(KGTV) - Seventeen homes in Spring Valley were without water Friday night, after a water main break.The homes were mostly along Rothgard Road, according to officials with the Helix Water District.An 8-inch water main broke near Harmony Lane and Cristobal Drive around 3:30 p.m. Crews turned off the water before 4 p.m. to begin repairs.There was a water truck brought out for families impacted by the water shut off.Crews expect to have repairs completed, and the water turned on again by the Saturday morning. 540

Some 220 children from separated families remain in custody, four months after a judge ordered the US government to reunite the immigrant families it split up at the border.And 14 of those children were only just added to the list the government uses to track reunifications, officials revealed in court documents filed late Thursday night.The acknowledgment that more families were separated than previously reported is likely to spark concern from advocates, who've frequently questioned the accuracy of the government's record-keeping in the aftermath of the family separation crisis.A review of records prompted the Office of Refugee Resettlement to add 14 more children to its tally, the court filing said. Government attorneys said they've "been careful to re-evaluate and refine the numbers" as they learn new information.The numbers appear in the latest federal court filing in the American Civil Liberties Union's class-action case over family separations. They come as a caravan of migrants, which includes many families, treks through Mexico, bound for the US border -- and as the Trump administration considers a new pilot program that could result in the separations of kids and parents once again."Given the lack of a plan or system to keep track of families, it's no surprise the original numbers were inaccurate," said Lee Gelernt, deputy director of the ACLU's Immigrants' Rights Project and the lead attorney in the case.Advocates have warned that inaccurate statistics could have serious consequences, prolonging family separations and making it harder for the public to track the government's progress in complying with the court's order.Officials have stressed that the numbers are constantly changing, and attorneys are still debating them as they meet to sort out the next steps. Meanwhile, the statistics released in the case's regular court filings offer one of the few public windows into the reunification process.The filing shows some progress in the reunifications -- a painstaking effort that has stretched for months as officials tracked down parents who were deported without their children and coordinated repatriation flights. More than 40 children have been discharged since the last status report in mid-October, and officials said 47 more are on track to be released.But most of the kids from separated families who remain in custody -- more than 75% -- will not be reunified with their parents either because the parents have declined reunification or because officials have deemed reunification cannot occur since the parent is unfit or poses a danger, the filing said. 2616

Since she was just a little girl, Connie Moultroup has had the same Christmas wish every year: to meet her biological mother. This week -- after 69 long years -- she finally did, all thanks to a DNA ancestry kit.Genevieve Purinton, now 88, gave birth to Moultroup in 1949 at a hospital in Indiana. When she asked the staff if she could see her baby, they informed her the child had not survived."Because she was an unwed mother, she was told that I had died. She continued with her life not knowing I was still alive," Moultroup told CNN. It was not an uncommon practice at the time, as author Ann Fessler documented in the book "The Girls Who Went Away."Moultroup was taken to an orphanage and later adopted by a couple from Santa Barbara, California. But her adoptive parents passed away a few years later, when she was just 5-years-old."Her adoptive mother died of cancer, and shortly after, her adoptive father was diagnosed with a heart condition," Bonnie Chase, Moultroup's daughter, told CNN.Moultroup's adoptive father remarried, Chase said, but the woman ended up being abusive to her new daughter."So the whole time, she just wanted to find her actual mother to rescue her from that horrible situation," Chase said.After years of searching, Chase decided to give her mother an Ancestry.com DNA testing kit for Christmas last year -- and it ended up changing her life. Moultroup says it was the best Christmas present she has ever received."It took me a while to use it, but when I finally got the results I went from having only three known relatives (a daughter and two grandchildren), to 1,600 relatives. I was floored," Moultroup said.The results led her to a distant cousin. The two connected, and Moultroup began asking her questions about the family tree."I told her my mother's name was Genevieve Purinton, and my cousin said, "Oh, that's my aunt. And she's still alive, living on her own," Moultroup said. "I couldn't believe it. I was going to meet my mother."Moultroup took her mom's information and sent her a card with contact numbers. On September 8, her mother called."I was at church that day, and I never want to leave early, but that day I did. Literally, 20 minutes after getting home, my mother calls," Moultroup said.They agreed to meet each other, and on Monday, the two finally reunited at Purinton's home in a retirement community in Tampa, Florida."I met my mother and my cousin in person, and we cried. It was just a crying fest," Moultroup said. "Not everybody has this kind of outcome when looking for their parents, but I recommend you give it a try, you don't know what will happen."The story doesn't end there, though. In January, Moultroup plans to meet two half-sisters from her father's side."We knew nothing about our family, it was just us three," Chase said. SOLANA BEACH, Calif. (KGTV) -- Solana Beach’s alternative to San Diego Gas and Electric appears to be in store for financial headwinds. A new city report says that the Solana Energy Alliance could run at a deficit for the next two years, which look to be more challenging than originally forecast. The city launched the alliance in June to help the city reach its goal of 100 percent renewable energy by 2035 and provide competition to SDG&E. Currently, more than 90 percent of Solana Beach energy and businesses buy their electricity from the alliance. It saves them about 2 percent from SDG&E. “They’re definitely stepping into deep water to try to do this themselves,” said Solana Beach resident Ed Radcliffe. “I hope they do it right.”Solana Beach City Councilman Peter Zahn said overall the energy program is healthy. It has high enrollment and is paying off expenses from the launch. He said it had higher revenues than expected while also having higher expenses than expected. Zahn said the report examined the alliance’s first three months, so it’s still early. He added a big hit came from a recent Public Utilities Commission decision to hike the exit fees residents pay SDG&E to buy it elsewhere. The Solana Beach city report says the fees could rise by as much as 50 percent. “While we are not happy with some of the factors that have influenced this - like the exit fee - we are really optimistic about going out into the future,” Zahn said.The report said higher energy prices and lower SDG&E electricity generation rates are also impacting revenue.In October, the city of San Diego announced plans to create its own alternative to SDG&E, called a Community Choice Aggregator. A spokesman for Mayor Kevin Faulconer says comparing Solana Beach’s organization to what is in store in San Diego is apples to oranges. Now, this couple wants to make their wedding day just as special as their love story.It was while the two were getting to know each other they learned this love connection was meant to be. That’s because the couple was born on the same day, in the same hospital.“I went and asked my mom. And she was like why what’s wrong? Well, the girl I’m talking to has the same birthday as me. She goes, really? And I go yes. It’s weird,” said Sierra Molina’s fiancee Marcus Acuna. Then they were delivered by the same doctor.“So when our parents told us we were like oh that’s cool let’s pull out the birth certificate and we saw it on there,” said Bride to be Sierra Molina.“It was divinely a shock to find out that there is somebody out there that has the same birthday as me and lives in the same town as me for years as long as we’ve been here,” said Acuna.Their love continued to grow and on Christmas Day in December of 2019, the two got engaged.“When I realized I wanted to marry her, I was like you know, it’s something that I want to do and this makes me happy and she makes me happy,” said Acuna.Since their story is so special the wedding date they chose will be as well.“Now that we are going to have our wedding on our birthday on August 23rd when we turn 23 like that’s so special like this date whether it’s during corona or not we know we wanted to have this date,” said Molina.If you are second-guessing getting married during a pandemic, the couple has some advice for you.“Just do it. It’s not about how big it is or how small it is, if it’s in a backyard, ya know just anything.
