SAN DIEGO (CNS) - Virulent Newcastle disease was detected this weekend at a property in central San Diego County, a state veterinarian said Sunday. Friday's detection was identified when a private veterinarian submitted dead birds to the California Animal Health and Food Safety Laboratory System, according to state veterinarian Dr. Annette Jones. Response team members from the California Department of Food and Agriculture and the U.S. Department of Agriculture are working through the Labor Day weekend on control measures, including restriction of bird movement, mandatory euthanasia of infected and exposed birds, and surveillance testing near the property where infection was detected. "We are moving quickly to investigate the origin of disease as well as any movement of birds or equipment that could carry infection," Jones said in a statement. Detections of virulent Newcastle disease have decreased greatly over the last few months, she said. SAN DIEGO (KGTV) - 10 years ago, a Poway teen disappeared during a jog, and a collective sense of security was never the same. What followed were massive searches and an outpouring of support from the community. The investigation led to the arrest of the man who killed teenagers Chelsea King, 17, and Amber Dubois, 14. Carrie Cave's daughter Amber vanished in 2009 while walking to Escondido High. She planned to purchase a lamb that day and raise it as part of a school program. Her fate was revealed a year later after Poway High School senior Chelsea King went missing during a jog near Lake Hodges."I remember not being able to breathe. Your whole body is shaking," said Brent King, Chelsea's father.The evidence trail led to convicted sex offender John Gardner, who was ultimately convicted for a series of crimes, including the rape and murder of the two girls. Their bodies were recovered. After an emotional confrontation with Gardner in prison, Cave decided to forgive Gardner before he was sentenced."I got the answers about her last moments that I wanted ... I forgave him because I had another daughter to raise, and if I didn't, I wouldn't be able to live," said Cave.Cave started a search and rescue group. Her dog Amber discovered the remains of missing San Diego native and nursing student Michelle Le in the Bay Area in 2011."It was a lot to take in. I sat under a tree for two hours and cried," said Cave.That emotion is something the King family also knows well. The family channeled their grief and helped pass Chelsea's Law, a state law which enhanced sentences, parole terms and monitoring for violent sex offenders who commit crimes against children. To date, more than 2,500 offenders have been charged under Chelsea's Law."Because of Chelsea's Law, our children are safer, but that doesn't mean they're safe," said King.Besides advocating for laws, the King family's nonprofit Chelsea's Light Foundation has handed out over 0,000 in scholarships to local children. SAN DIEGO (KGTV) - A first of it's kind scholarship is up for the taking for female high school seniors pursuing a college sports career.Solana Beach athletics wear company, HYLETE, calls it their "GRACEDBYGRIT" scholarship."We all experience these gritty moments in our lives and those gritty moments are what define us, they give us our strength and it's what you do with those gritty moments that gives you your grace," Vice President of HYLETE Kate Nowlan said.Nowlan played Softball and swam in high school. She said sports have a huge impact on young women, "they have a greater chance of success professionally but also their self confidence is higher."A 2014 Ernst & Young and espnW study found 52% of female executives played sports in college. "This is one small way we can contribute to someone's success," Nowlan said, referring to the ,000 scholarship they're awarding for the first time.High school seniors must have a minimum 3.0 GPA, be pursuing college sports and have a story of overcoming adversity. The applicant must write an essay and complete a short video describing that trying moment and how it taught her grace.Nowlan said her grit came when she was 20-years-old and became Maggi's mother, "she was often in my front pack while I finished my degree which was definitely a graceful way of doing it, but a really hard time in my life." SAN DIEGO (CNS) - Unemployment in San Diego County has dropped to 14.3%, but is likely to start increasing again due to modified public health orders, a report released Wednesday by the San Diego Association of Governments found.While unemployment has slowly but steadily declined from the high of 25% the week of May 9, county health orders on Tuesday closing bars, indoor dining at restaurants and indoor business at zoos, museums, movie theaters and other businesses will likely take a toll on the region."The recent rollbacks in opening could significantly impact the food and beverage industry," SANDAG Chief Economist Ray Major said. "Additionally, we could see another wave of layoffs as funding from Paycheck Protection Program loans is exhausted."Those industries told to shut down or modify business on Tuesday represent more than 160,000 jobs, or 11% of the region's pre-COVID-19 workforce.The unemployment rate before the pandemic was 3.1% and it could take many months for the economy to recover to that degree, the report said.The report also shows the geographical distribution of lost jobs and calculates unemployment rates for the five most impacted ZIP codes regionwide, including Encanto, College Area, City Heights, San Ysidro, and Logan Heights. Only Logan Heights is estimated to still have an unemployment rate above 20%. SAN DIEGO (CNS) - Two women were arrested and nine people were detained Friday morning following a break-in at a nearby liquor store, police said.Dispatchers received a call shortly before 3:30 a.m. from a person who reported seeing video of people breaking into the Valley Liquor store in the 1200 block of Hotel Circle, San Diego police Officer Scott Lockwood said.Officers responded to the scene and learned the suspects were possibly in a room at a nearby hotel, Lockwood said.They went to contact the suspects at the hotel room and ended up detaining 11 people for questioning.One male detained became unruly with officers and was placed into the back of an SDPD vehicle, where he continued to act out.Two women were eventually arrested on suspicion of burglary, but their names and ages were not available, Lockwood said. 835
