SAN DIEGO (KGTV)— In the wake of two serious e-scooter accidents over the weekend, San Diego city leaders are working to update e-scooter regulations. While the scooters are off-limits on all city sidewalks, they are allowed on beach boardwalks. While some believe they are instrumental in freeing up car traffic and parking, others believe scooters just bring the congestion straight onto the boardwalks.Chase McKenna enjoys riding e-scooters at Pacific Beach. He says it is the best way to enjoy the boardwalk."Cruise around the strip right here and that's fun,” McKenna said. “They're convenient because down here, they're everywhere."But what is fun and convenient for McKenna, is a total nightmare for Paul Thackery."PB's great. The scooters are out of control,” Thackery said. He says some areas along the boardwalk are beginning to look like a scooter graveyard. He has also been hit by several intoxicated scooterists in the last several months. "I can't stand them. I ride my bike down here every day, and scooters are in the way, it's dangerous,” Thackery said. “I think they should get rid of them all together. "This weekend alone, at least two e-scooterists in San Diego were sent to the hospital for severe injuries. San Diego Police said a 39-year-old man fell off a scooter just before 10 pm Saturday in Mission Beach. He suffered life-threatening head injuries. Then at 12:30 am Sunday, just a mile away, a 62-year-old man lost control of his scooter, and crashed into a sidewalk. He suffered a neck fracture and facial abrasions.Since February 2018, two people in San Diego County have even died in scooter crashes. The city of San Diego is now defending against four e-scooter lawsuits that claim the city needed to enforce stronger regulations to prevent collisions and accidents.But in a crowded place like a boardwalk, McKenna says scooters are not the only issue."A person on their bicycle can be just as inconsiderate,” McKenna said. That is why McKenna says it is vital that each rider regulates themselves. We met Tracy Grimmett, a visitor from Modesto, doing a few practice laps before taking off for the first time. “Yes, without running into all the people around here. Yes, trying!” she laughed. She hopes to have fun while being considerate, as they share the busy boardwalk with thousands of weekenders."Be courteous around people, go slow,” McKenna said. “If there's a lot of people, you have to slow down, and you have to give other people the right of way."The city of San Diego is now considering making companies install “geo-fencing” on the scooters. That would automatically slow down the maximum speed of the scooters to 8mph in designated zones, including Mission Beach and Pacific Beach boardwalks. 2750

SAN DIEGO, Calif. (KGTV) - As restaurants learn to adapt and overcome in the era of new closures and regulations, not all are able to make it over the hurdle. Multiple San Diego staples have announced permanent closures, including The Balboa in Bankers Hill and Cafe on Park near Hillcrest.Andy Haenfler said he opened Cafe on Park 25 years ago and has devoted his life to this business.“I opened Thanksgiving weekend in 1995 to a line down the block and thought 'oh my goodness what have I done,'” said Haenfler.He said this past March, they closed their doors, thinking it was temporary, but they were never able to open them again.“We had just gotten a shipment of ,000 worth of product in so we gave it to the staff, the staff took it home and gave it away to their neighbors,” he said.Haenfler said he had hoped to stay open a few more years then retire and sell his restaurant to employees, but that goal is no longer possible. His message to the community now is to support local businesses so this doesn’t happen again.“It’s us little one-owner, one-shop places that the community really need to support,” he said.Nearby restaurant The Balboa has a similar fate. Owner Tom Logsdon said the business started years ago with him cooking at home then it grew into what it is known for now: a community spot with good burgers. “The type of business we had is really built around dining in, it’s built around community coming together,” said Logsdon.He said he did try to reopen, but the takeout burgers weren’t able to save the business the way regular customers who sit and have multiple drinks would.“Without people hanging out and having some drinks, it just wasn’t working,” he said.Logsdon said he’s permanently closing his Bankers Hill location but has a second location in Chula Vista, so he’ll be consolidating the business and focusing his effort on the one spot.“I’ve spent about a third of my life in that building. I’ve got a big attachment to the neighborhood and the community there but after three months of just losing money like crazy, the reality was we just couldn’t keep that going,” said Logsdon.Both Logsdon and Haenfler said this is the necessary decision right now, but once the industry recovers, they hope to reopen more restaurants and continue with their careers. 2304

San Diego (KGTV)- The San Diego Police Department will soon be adding 63 new officers on our streets. The department held the orientation for its 120th police academy this morning. This academy class is the largest class in over 25 years.“It’s very exciting,” says recruit Samantha Koegel. “I’m really excited to start this new journey of my life.”Koegel says her interest in the police force started began as a senior in high school after participating in a ride-along with an SDPD officer. Koegel graduated from Ramona High School. She received her degree from The University of Nevada- Reno, in Criminal Justice. All recruits went through an extensive screening process before being invited to the academy. “This is probably within 5 to 7 percent of all the applicants that we’ve gotten,” says Lt. Steve Waldheim. In the past, the San Diego Police Department has been understaffed. They currently have 1,800 officers but are budgeted for over 2,000. Lt. Waldheim says they the department needs more officers on the streets.“We need more officers in patrol so that they are out answering radio calls that can lower our response times.”The average salary for a San Diego Police recruit is ,000. After they become an officer, that number jumps to around ,000. “The salary now with SDPD, at the end of these pay raises that city council approved, we will be on par with the rest of the agencies around San Diego County,” says Lt. SAN DIEGO -- The San Diego County Board of Supervisors has voted to support the Trump administration’s lawsuit against California’s sanctuary laws.The board voted 3-1 Tuesday afternoon to support the lawsuit. The board directed that the County’s attorney to file an amicus brief supporting the federal lawsuit.The deadline to file a brief passed, so Chairwoman Kristin Gaspar said the earliest the county can file a brief is if the ruling is appealed to a higher court.RELATED: Escondido City Council votes to support sanctuary policy lawsuitSupervisor Greg Cox was the only one opposed to supporting the lawsuit. SAN DIEGO (KGTV)- While indoor dining at restaurants across San Diego County will be banned for at least three weeks starting Tuesday, outdoor dining can continue.Outdoor dining will be permitted until 10 p.m. and take out, delivery and drive-thru are still allowed.San Diego landed on California’s watchlist as COVID-19 cases continue to rise, prompting the latest restrictions.Museums, movie theaters, cardrooms, and family entertainment centers must also restrict indoor activities.Poway Mayor Steve Vaus hopes to make the situation a little easier to manage for Poway restaurant owners.RELATED: San Diego to close some businesses as COVID-19 cases spike“With the state and the county restricting indoor dining for three weeks, I wanted to make sure to provide a lifeline,” he said. “We could buy some picnic tables, put them in parking lots and adjacent areas as long as they need them, and then we can repurpose them in the parks.”His proposal will head to Poway city council for approval on Tuesday night.“I suspect that the council is going to approve this unanimously,” he said.Vaus said the tables would be paid for through the CARES Act, and business owners would not have to pay a fee to use them.“Absolutely free,” he said. “We’re trying to make life easier. We have removed any restrictions; they don’t have to get a permit or anything.”San Diego Mayor Kevin Faulconer also plans to sign an emergency executive order to provide relief for restaurant owners.“The City is finalizing a new ordinance for Council approval that will cut fees and streamline permits to make it easier for businesses to operate outdoors,” said Mayor Faulconer in a statement to ABC 10News.RELATED: San Diego County added to California's 'monitoring list,' certain businesses told to shut down“Given that the state’s new shutdown order has an immediate impact on local businesses, on Tuesday, I’ll be signing an emergency Executive Order that will waive regulatory requirements and help restaurants expand their service outdoors, increasing physical distance between employees and customers.”Meanwhile, business owners across the county are doing what they can to stay afloat.“We’ve been thinking what we could do, and we are ready to open for outdoor dining and give it our best shot,” said Suzan Meleka, owner of Charlie’s Family Restaurant in Escondido.Meleka said she would be using her outdoor patio area and potentially adding more tables and shading in the parking lot.“Currently there’s four, and we are going to add more, and they will be six feet apart for sure,” she said.While outdoor seating hasn’t been the most ideal for some restaurants, it has proven to be successful in many beach communities.“At our venues, I think it’s been really good outdoors,” said Steve Thomas, General Manager at Belmont Park.Cannonball Sushi and Beach House Bar & Grill already operate outside, but changes will be made at Draft South Mission to expand outdoor seating in hopes of keeping the restaurant entirely in business.“We just moved some more tables around, expanded the outdoor seating, and we’re going to pivot to make sure that we can still have Draft fully opened with the outdoor section,” he said. 3204
