EL CAJON, Calif. (KGTV) -- El Cajon city leaders will consider the possibility of a ban on the sale of vaping products at their next meeting in November. Tuesday evening, city council leaders heard from dozens of people for and against the idea; but the issue was not on the agenda.Councilman Gary Kendrick first brought up a city-wide ban in July. Tuesday afternoon, he was joined by school leaders, doctors, health officials, and parents who all believe vaping is an epidemic targeting kids. "These people who are selling vaping devices and vaping liquids to our children are profiting from the suffering of our children," said councilman Kendrick. A member of the Cajon Valley Union School Board said vaping is rampant in children as young as elementary age. "The liquids that are being used our being promoted to our youth , having vaping devices available at a very low cost in our liquor stores or 7/11/'s for approximately a dollar is promoting to our children that they can easily have access to them," said Jill Barto. Joey Johnson works at United Smoke Shop and Vape. He says if it weren't for vaping, he'd still be smoking two packs a day. "It's astonishing how much it’s truly helped me," said Johnson. Johnson believes a ban punishes legitimate businesses and will only create a bigger black market. "Gas stations places like that don’t care, so it’s either that or people on the streets or getting THC cartridges from people on the street who don’t know what they’re doing , they’re adding stuff to it to make it “vapable” or able to smoke and that’s the people that are dying," said Johnson. At least twenty-three people across the country have died from vaping related illnesses. In San Diego County, there have been no deaths, but at least twenty-two people have been sickened. One high school student told the council that vaping is rampant in the school bathrooms."The athletic kids vape, the honors kids vape, the college prep kids vape and their parents vape and at this point, it's sad to say, I think it's become a part of high school culture," said the student. Deborah Kelly told city leaders she was outraged at the failure of government to protect children. "Flavored tobacco products taste like candy, but act as poisons and kids don't smoke marijuana, they vape it," said Kelly. The council decided more research is needed before it takes any action on a possible ban. City leaders did vote to increase suspensions and fines for businesses that sell tobacco products to minors. Under the new rules, fines start at ,500 instead of ,000. If a business has a fourth violation within a five-year period, the retailer is subject to a permanent suspension. 2692

Doctors are getting a better understanding of how using marijuana can affect a breastfeeding mother's milk supply -- and for how long.A study published Monday in the journal Pediatrics found that low levels of chemicals in marijuana, like tetrahydrocannabinol or THC, were measurable in several mothers' breast milk up to six days after they said they smoked pot or ate an edible, among other forms of use."Whether this means that some level -- or any level -- of these metabolites can negatively influence child development is unknown at this point," said senior study author Christina Chambers, a professor of pediatrics at the University of California, San Diego and director of clinical research for the Department of Pediatrics at UCSD and Rady Children's Hospital. 778

(KGTV)- An El Cajon family says the least valuable items stolen during a recent burglary are the ones they most desperate to get back.  Last Friday, Shannon Torres returned to her home along Murray Drive around noon with her 3-year-old son. "Her heart dropped. She was terrified," said husband Omar Torres.Torres says she found the front unlocked and the French doors leading into the family room open."They had kicked it open and splintered it up near the top," he said.Inside the house, the bedroom drawers were open and Shannon's jewelry boxes were gone and along with them, dozens of pieces of jewelry.Among the missing items: a pearl necklace from her aunt that Shannon wore at her wedding, diamond earrings from her husband for their anniversary, and a silver-and-gold bird necklace. The latter was a Mother's Day present. The couple have three sons, ages eight, six and three."It's very sad. Heartbreaking," said Torres.That feeling was made more intense when they realized what else was in the jewelry boxes: a yellow-and-white flash drive on a key ring and a black SanDisk memory stick. On them were the birth videos of their sons, along with videos and stills of each of their first year of life."It was a tremendous time we want to be able to relive and now we can't on those videos. It's devastating. You want to be able to share with them and pass it on to them one day," he said.The bird necklace is engraved with the first letters of her sons' names, V - A - N. EL CAJON, Calif. (KGTV) - The City of El Cajon is days away from unveiling their new million dollar animal shelter to the public and gave 10News a sneak peek on Tuesday.The new shelter is double the size of the current facility, which was built in the 1950's, and features state-of-the-art amenities.The city believes it will dramatically improve the adoption experience for East County residents."With more room comes more ability to provide the standard of care expected for these types of animals," said Dirk Epperson, Director of Public Works for the City of El Cajon.The facility has a medical center and operating room as well as a full-service grooming station.There will also be several 'get to know you rooms' where potential adopters can get one-on-one time with the animals.Epperson says efficiency is a theme in the new facility, making it easier and more environmentally-friendly for shelter employees to do their jobs. The grand opening is Saturday, June 2 from 12 p.m. to 3 p.m and adoption fees will be offered for all animals.The shelters will be closed from Tuesday, May 29 through Friday, June 1. However, special arrangements can be made for residents needing to drop off stray dogs or claim a pet.   1250

  

DUBLIN, Calif. – Actress Lori Loughlin has surrendered herself to authorities to begin her two-month prison sentence for her involvement in the college admissions scam.NBC News and The Associated Press report that Loughlin reported to the Federal Correctional Institution in Dublin, California, on Friday to be processed.The former “Full House” star showed up early. She wasn’t ordered to report to the San Francisco- area prison until Nov. 19, NBC News reports.Earlier this year, Loughlin and her husband, fashion designer Mossimo Giannulli, pleaded guilty for paying 0,000 in bribes to cheat the college admissions process.It came to light in 2019 that the couple paid the money to get their two daughters into the University of Southern California as crew recruits, even though they aren’t rowers.Loughlin and Giannulli were among several people arrested in the case that was called “Operation Varsity Blues.”Loughlin was handed her two-month prison sentence in August, when a judge accepted her plea deal. The same day, her husband was sentenced to five months behind bars for his role. 1101
