Thirteen people flew in from San Francisco to speak during victim impact statements. The most powerful words came from Giao Pham's life partner, John Lawhead. Pham was killed in the March 23rd crash."We were together for eleven years, until your actions that night took my partner, my world, my everything. You still don't have any remorse in your heart, you're a very shallow, person aren't you!?" At one point, the defendant, Alondra Marquez, interrupted, saying "You don't know me," Lawhead shouted back, " I don't care to know you, the only reason I know you is because you murdered my partner!" Marquez, 22, rear-ended a Lyft car on Highway 163 in Balboa Park, killing Pham and leaving his friend, Andy Lynn with a traumatic brain injury. Prosecutors said Marquez had a blood alcohol level more than three times the legal limit and was driving more than 100 miles an hour. In a bizarre coincidence, Marquez and the two victims were at the same Hillcrest bar the night of the crash. While Pham and Lynn chose to hire a Lyft, Marquez chose to drive, even though several people offered to give her a ride. "You had five chances not to drive your car, you chose to drive, at your fastest speed of 109 miles an hour, but that wasn't fast enough or good enough for you," shouted Lawhead Pham and Lynn were visiting from San Francisco for a wedding. SAN DIEGO (KGTV) - Residents in Hillcrest are worried homeless encampments will start more fires in the area.Back in March, a canyon underneath the Vermont Street Bridge went up in flames. Fire crews say it was started from an encampment. Marina Macklin knows that problem all too well. "You're very afraid of the fires," said Macklin. "Because they move really quickly out there because it's so dry." MAP: Track crime happening in your neighborhoodNearly two months later, debris from the Vermont Street Bridge remains in the canyon. "They cleaned it up? No." said Macklin. "It's all still there, it's all laying down there."According to the University Heights Community Association, the canyon west of the bridge is owned by Caltrans. The east side is city property. Councilman Christopher Ward's office says they've been working to clean it. "If they say they're cleaning it up they're taking their time," said Macklin. "Why?" She says cleaning it won't solve the problem. "They go down there, set up their camps, somebody starts a fire, and they leave for a while," said Macklin."The city might go down there and do a little bit of stuff and then as soon as it's all clear and they feel safe the homeless go back in there again."Councilman Ward's office said they've already added more security guards to the Hillcrest Market area. "Security guards up here don’t do anything for the canyon," said Macklin. SAN DIEGO (KGTV) — San Diego County has seen possible early signs of a COVID-19 resurgence, after four community outbreaks were reported Friday.Dr. Wilma Wooten, the county's public health officer, said the county has recorded four community coronavirus outbreaks in the last seven days.One of the newly reported outbreaks included an unnamed restaurant. That outbreak remains under investigation, Wooten added."We had only about three community outbreaks in the month of May," Wooten said.Of the county's 56 active outbreaks, 13 are in the community setting, which have included office buildings, churches, parties, and "unauthorized weddings" in the past.One of San Diego County's 13 triggers which could cause the county to reverse loosened restrictions includes seven community outbreaks in a week. SAN DIEGO (KGTV) - San Diego gun owners could soon face more requirements when it comes to storing their firearms.City Attorney Mara Elliott announced the proposal Tuesday. It would require gun owners to store their guns in a Department of Justice approved lockbox or trigger lock, unless the owner or authorized user is carrying the firearm or it is in their immediate control. Elliott said state law requires locks to accompany guns sold in California but does not always require their use. "Safe storage laws work when it comes to protecting our kids," said Elliott, who made the announcement next to a playground at Mission Bay. Elliott pointed to the 2013 death of 10-year-old Eric Klyaz, who was fatally shot when playing with a gun in a friend's garage. "Two families were torn apart that day, but the impact of his death cut deeper than that," Elliott said. Violators would face up to six months in jail and a ,000 fine. Elliott said police wouldn't be doing door-to-door checks, but could cite someone when responding to a different call.Still, Michael Schwartz, who heads the San Diego County Gun Owners PAC, said law is duplicative and that education is the better approach. "This is something that invades someone's choice in their home," he said.
