SAN DIEGO (KGTV) - A gray whale spotted frolicking in shallow waters attracted dolphins and a crowd of swimmers and surfers in the ocean off Mission Beach Wednesday. Lifeguards got a call about the whale possible tangled in fishing line about noon, an official said. A lifeguard who swam toward the whale to investigate determined it was free.The gray whale was young, possibly a year and a half old, whale watcher and photographer Domenic Biagini told 10News. Gray whales are starting to migrate north from Mexico during the spring. There is a good chance San Diegans will see more mothers and juvenile whales closer to shore, Biagini says, because the shallow waters keep the whales safe from orcas. "It's some of the most exciting times for us as professional whale watchers to see these animals, but it's also when we see the most conflicts with these animals coming in with people," said Biagini.Sky10 was above the whale as a group of surfers and swimmers approached it near Mission Beach, coming close to the giant mammal.Biagini warns that can be extremely dangerous for humans and can also stress the animal."These gray whales, despite not being the largest of the great whales we see out here, they can still get 50 feet long and weigh up to 80,000 pounds, so you're talking very large animals. All it takes is one flick of the tail and you have a catastrophic accident. And moms are naturally protective of their young," said Biagini. The National Atmospheric and Oceanographic Administration adopted in 2011 new regulations under the Marine Mammal Protection Act and Endangered Species Act to encourage the public to ‘be whale wise.’ The NOAA guidelines include:DO NOT APPROACH or position your vessel closer than 200 yards to any killer whale in the U.S. DO NOT APPROACH or get closer than 100 yards to any other marine mammals or birds, whether on the water or on land.BE CAUTIOUS, COURTEOUS and QUIET when around areas of known or suspected marine wildlife activity, in the water or at haul-outs and bird colonies on land. Especially from May to September during breeding, nesting and seal pupping seasons.LOOK in all directions before planning your approach or departure from viewing wildlife.SLOW DOWN: reduce speed to less than 7 knots when within 400 yards of the nearest marine mammal and reduce your engine’s noise and vessel’s wake.ALWAYS approach and depart from the side, moving parallel to their direction of the animal’s travel. If the animal(s) are approaching you, cautiously move out of the way and avoid abrupt course changes. DO NOT approach from the front or from behind.IF your vessel is not in compliance with the 100 yards approach guideline (#1), place engine in neutral and allow animals to pass.PAY ATTENTION and move away, slowly and cautiously at the first sign of disturbance or agitation from any animal.STAY on the OFFSHORE side of the whales when traveling close to shore.ALWAYS avoid going through groups of porpoises or dolphins and hold course and reduce speed gradually to discourage bow or stern-riding.LIMIT your viewing time to 30 minutes or less. SAN DIEGO (CNS) - The San Diego-based Institute of Public Strategies reminded residents Tuesday that reduced alcohol usage plays a large part in suicide prevention and increased mental health, especially among teenagers and young adults.According to the San Diego County Medical Examiner, alcohol use was a factor in 30.8 percent of county suicides in 2016. Data from the National Alliance on Mental Health shows that roughly 29 percent of people with a diagnosed mental illness abuse drugs and/or alcohol. The abuse of alcohol can mask conditions like anxiety and depression, and can also impair judgment and spur impulsive behavior -- two factors that lead to suicidal tendencies, according to IPS.The risk for teenagers and young adults is especially high because alcohol and drug abuse can hamper mental and physical development. California school districts with students in grades 7-12 are required to develop policies that aid in preventing suicide and reducing the risk of suicide. Teachers are also trained to recognize the signs of drug and alcohol abuse among teens and young adults.According to IPS, which focuses on public health and safety issues, and the San Diego County Office of Education, helping youth learn about the dangers of alcohol abuse is one of the most important suicide prevention tools educators can use."It is common to see substance use disorder coupled with mental disorders,'' said Heather Nemour, project specialist for the SDCOE's Student Support Services department. "Understanding the role of substance use in suicidal behavior and how to intervene early is a critical component of school staff training in reducing youth suicides.''Local policy can also help reduce alcohol abuse in all demographics, according to the nonprofit, which advocates taking steps to increase alcohol taxes, limit alcohol sales to a certain number of outlets and enforce limits on when alcohol can be sold, using tools like blue laws, to promote healthy lifestyle choices and reduce the risks of abuse and suicide. 2038

SAN DIEGO (KGTV) -- A group of San Diego City College students are hoping their fundraising efforts will help them get to a national STEM conference in Hawaii later this year. The students are a part of the club called SACNAS (Society for the Advancement of Chicanos/Hispanics and Native Americans in Science), a chapter of a larger, national organization. The club works with students K-12 to teach them about the career opportunities in STEM. The conference offers research opportunities, tips to improve networking skills and workshops about cutting-edge research. SACNAS takes place in October of 2019 in Honolulu, Hawaii. SAN DIEGO (CNS) - The San Diego-based owners and operators of the conservative One America News Network filed a million defamation lawsuit Monday against MSNBC and political commentator Rachel Maddow for saying on air the network ``really literally is paid Russian propaganda.'' The lawsuit filed in San Diego federal court by Herring Networks Inc., owners of the One America News Network -- or OAN -- calls Maddow's on-air statements ``utterly and completely false'' because OAN ``is wholly financed by the Herrings, an American family'' and ``has never been paid or received a penny from Russia or the Russian government.'' Maddow and MSNBC could not immediately be reached for comment. Maddow made the statements during a July 22 segment of her show, in which she cited a Daily Beast article stating that an OAN on-air reporter was ``on the payroll for the Kremlin.'' Herring Networks' court papers say the reporter, Kristian Rouz, is originally from the Ukraine and started his journalism career by writing articles for Sputnik News, which is affiliated with the Russian government. According to Herring Networks, Rouz was merely a freelancer for Sputnik who selected his own article topics for submission, and his work there had no significance toward his work for OAN. OAN demanded a retraction of Maddow's statement, according to the suit, which says that an attorney for NBC Universal refuted that Maddow's use of the word ``literally'' was not simply a figure of speech. The Herrings' attorney, Skip Miller, said in a statement that ``One America is wholly owned by the Herring family in San Diego,'' who he called ``as American as apple pie.'' Regarding Maddow's statements, Miller said, ``This is a false and malicious libel, and they're going to answer for it in a court of law.'' SAN DIEGO (KGTV) -- A family from Chula Vista is desperately looking for their 9-year-old loved one. Erik Ochoa was swept away by the current in Rosarito on Easter Sunday. Ochoa lives in Tijuana with his father. His sisters, Zusel and Hilary live in Chula Vista. The boy was with two other children walking along the beach in Rosarito when they were swept away. One boy made it out of the current and ran to get an adult nearby. The third child washed ashore, lifeless, 25-minutes after going missing. Erik hasn't been seen since. The sisters have been looking for their brother since they heard about what happened. They've been going from Imperial Beach all the way down to Border Field State Park.The Mexican Navy is actively searching on the Mexican side. The U.S. Coast Guard broadcast a message to boaters telling them to be on the lookout. Erik was last seen wearing green shorts and a striped shirt. The family tells 10News the Mexican Navy will search until Sunday.  1008
