SAN DIEGO (KGTV) — The city of San Diego may turn to homeowners to help chip away at the housing crisis.On Wednesday, the San Diego Housing Commission floated the idea of offering loans to homeowners in the city to build backyard granny flats to be rented out as affordable housing. The plan could help homeowners pay their mortgage while also providing more low-income units to those who qualify. "They present an opportunity to increase production at potential lower costs in a faster time frame and with a smaller environmental footprint," said Jeff Davis, the housing commission's chief of staff.RELATED: Making It in San Diego: San Diego's housing market cooling down, new report showsThe commission pitched the idea to the city's Land Use and Smart Growth committee Wednesday. Councilmembers on the committee appeared to be in support of the idea. Commission staffers said it was too early to know details about the loan, but if all goes as planned, they could be offered by next year. The idea comes about a month after Poway Mayor Steve Vaus floated a plan for his city to pay to build granny flats in backyards to be rented as affordable homes. The city would take a cut of the rent for about ten years before the homeowner gets it outright. Vaus said Wednesday the city of Poway was studying his idea.RELATED: Realtors expect busy spring for buyers and sellersMeanwhile, San Diegans continue to deal with increasing rents - the average now nearly ,200 a month, Zillow says. Angie Samples, who lives in Hillcrest, said her landlord just told her the rent would be going up in the next year. She doesn't believe she'll be able to stay once she retires in five or so years. "As much as I love it here, my families here, my grown children, my grandson," she said. "I think everybody has a roommate." 1815

SAN DIEGO (KGTV) -- The man accused of killing his wife in their City Heights apartment appeared in court Tuesday. Bail was set at million at the arraignment for Abdiaziz Kerow, 45, who was arrested in Panama on March 20 and extradited to San Diego.Kerow is accused of killing his 36-year-old wife, Muna Salad Kuri. Kuri’s sister found the victim’s body in a bed in the couple’s home on the 4000 block of Van Dyke Avenue on March 4. RELATED: Husband suspected of killing wife in City Heights apartment found, arrested in PanamaKuri had suffered traumatic injuries to her upper body, according to police. Hundreds of Kuri's family members as well as members of the community attended the arraignment. So many people showed up, the courtroom was unable to accommodate the crowd. The victim's sister, Amiina Salad said her sister was "sweet, humble, she's funny. She's always there for you, no matter what happens, she's there."Salad also had a message for Kerow. "My sister is in heaven. You're going to rot in here and you're going to rot in hellfire.''Somali community leader says this is the first time domestic violence death that has affected a Somali woman in their San Diego community. SAN DIEGO (KGTV) - Tempers flared at a meeting of the Community Review Board On Police Practices Tuesday night. Dozens spoke out against the San Diego Police Department’s chokehold policy. Members of the Racial Justice Coalition wants to ban the practice, saying it’s excessive force and potentially deadly.  San Diego’s new police Chief David Nisleit called the comments at the meeting “passionate.” He said he heard them loud and clear but had questions about the doing away with the chokehold as some law enforcement agencies around the country have done.“Anytime you take a use of force tactic away from an officer, they generally have to go a higher level,” Nisleit said. “So my concern on that, and why I’m hitting pause to take a hard look at this, is I want to make sure that if we continue or discontinue, it's for the very right reasons. I want to look at the LAPD and the Chicago Police Department and their information on what has happened prior to and more importantly, what has happened afterward to see if more higher level of force had to be used.”The chokehold is expected to come to the review board again at their May meeting. 1163

  

SAN DIEGO (KGTV) -- The brother-in-law of a woman killed in a murder-suicide in Paradise Hills spoke to 10News about her relationship with the father of her young sons.On the morning of Nov. 16, 29-year-old Sabrina Rosario and her four sons were shot by the boys' father in a home on Flintridge Drive, according to San Diego police.Rosario and three of her sons died, and the boys' father -- identified as 31-year-old Jose Valdivia -- shot himself to death after killing the family members.As of Sunday afternoon, Rosario's 9-year-old son, Ezequiel, was in an induced coma at Rady Children's Hospital.RELATED: Parents, 3 children killed in Paradise Hills murder-suicideKarl Albright, Rosario's brother-in-law, told 10News, "No one thinks it's going to happen until it's happened."Albright said he has so many questions about what led Valdivia to gun down his wife and children. According to Albright, Valdivia's infidelity broke Rosario's heart a year ago, and she decided to end things."She had made her mind up that it's over, and he didn't want to accept that," Albright said. "He wanted it back. And he tried to, the love way, and then he tried the fear way, and he tried every way in between to try to break through, but she stood her ground."Albright said Valdivia's threatening texts and stalker behavior escalated six months ago when he bragged about purchasing a gun.Albright explained Valdivia would tell Rosario, "I'm going to come over and kill myself in front of you guys. I'm going to kill you guys, then kill myself."Rosario told him that he sounded like the boy who cried wolf, according to Albright.A records search shows two cases of domestic violence in 2019. On Nov. 15, police said Rosario spent the whole day at court obtaining a restraining order against her husband.When he called that night, she told him she had no other choice. He never called back.Albright said she told him that their problems would be solved, and her children would be safe."Even what they were living in, and what she was going through in the house, she had an umbrella over the kids, and it never fazed them," Albright said.Instead, the next morning, police said the children's father came into the granny flat on Flintridge Drive and shot his wife and four children in the head before shooting himself.Rosario and 3-year-old Enzi died at the home. Five-year-old Zuriel, 9-year-old Ezequiel, and 11-year-old Zeth were rushed to the hospital. Zuriel and Zeth did not make it.Life will never be the same for relatives who live next door."Now that Thanksgiving is coming up and Christmas. We've already got Christmas gifts for the kids and for her," Albright said.Those gifts will remain under the tree in their honor."They were fun-loving. They were well-raised. SAN DIEGO (KGTV) -- The man police say hit and killed a pedestrian on a South Bay road in late July has been arrested.According to police, Carlos Franco, 20, turned himself in to investigators Tuesday and was booked into jail for vehicular manslaughter.San Diego Police on July 30 received a report of a crash on Del Sol Boulevard and Dennery Road at 7:03 a.m.RELATED: Pedestrian hit, killed on south San Diego street  Police say Franco struck a 66-year-old man, who was crossing the street at the time of the crash. The man, who hasn’t been identified by police, was pronounced dead at the scene.Following the crash, Franco stayed on scene. Police say drugs or alcohol weren’t factors in the crash. 712
