SAN DIEGO (KGTV) - Detainees inside the Otay Mesa Detention Center can reportedly no longer make phone calls to certain immigrants' rights activists. “Quite frankly, I'm outraged that a U.S. federal agency (ICE) would cut off communication,” said Alex Mensing with Pueblo Sin Fronteras. Mensing told ABC10 News on Tuesday that his number was blocked along with numbers to another immigrants’ rights activist group, Otay Mesa Detention Resistance.“Last time I checked, in the United States we're not supposed to censor people's ability to denounce abuses, to denounce medical negligence, to denounce physical assault by guards…by private prison guards or ICE officers against the people,” he added. The Otay Mesa Detention Center has come under fire in recent months for allegations of poor health conditions and abuses inside, as hundreds of people being housed there were testing positive for COVID-19.In May, Salvadoran Carlos Escobar-Mejia became the first detainee in U.S. custody to die after testing positive for the virus. His funeral was held last week.ICE contractor CoreCivic operates the facility. When asked Tuesday about blocking calls, CoreCivic replied, “We took this action at the direction of our government partner. We encourage you to reach out to Immigration and Customs Enforcement (ICE) for more information on their rationale for this decision.”On Tuesday, a spokesperson for ICE sent ABC10 News the following statement:“Due to safety concerns for all detainees in custody, ICE has temporarily blocked detainee calls at Otay Mesa Detention Center to a specific San Diego area phone number after detainee calls to this number resulted in detainees exhibiting highly disruptive behavior, threatening the health and security of other detainees and employees at the facility. ICE takes very seriously the safety and well-being of those in our care and will take all necessary steps in order to ensure the continued safety of both detainees and staff. San Diego ICE ERO management will continue to monitor the situation. Temporary blocked phone calls may be restored when deemed safe to do so.” 2118

SAN DIEGO (KGTV) — From in-person instruction to distance learning, and now hybrid classes in some cases, most school districts have been through a lot during this pandemic. Many parents have decided to turn to charter schools, which have excelled in distance learning for years.A spokesperson for the California Charter Schools Association said they’ve heard from non-classroom based charters in San Diego County that are seeing substantial enrollment requests this academic year. Some of the charter schools have taken on many new students, while others had to stop enrollment due to the lack of state funding.“In the beginning, a lot of big districts were not providing any resources, the kids were just off,” said Kathleen Hermsmeyer, the superintended of Springs Charter Schools.Springs Charter Schools has locations across Southern California, including in Vista and Chula Vista in San Diego County.“We’ve been in business doing this type of distance learning education for 20 years, so for us, this was not a big transition,” she said in regards to education during the pandemic.“We already had all of our technology, our learning management system, our systems down for distance learning, so it wasn’t a big transition.”Hermsmeyer said the students new missed a day of class during the pandemic, and early on, Springs Charter Schools enrolled an additional 130 students in San Diego before they knew they wouldn’t be receiving extra state funding.“The school year starts for us July 1, we didn’t find out until June 28 that we were not going to get funded for those students,” she explained. “They did say we can disenroll the kids, but we’re not going to do that, that’s not kind, that’s not a service to the community.”Right now, she said about 7,000 students remain on the Springs Charter Schools waitlist across California, with nearly 1,000 in San Diego County. Hermsmeyer said that’s about four times more than last school year.“We can’t accept the students because there has been a cap on growth for non-classroom based charters like ours,” she said.“Parents were clamoring to get into our schools, and we couldn’t enroll them, so we wanted to provide something because parents were crying on the phone, it was a really hard crazy time, and parents wanted to keep their children moving academically.”Springs Valley Schools then launched “Open Classroom,” an online website providing free lessons for students K through 12 at home.“We had thousands of people all across the whole world using our free classroom,” she said.Springs Charter Schools received an award from the National Alliance of Public Charter Schools for going above and beyond during the pandemic.Hermsmeyer said Springs Charter Schools, along with a few other charters, are in a legal battle with the state over the lack of funding to enroll new students.Springs Charter Schools expects to start bringing back some students for in-person learning by the end of the month, with a full distance learning option still available. The California Department of Education is tracking statewide enrollment numbers for charter schools and traditional schools and will release the numbers for the 2020-21 academic year in March. 3205

SAN DIEGO (KGTV) -- Homicide investigators have been assigned to look into a deadly fire in Logan Heights that claimed three lives. According to the San Diego Police Department, the investigators have been assigned “out of an abundance of caution.”Investigators will work closely with the metro arson strike team also looking into the incident, the department says. The fire started at a home on the 3100 block of Clay Street around 4:30 a.m. Sunday. 44-year-old Jose Romero died at the scene while his wife and daughter, 46-year-old Nicolasa Maya-Romero and 21-year-old Iris Romero died at the hospital in the days following the blaze. The family’s 23-year-old daughter and 16-year-old son remain in the hospital. The family’s oldest son, a 26-year-old, was unharmed in the fire. The 26-year-old said he awoke Sunday morning to find his bed on fire. The man told 10News he tried yelling at his family to get out of the home."My dogs were jumping on me, trying to wake me up. I woke up. When I woke up, my bed was on fire. I jumped out of bed and started screaming the house is on fire," said Wilber Romero.According to the San Diego Fire-Rescue Department, firefighters had to go inside the home to pull many of the victims out.A GoFundMe has been set up to help the family with funeral expenses. At this time, it’s unclear what sparked the fire. 1355
