SAN DIEGO (CNS) - County environmental health officials issued a water contact closure Friday along the Tijuana Slough National Wildlife Refuge and Border Field State Park due to sewage-contaminated water. The San Diego County Department of Environmental Health issued the closure Friday afternoon following rainfall this week that caused contaminated water in the Tijuana River to flow into U.S. waterways. County officials regularly issue beach closures after rainstorms due to contaminated flows from the river. The closure extends along the shoreline from the U.S.-Mexico border to the southern end of Seacoast Drive. County officials have placed water contact closure signs to alert beachgoers of the water's contamination. The signs will remain in place until water sampling meets state health standards. SAN DIEGO (CNS) - Just after midnight, a full rail closure between Oceanside and San Diego to accommodate work along the passenger and freight rail line will go into effect and continue until 5 a.m. Monday.The closure will affect four rail services operating on the San Diego segment of the Los Angeles-San Diego-San Luis Obispo Rail Corridor: North County Transit District COASTER, Metrolink, Amtrak and the freight carrier BNSF.On Monday, riders are encouraged to plan for increased travel time as trains could be delayed.Full rail closures are routinely scheduled to advance rail construction and ensure worker safety. During the upcoming closure, construction activities are planned for the Del Mar Bluffs Stabilization project and the Mid-Coast Trolley project.In Del Mar, stabilization work continues on the bluffs. Crews will weld and test tieback anchors along previously placed support columns and pour concrete for retaining wall installation on the upper bluffs near 12th Street. Crews will also place concrete panels along previously installed support columns and backfill the area on the upper bluffs north of Torrey Pines State Beach.Officials said the Del Mar Bluffs Stabilization 4 project to repair drainage infrastructure and stabilize portions of the 1.6 miles of coastal bluffs is scheduled to be complete this fall.In San Diego, ongoing construction activities are planned throughout the Mid-Coast Trolley corridor. SAN DIEGO (CNS) - A San Diego businesswoman pleaded guilty Wednesday to conspiracy, securities fraud and obstruction of justice charges for taking hundreds of millions of dollars in investor funds intended as loans for liquor licenses and funneling the money into her companies and for personal purchases.Gina Champion-Cain, founder and former CEO of American National Investments, was charged by the Securities and Exchange Commission last summer with taking millions from investors and telling them the money would be used to support loans for people seeking California liquor licenses. SAN DIEGO (CNS) - A parolee accused of sexually assaulting an 88-year- old woman at a Hillcrest nursing home just days after being released from jail for an unrelated drug offense was charged Wednesday with rape, elder abuse and other felonies.Lusean Arline, 48, was arrested Monday in connection with the alleged Oct. 27 sex assault at the Balboa Nursing & Rehab Center. Deputy District Attorney Scott Pirrello alleged that Arline entered the nursing home around 3 a.m. and was found completely nude on top of the victim in her bed. How Arline allegedly entered the facility remains under investigation, but Pirrello said it's believed he got in through an unlocked door.RELATED: 88-year-old woman sexually assaulted at Hillcrest nursing homeStaff heard the victim and her roommates screaming and entered the room, prompting Arline to flee the scene, the prosecutor said. Police then tracked down Arline with help from the state Department of Corrections and Rehabilitation, SDPD Lt. SAN DIEGO (CNS) - Authorities Tuesday publicly identified a 71-year-old man who was killed in a collision at a Rancho Bernardo intersection.John Atcheson of San Diego was turning from Meandro Drive onto Rancho Bernardo Road when an eastbound 2001 Toyota Tacoma pickup truck crashed into his 2018 Chevrolet Volt shortly before 6:30 p.m. Monday, according the county Medical Examiner's Office.Medics took Atcheson to Palomar Medical Center in Escondido, where he was pronounced dead.The other motorist, a 23-year-old woman, was hospitalized for treatment of broken bones, police said. 590
