SAN DIEGO (KGTV) - Governor Gavin Newsom is expected to sign a bill that would create a cap on annual rental increases. The bill passed both chambers of the California legislature this week. The bill would limit rent increases to 5% per year, plus the rate of inflation.It would also implement “just cause” protections, which require landlords to give specific reasons for evictions if tenants have lived in a unit for more than a year. 444

SAN DIEGO (KGTV) — Education experts say it’s a reality we need to accept: distance learning will not be as academically successful for many students as classroom-based learning, particularly for disadvantaged students.Governor Gavin Newsom’s announcement Friday that school reopenings will be directly tied to pandemic data means both public and private schools throughout San Diego County will most likely start fall classes virtually.Three experts told ABC 10News that virtual learning will likely be the hardest on young students who require the most adult direction.“Early grade elementary family environments right now, they’re probably the most challenged and in need of the most amount of help,” said Dr. James Rivet, an educational consultant at SD Kids First.Younger elementary school students require more focus and attention from a parent, who may be distracted by other responsibilities like a full-time job, according to Dr. Deborah Pontillo, a pediatric psychologist and the owner of SD Kids First.With young learners, “their independence isn't really developed. SAN DIEGO (KGTV) -- Del Mar may be the county's smallest city, but it has no shortage of workers commuting in every day to serve its residents and tourists.They're coming from as far away as Oceanside, La mesa, and Rancho Penasquitos. It's because the city - with a median home price of .7 million - has no affordable housing. "If they could live here and walk to work we'd get all kinds of benefits from that," said Del Mar Mayor Dwight Worden. To help make that happen, Del Mar may start charging developers of condos and condo conversions fees by the square foot. That could add to more than a hundred thousand dollars per project for affordable housing. Right now developers of those projects pay a flat fee of ,500, which hasn't been updated since 2007.The city council is considering a per square foot charge for existing construction and per square foot for new construction.The money would either go to expanding Del Mar's rent subsidy program, which currently assists five families in the city.Worden, however, said he prefers physical units because they are there forever. Del Mar currently has no affordable housing units, but the state requires it to have about 70. Worden said two currently proposed developments would include units, but he also would like the city to use the extra money to apply for federal and state grants.He also floated the idea of Del Mar buying an apartment building, converting them to condos, selling a portion of them to recoup its investment, and keeping some for low-income workers. 1571

SAN DIEGO (KGTV) - HazMat teams responded to a fire station in North Park after a suspicious package was found outside the station, according to a San Diego Fire-Rescue official.Fire crews found the package by Station 14's front door around 3:20 p.m. Sunday when they returned from a call.Fire officials told 10News the package was a taped-up cardboard box with writing on it that made it appear dangerous. Some of the words were misspelled.The hazmat and bomb personnel set up a perimeter around the station, blocking off 32nd Street and Lincoln Avenue by about a block in each direction.The bomb squad x-rayed the package, determined that it was not dangerous, and reopened the street around 5:45 p.m.The package was filled with aluminum flux and trash, according to a tweet from San Diego Fire-Rescue.At about 3p on Sunday someone left this box at SDFD North Park station on 32nd St. The bomb team was called to ID the contents - aluminum flux and some trash.
