parked on Thomas Avenue in Pacific Beach and went for a walk on the beach. She was parked in a street sweeping zone."A truck blocked the 'No Parking' sign when I parked, but it's no excuse. I knew the rules," said Moes.Moes likes have things taken care of quickly, so she went home and mailed out a check for .50 that afternoon.RELATED: North Park driver hit with late fees after paying parking fine earlyA few weeks later, she got a notice from the city: they hadn't received her payment and she would soon be delinquent. She stopped payment on her first check, drove to the Parking Administration office downtown, and paid for the fine in person."I thought everything was taken care of. Now I really don't have to worry about anything," said Moes.She was wrong. In late December 2019, she got another notice from the city. The ticket was paid, but she had been hit with a late fee of . "I was angry and frustrated because I paid for it in person!" said Moes.Turns out when the processing center in Inglewood couldn't deposit the check she stopped payment on, a late fee was assessed, even though she was already paid in full."How is this happening? They have to be talking to one another. There has to be some communication," said Moes.Moes is hardly alone. Last week 10News reported on a North Park driver named Stacy, who paid her fine early — a week after Moes paid hers — and also got hit with the same late fee. The city at that time blamed delays on processing with new equipment and "connectivity issues" at the Inglewood facility.Moes has since made a final payment for the late fee so she could be done with it.10News reached out to a city spokesperson about Moes' case, along with a list of questions about the overall issues and the number of people impacted. A spokesperson says they've begun looking into it and will release a response.The city released the following statements in the previous story: "Check payments are processed by a third party vendor located in Inglewood, Calif. The average processing time in calendar year 2019 was six days for payments mailed to the vendor. Recently, the vendor encountered delays due to the installation of new remittance processing equipment. The new equipment had connectivity issues which created a backlog of payments.Customers who reached out to the Office of the City Treasurer during the backlog were advised not to stop payment on their checks, the postmark date was considered the legal payment date. When the payments were processed, the postmark date would automatically roll back any late fees if assessed. The Office of the City Treasurer generally advises customers to use the online option as the payments are posted in real-time ..." 2897
SAN DIEGO (KGTV) — City council leaders unanimously approved a reform to allow local churches to build affordable housing in parking lots.The plan will allow churches and other religious institutions to choose to build affordable housing units in their parking lots to utilize large areas of the property that may go typically unused during the majority of the week.Previously, the institutions were required to offer a certain amount of parking spaces based on the location's capacity.The approval is part of a series of housing reforms the city hopes spark new affordable housing opportunities. City leaders are optimistic the moves will increase local housing supply, attract new construction, and lower costs in the long run.RELATED: Protesters air grievances in an end-of-year 'Festivus' at City Hall“There are so many religious leaders who want to know what they can do as we face a statewide housing crisis that is putting the squeeze on working families,” Mayor Faulconer said in a release. “We have people in need and people who want to help so giving churches the opportunity to build affordable housing on underutilized parking lots makes all the sense in the world.”The idea has been gaining steam since last Spring. The group UPLIFT San Diego led the effort dubbed YIGBY, or "Yes in God's Back Yard.""There are 1,100 churches in San Diego County with over 3,000 acres of property," UPLIFT leader Tom Theisen told 10News in June. SAN DIEGO (KGTV) -- Dawn Hendon knows a thing or two when it comes to the big day for couples, she was a wedding planner then became an officiant over the past 10 years."It's a happy business, I like to be around people for joyous occasions and weddings are always a happy event so I thought this is a happy thing, and today we need all the joy we can find," Hendon said.Recently, she's added a backyard chapel at her San Marcos home to her list of services. "I even have shoes, accessories, floral head pieces, boutonnieres for guys and tuxedos for men."Love Wedding Chapel is what she calls it and she was able to pull it off thanks to help with a grant from the San Diego Black Chamber of Commerce. At a time she said when people are supporting more black owned businesses amid the fight for racial injustice, "I’m glad people are looking to support black owned businesses. Sometimes we have a lot more challenges, our population isn’t so big in San Diego." And in the middle of a global pandemic, Hendon said, "I’ve lost family members with COVID this year and I thought finding our joy is important so it brings me joy, and I hope to bring joy to others."She said there was no better time than now to create the business of her dreams, "I thought if we could bring a little bit of that dream to them and bring them a nice environment then it’d make their day a little special."She received her Masters in Business Administration last year and said everything she's learned and accomplished has helped make this business happen.
